Appointment of Requisitions Committee.
LIVERPOOL, Governor.
WHEREAS by a Proclamation of the twenty-first day of December, one thousand nine hundred and sixteen, the New Zealand wool-clip was requisitioned for the use of His Majesty’s Government of the United Kingdom, and for the purposes of the war, on the terms and conditions set out in that Proclamation: And whereas by reason of the exigencies of the war it may become necessary that supplies of other goods may from time to time be requisitioned or otherwise obtained in New Zealand for the like use and purposes: And whereas it is expedient that a Committee should be appointed with advisory and administrative powers in respect of the requisition or acquisition of all supplies so required by His Majesty’s said Government:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, Governor of the Dominion of New Zealand, do hereby appoint you
WALTER GEORGE FOSTER, Esquire, of Wellington;
WILLIAM DRUMMOND STEWART, Esquire, of Wellington; and
CHARLES JOHN REAKES, Esquire, of Wellington,
to hold office during my pleasure, as a Committee to be known as the Requisitions Committee, and to exercise and perform the powers, functions, and duties herein set forth in accordance with the following provisions, that is to say:—

The said Walter George Foster shall be the Chairman of the Committee.

Meetings of the Committee shall be held at such times and places as the Chairman may appoint, and at any such meeting two members shall form a quorum.

The decision of a majority of the members of the Committee present at any such meeting shall be the decision of the Committee.

The functions of the Committee shall be to inquire into all matters relative to the requisition or other acquisition of wool and of any other supplies required from New Zealand for the use of His Majesty’s Government of the United Kingdom, and as to the administration of all schemes or arrangements which are or may become in force as to such supplies, and to advise with respect to all such matters the Minister of Agriculture or such other member or members of the Executive Council as may from time to time be charged with any powers or duties relative to such supplies or matters as aforesaid.

The Committee shall also organize and direct, subject to the approval of the Minister in Charge thereof, the conduct of every scheme or arrangement in force for the time being with respect to such supplies as aforesaid, and may exercise with respect to any such scheme or arrangement all administrative powers which, being vested in the said Minister, are delegated by him from time to time to the Committee.

The functions of the Committee shall not extend to the control or supervision of the clerical, financial, or other duties entrusted to the Controller of the Imperial Supplies Department in respect of any of the matters aforesaid.

Notwithstanding anything hereinbefore contained, the functions of the Committee shall not be exercised in respect of any class of supplies, other than wool, except at the request of the Minister of Agriculture.
