other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor in Council :
And whereas application has been made for the consent of
the Governor in Council to enable the several local authorities
mentioned in the Schedule hereto to borrow the sums set
opposite the names of the said local authorities respectively,
for the several purposes specified in the said Schedule, from
the State Advances Office:
And whereas it is expedient that the precedent consent
of the Governor in Council should issue :
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion,
doth hereby consent to the borrowing from the State
Advances Department of the loans hereinafter mentioned by
the several local authorities set out in the Schedule hereto,
for the purposes specified in the said Schedule; and it is
hereby declared that this Order in Council is made under the
provisions in that behalf of the Appropriation Act, 1915, and
shall operate accordingly as a consent of the Governor in
Council to the raising of the loans hereby authorized.
SCHEDULE.
AWAKINO County Council, £2,800: For completing the form-
ing of and for widening, culverting, and metalling a portion
of the main Te Kuiti Awakino Road.
Waikohu County Council, £1,000: For widening two miles of
track on the Moanui Road.
Waitemata County Council, £270: For completing the con-
struction of roads within the Titirangi Riding.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth
day of March, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any Harbour
Board, during the present war with Germany, to borrow or
contract to borrow any money (otherwise than by way of
bank overdraft within the limit of its powers, if any, in that
behalf) whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor in Council:
And whereas application has been made for the consent of
the Governor in Council to enable the several local authorities
mentioned in the Schedule hereto to borrow the loans set out
in column B therein: And whereas it is expedient that the
precedent consent of the Governor in Council should issue :
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion,
doth hereby consent to the borrowing of the loans herein-
after mentioned by the several local authorities set out in
the Schedule hereto; provided that the rate of interest at
which the loans or any of them are to be raised shall in
no case produce to the lender a return exceeding five and
one-quarter pounds per centum per annum; and it is hereby
declared that this Order in Council is made under the pro-
visions in that behalf of the Appropriation Act, 1915, and
shall operate accordingly as a consent of the Governor in
Council to the raising of the loans hereby authorized.

Declaring Allan's Road, in the Masterton County, to be a County
Road.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twelfth
day of March, 1917.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN
COUNCIL.
IN pursuance and exercise of the powers vested in him by
the Public Works Act, 1908, and of all other powers
in anywise enabling him in this behalf, His Excellency the
Governor of the Dominion of New Zealand, acting by and
with the advice and consent of the Executive Council of the
said Dominion, doth hereby order and declare that the
road described in the Schedule hereto shall, on and after
the date of this Order in Council, become a county road.
SCHEDULE.
ALL that road in the Wellington Land District, Masterton
County, known as Allan's Road, commencing at its junction
with Westmere Road, and proceeding thence in an easterly
direction generally, adjoining or passing through Section 11,
Block XV, Otahoua Survey District, and terminating at the
north-western corner of Section 13, Block XV, aforesaid;
being a distance of eighty chains, more or less. As the said
road is more particularly delineated on the plan marked
P.W.D. 41738, deposited in the office of the Minister of Public
Works at Wellington, in the Wellington Provincial District,
and thereon coloured blue.

Declaring Portion of Oio Road, in the Kaitieke County, to be
a County Road.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twelfth

by the Public Works Act, 1908, and of all other powers
in anywise enabling him in this behalf, His Excellency the
Governor of the Dominion of New Zealand, acting by and
with the advice and consent of the Executive Council of
the said Dominion, doth hereby order and declare that the
portion of road described in the Schedule hereto shall, on
and after the date of this Order in Council, become a county
road.
SCHEDULE.
ALL that portion of road, in the Wellington Land District,
Kaitieke County, known as Oio Road, commencing at its
junction with the Kaitieke Road, and proceeding thence
generally in a northerly direction through part Kaitieke
Township Reserve, Block X, Kaitieke Survey District, and
terminating at a point 19.50 chains beyond its junction with
the said Kaitieke Road; being a distance of 19.50 chains,
more or less. As the said portion of road is more particularly
delineated on the plan marked P.W.D. 41885, deposited in
the office of the Minister of Public Works at Wellington, in
the Wellington Provincial District, and thereon coloured red.
