Italian Consulate for Australasia at Melbourne to be temporarily in Charge of Consul-General of Belgium.

Eles, Royal Italian Consul for Australasia at Melbourne, has been transferred, and pending the arrival of a successor the Consulate will be, as from the 4th instant, in charge of Monsieur E. Lauwers, Consul-General for Belgium.

Special Order made by the Kirikiriroad Road Board.

THE following special order, made by the Kirikiriroad Road Board, is published in accordance with the provisions of the Road Boards Act, 1908.

KIRIKIRIROA ROAD BOARD.
Special Order to raise Special Loan for Horsham Downs Special Rating Area.
THE Kirikiriroad Road Board hereby resolves, by way of special order, to raise a special loan of £4,000, under the provisions of section 16 (e) of the Local Bodies’ Loans Act, 1913, for the benefit of that portion of the Kirikiriroad Road District known as the Horsham Downs Special Rating Area, for the purpose of purchasing land for roads, and constructing and forming roads, and metalling and sanding roads for the first time in the said Horsham Downs Special Rating Area, such loan to be for a period of thirty-six and one-half years, under Part III of the Local Bodies’ Loans Act, 1913, with interest at 4½ per centum per annum, and to be secured by a special rate of seven-eighths of a penny in the pound on all rateable property in the said Horsham Downs Special Rating Area ; and that the cost of raising the loan and the first year’s interest and sinking fund during the construction of the works be paid out of the loan.
I, John McGregor, Chairman of the Kirikiriroad Road Board, do hereby certify that the above is a true copy of a resolution passed by way of special order by the Kirikiriroad Road Board at a duly constituted meeting of such Board held on the 7th day of October, 1918, and confirmed on the 12th day of November, 1918.

Aliens in Belgium.
Office of the Minister of Internal Affairs,

ADVICE has been received from His Majesty’s Minister at Brussels that orders have been issued by the Minister of War laying down regulations in regard to the residence and circulation in Belgian territory in a state of siege of (1) aliens of neutral nationality, (2) aliens of allied nationality.

These orders prescribed that neutrals must be provided with a “ Carnet d’Identite.” Application for such “ carnets ” must be made to the Commissaire de Police or Burgomaster at the alien’s place of residence, or, if he resides abroad and desires to enter Belgium, to one of the Belgian passport control officers.

It is also provided that aliens desiring to leave Belgian territory in a state of siege must apply to the Commissaire de Police or Burgomaster.

The Master and Apprentice Act, 1908.—Notice declaring the Mental Hospitals Department to be a Department in which Apprentices may be taken.
NOTICE is hereby given that, pursuant to and in exercise of the powers in this behalf conferred upon me by section 19 of the Master and Apprentice Act, 1908, I, George Warren Russell, Minister of Internal Affairs, do hereby declare that the arts and trades used and exercised in the Department mentioned in the Schedule hereto shall be deemed to be arts and trades within the meaning of Part II of the Master and Apprentice Act, 1908, and that the officers named in the said Schedule hereto shall be deemed to be the masters for the purposes of the said Part II of the said Act.

NAME of Department in which art or trade used or exercised: Mental Hospitals Department.
Name of officer to whom persons shall be apprenticed: The Chief Engineer of the mental hospital in which the apprentice is to be employed.
