Additional Land between Drury and Runciman taken for
the Purposes of the Kaipara-Waikato Railway (Road-
diversion in connection therewith).

A PROCLAMATION.

WHEREAS it has been found desirable for the use, con-
venience, and enjoyment of the Kaipara-Waikato
Railway (road-diversion in connection therewith) to take
further land between Drury and Runciman, in addition to
land previously acquired for the purposes of the said railway:
Now, therefore, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor-General of the Dominion of New
Zealand, in exercise of the powers and authorities conferred
on me by sections twenty-nine and one hundred and eighty-
eight of the Public Works Act, 1908, and of every other
power and authority in anywise enabling me in this behalf,
do hereby proclaim and declare that the land described in
the Schedule hereto is hereby taken for the purposes above
mentioned.

SCHEDULE.

FOR ROAD-DIVERSION.

APPROXIMATE area of the piece of land : 13.5 perches.
Portion of Allotment 26, Opaheke Parish, Block IV, Drury
Survey District, Franklin County. (S.O. 20046, blue.)

In the Auckland Land District; as the same is more
particularly delineated on the plan marked W.R. 25636,
deposited in the office of the Minister of Railways at Wel-
lington, and thereon coloured red.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.

At the Government House at Wellington, this third day of
September, 1918.

Present :

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any Harbour
Board, during the present war with Germany, to borrow or
contract to borrow any money (otherwise than by way of
bank overdraft within the limit of its powers, if any, in that
behalf), whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor-General in Council:

And whereas application has been made for the consent of
the Governor-General in Council to enable the several local
authorities mentioned in the Schedule hereto to borrow the
sums set opposite the names of the said local authorities
respectively, for the several purposes specified in the said
Schedule, from the State Advances Office:

And whereas it is expedient that the precedent consent of
the Governor-General in Council should issue:

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby consent to the borrowing from the State Advances
Office of the loans hereinafter mentioned by the several local
authorities set out in the Schedule hereto for the purposes
specified in the said Schedule. And it is hereby declared
that this Order in Council is made under the provisions in that
behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor-General in Council
to the raising of the loans hereby authorized.

SCHEDULE.

OPOTIKI COUNTY COUNCIL, £1,000 : For metalling and improving
a portion of the Waiotahi Valley Road.
Waikato County Council, £5,000: For constructing a bridge
over the Waikato River at Horotiu.
Woodville County Council, £400: For constructing a bridge
over the Mangaatua Stream.

And whereas it is expedient that the precedent consent of
the Governor-General in Council should issue:

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby consent to the raising of the loans herein-
after mentioned by the several local authorities set out in
the Schedule hereto; provided that the rate of interest at
which the loans or any of them are to be raised shall in
no case produce to the lender a return exceeding five and
one-quarter pounds per centum per annum; and it is hereby
declared that this Order in Council is made under the pro-
visions in that behalf of the Appropriation Act, 1915, and
shall operate accordingly as a consent of the Governor-General
in Council to the raising of the loans hereby authorized.
