Amending Regulations under the Registration of Aliens Act, 1917.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-fifth day of February, 1919.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the power and authority vested in him in that behalf by the Registration of Aliens Act, 1917 (hereinafter referred to as “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following amendment set out in the Schedule hereto to the regulations made under and for the purpose of the said Act on the fifth day of November, one thousand nine hundred and seventeen, and published in the New Zealand Gazette on the eighth day of November, one thousand nine hundred and seventeen (hereinafter called “the said regulations”).
SCHEDULE.
CLause 9 of the said regulations is hereby amended by the addition thereto of the following paragraph:—
(d.) Any alien who, having served beyond the seas with any portion of His Majesty’s Forces, has received an honourable discharge and whose exemption is approved by the Minister of Defence.

Amending Regulations under the Cook Islands Act, 1915, for the Use, Management, and Control of the Wharf and Cargo-shed at Arutanga, in the Island of Aitutaki.

WHEREAS, in pursuance and exercise of the power and authority conferred by the Cook Islands Act, 1915, regulations were made by the Governor-General in Council on the nineteenth day of June, one thousand nine hundred and sixteen, and published in the New Zealand Gazette on the twenty-ninth day of June, one thousand nine hundred and sixteen, for the use, management, and control of the wharf and cargo-shed at Arutanga, in the Island of Aitutaki:
And whereas it is desirable to amend the said regulations in manner hereinafter appearing:
Now, therefore, in pursuance and exercise of the power and authority conferred on him by the Cook Islands Act, 1915, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendment set forth in the Schedule hereto.
SCHEDULE.
REGULATION No. 2 of the said regulations is hereby amended by substituting the words “shall be liable to a charge of 1s. 6d. per ton, weight or measurement” for the words “shall be liable to a charge of 1s. per ton, weight or measurement.”

Authorizing Special Investment of £8,000 of the Public Trust Office Funds.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-fifth day of February, 1919.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS the Thames Hospital and Charitable Aid Board (hereinafter called “the said Board”), incorporated under the Hospitals and Charitable Institutions Act, 1909, has applied to the Public Trustee for a loan of eight thousand pounds:
And whereas the said Board, as security for the said loan, has agreed to enter into a deed of covenant with the said the Public Trustee that a contribution will be levied annually, under the provisions of section forty-one of the said Act, for the full amount of interest and principal payable by the said Board to the said the Public Trustee for the year (such security being referred to herein as “the said security”):
And whereas the said security is not one authorized by the Public Trust Office Act, 1908:
And whereas by section ninety-one of the Public Revenues Act, 1910, it is enacted that it shall be lawful to invest any part of the balance of the Public Trust Office account in any security which shall be declared by the Governor by Order in Council to be securities in which such balance may be invested:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General in and for the Dominion of New Zealand, do hereby declare that it shall be lawful for the Public Trustee to invest out of the balance of the Public Trust Office account the said sum of eight thousand pounds.

WHEREAS the Southland Hospital and Charitable Aid Board (hereinafter called “the said Board”), incorporated under the Hospitals and Charitable Institutions Act, 1909, has applied to the Public Trustee for a loan of fifty thousand pounds:

Consenting to the Raising of Loans by certain Local Authorities.

At the Government Buildings at Wellington, this third day of March, 1919.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
