Amendments in the Regulations for Training Colleges and Probationers.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-first day of May, 1918.
Present :
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendments set out in the Schedule hereto in the regulations under the said Act made by Order in Council dated the twenty-first day of December, one thousand nine hundred and fourteen, and published in the Gazette of the seventh day of January, one thousand nine hundred and fifteen; and, with the like advice and consent, doth prescribe that this Order shall come into force on the first day of June, one thousand nine hundred and eighteen.
SCHEDULE.
REGULATIONS FOR TRAINING COLLEGES.
- PART IV of the regulations (relating to training colleges) is hereby amended as follows:—
(a.) By substituting “£50” for “£40” in subclause (2) of clause 11.
(b.) By substituting “£30” for “£20” in subclause (2) of clause 12.
REGULATIONS FOR PROBATIONERS.
2. Part V of the regulations (relating to probationers) is hereby amended as follows:—
(a.) By adding the following proviso to clause 1: “Provided that the appointment of probationers for the year 1918 may be made on or before the 1st day of July.”
(b.) By substituting “£50” for “£35” in subclause (1) of clause 6.
(c.) By substituting “£45” for “£30” and “£50” for “£35” in subclause (2) of clause 6.

Statute Law Amendment Act, 1917.—Amendment to Regulations under Section 8 of the Act: Temporary Adjustment of Salaries payable to Pupil-teachers.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-first day of May, 1918.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by section eight of the Statute Law Amendment Act, 1917, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and having regard to the exigencies of the present war and the conditions created thereby, doth hereby make the following regulation for the adjustment of the salaries of pupil-teachers; and, with the like advice and consent, doth prescribe that this Order shall come into force on the first day of June, one thousand nine hundred and eighteen.
REGULATION.
THE salaries provided for pupil-teachers in the Seventh Schedule of the Education Act, 1914, shall during the continuance of this regulation be adjusted (a) in the case of pupil-teachers who are not obliged to live away from home, by increasing the annual salary by £5; and (b) in the case of pupil-teachers who are obliged to live away from home, by increasing the annual salary by £10 for the first year, £15 for the second year, and £20 for the third and fourth years.

Amendments in the Regulations for Home Science and Domestic Arts Bursaries.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-first day of May, 1918.
Present :
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendments set out in the Schedule hereto in the regulations in force relating to Home Science and Domestic Arts Bursaries; and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
SCHEDULE.
CLAUSE 4 (i) is hereby amended by deleting the words “1st day of May,” and substituting therefor the words “1st day of February.”
Clause 6 is hereby amended by inserting after the words “a University Bursary” the words “an Educational Bursary.”

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-first day of May, 1918.
Present :
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column “B” therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum. And it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
