MY LORD,—I have the honour to transmit to Your Excellency, for the information of your Ministers, a copy of a despatch from His Majesty’s Consul at Sao Paulo, Brazil, covering certain printed documents issued by the Brazilian Government calling for tenders for the presentation of projects for the construction of a national monument to commemorate the independence of Brazil.

SIR,—I have the honour to enclose, under separate cover, printed documents handed to me by the Secretary of the Ministry of the Interior calling for tenders for the presentation of projects for the construction of a national monument to be erected in the vicinity of Sao Paulo.

The conditions are explained in the documents.

MONUMENT TO COMMEMORATE THE INDEPENDENCE OF BRAZIL.

Edict calling for Bids.

By order of the Secretary of the Interior for the Affairs of State, in the State of S. Paulo, and in compliance with Act n. 1.324, of the 31st October, 1912, hereby be it known that public bid is now made known for the presentation of projects for the construction of a National Monument which the Government of the State of S. Paulo, with the co-operation of the Union and other States, is authorized to erect on the site of the Ypiranga Hill, for the purpose of perpetuating the date of the proclamation of the Independence of Brazil and render homage to the principal historical figures which took part in this momentous occasion; whereby the following conditions are to be duly observed:—

I.

The projects shall be accepted not only from Brazilian artists but from artists of other nationalities.

II.

Freedom is left entirely to the inspiration of bidders as to the comprehensiveness of the monument in all its details, whether from an historical point of view or whether from an artistic standpoint, once the projects not only recommend themselves for their technical value but bear evidence of the great event which it is intended to commemorate, and in a concrete form do right homage to the most illustrious personages which figured in the great event. The total cost of the work shall not exceed the sum of one thousand contos of reis, in Brazilian currency.

As a source of sure information on the subject, it is well to consult the “History of Brazil,” by Rocha Pombo, Vol. vii.

III.

The monument is to be erected in the centre of an open place half-way up the Ypiranga Hill, from where it opens, in a direct line, on to a long avenue of 45 meters width.

The declivity of the land compels the laying-out of this place in two levels, one 3m.5 above the other. The lower level shall have the form of a lozenge, the greater diagonal of which will intrude into the centre of the avenue. The monument will be situated in the corresponding vertex of the upper level and at the height of same.

The avenue will continue to follow the upper level of the place until it opens on to the square opposite the building of the Ypiranga Museum, which will overlook the said avenue in its whole extension and will serve as a background for the projected monument.

The front part of the monument shall be seen from a distance of 730 meters, and the rear part from a distance of 640 meters. The frontage will overlook an easy declivity, whereas the rear part will be followed up by a slope attaining up to 6 per cent.

IV.

Granite and bronze are to be the principal materials to be employed in this work. Granite is to be found in abundance in S. Paulo, of various aspects of colour.

V.

The projects will consist of the necessary drawings—plan, elevation and cross section—on a scale of 1 : 50, and of the details of the most important sections on a scale of 1 : 10 ; the same shall be accompanied by the respective descriptive memorandum and by a model of the monument in plaster of Paris, on a scale of 1 : 10, and likewise by a detailed estimate, giving the principal elements of the work.

VI.

The classification of the projects will be rendered by a body of jurors elected by the Government.

VII.

The author of the project which shall be classified in first place shall receive a premium of Rs. 30.000$000 (thirty contos of reis), in Brazilian currency, and to the author of the project classified in second place shall be allotted a premium of Rs. 15.000$000 (fifteen contos of reis) in said currency.

VIII.

The Government reserves the right of contracting with the author or with such party offering best terms, for the execution, in whole or in part, of the project which has been classified in first place.

IX.

The term for the presentation of the projects shall extend from this date up to the 7th September, 1918, and the same will be accepted, up to the termination of the said period, at the office of the Secretary of the Interior, in S. Paulo, and likewise at the Brazilian Consulates in Buenos Aires, New York, Lisbon, Rome, and Paris.

In these said localities, drawings of the plans and longitudinal profile of the great avenue of access to the monument are to be found at the disposal of the bidders. They can also be sent to those persons who shall solicit same.

The projects organized in foreign countries shall be delivered at the places indicated above, properly folded and well packed for safe transportation to S. Paulo.

Notice respecting Proposed Alteration of Boundaries, Oaonui Irrigation District, County of Egmont.

Wellington, 22nd February, 1918.

IT is hereby notified that a petition has been presented to His Excellency the Governor-General, under the Land Drainage Act, 1908, praying that the area described in the Schedule hereto may be excluded from the Oaonui Irrigation District. All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed exclusion which they desire to lodge, within one month from the first publication of this notice, such objections or petitions to be addressed to the Minister of Internal Affairs, Wellington.

SCHEDULE.

AREA PROPOSED TO BE EXCLUDED FROM OAONUI IRRIGATION DISTRICT.

ALL that area in the Taranaki Land District, known as Subdivision 30, Ngatitara Block, containing 192 acres 3 roods 20 perches, and situated in Block VII, Opunake Survey District.
