behalf, and acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby order
and declare that one member of the Auckland Harbour Board.
shall be elected by the electors of the Borough of Hamilton
as now constituted and the Counties of Raglan and Waikato,
and one member by the electors of the County of Waipa
and the Borough of Cambridge, in lieu of one member by the
electors of the Counties of Raglan and Waikato and the
Borough of Hamilton, and one member by the electors of
the County of Waipa and the Boroughs of Frankton and
Cambridge; and doth hereby select and appoint the Hamilton
Borough Council and the Cambridge Borough Council to be
the respective principal authorities for the purpose of such
elections by the electors of the combined districts as hereby
altered.

Amending Regulation for the Election of Members of Harbour
Boards.

At the Government Buildings at Wellington, this twelfth
day of March, 1917.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN
COUNCIL.
WHEREAS by Order in Council dated the twenty-ninth
day of March, one thousand nine hundred and
fifteen, and published in the New Zealand Gazette No. 45, of
the first day of the following month, a regulation was made
as to the election of members of Harbour Boards :
And whereas it is desirable to amend the said regulation
in the manner hereinafter described:
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, in pursuance and exercise of the
power and authority conferred upon him by section seven
of the Harbours Amendment Act, 1910, and of all other
powers and authorities enabling him in that behalf, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby make the follow-
ing regulation amending the said regulation of the twenty-
ninth day of March, one thousand nine hundred and fifteen,
in respect of members of Harbour Boards to represent com-
bined districts.

REGULATION.
NOTWITHSTANDING anything contained in section 7 of the
Local Elections and Polls Act, 1908, public notice of any
election to fill any vacancy shall be given not less than
twenty-one clear days before such election, and the date for
the nomination of candidates shall be not less than fourteen
clear days before such election,

Appointing Members of the First and Second Divisions of the
Court of Appeal, and revoking Order in Council of 26th
February, 1917.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this fifteenth
day of March, 1917.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN
COUNCIL.
WHEREAS by section five of the Judicature Amend-
ment Act, 1913, it is enacted that the Court of
Appeal shall consist of two Divisions, to be called respectively
the First Division and the Second Division of the Court of
Appeal; and that each Division shall consist of five Judges
of the Supreme Court, to be appointed to that division by the
Governor in Council :
And whereas the power conferred by the said Act upon the
Governor in Council of appointing Judges as members of
either Division, or of revoking any such appointment, shall
be exercisable on the recommendation of not less than three
Judges of the Supreme Court (of whom the Chief Justice
shall be one), and not otherwise:
And whereas the Honourable the Chief Justice, the
Honourable Mr. Justice Edwards, the Honourable Mr. Justice
Chapman, and the Honourable Mr. Justice Hosking have
recommended that the Order in Council dated the twenty-
sixth day of February, one thousand nine hundred and
seventeen, constituting the two Divisions of the Court of
Appeal should be revoked, and that the said two Divisions
should be constituted as shown hereafter:
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, in exercise of the powers conferred
by the said Act, and acting by and with the advice and
consent of the Executive Council of the said Dominion, doth
hereby revoke the said Order in Council of the twenty-sixth
day of February, one thousand nine hundred and seventeen,
and in lieu thereof doth hereby appoint

Apportionment of Representation on Hospital and Charitable
Aid Boards.

LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth
day of March, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS from time to time, by Order in Council made
under the Hospitals and Charitable Institutions Act,
1909, apportionments have been made in regard to the repre-
sentation of contributory local authorities on Hospital and
Charitable Aid Boards: And whereas by reason of changes
in the population and in the value of the rateable property
in the said contributory districts it is desirable to revise such
apportionments:
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion, and
in pursuance and exercise of the powers and authorities con-
ferred on him by the said Act, doth hereby alter the appor-
tionment of representation of certain of such contributory
districts in the manner set forth in the Schedule hereto,
and all previous Orders in Council are hereby revoked in so far
as they affect the apportionment of such contributory dis-
tricts; and doth hereby direct that the regulations made in
the Orders in Council dated the twenty-fourth day of Feb-
ruary, one thousand nine hundred and ten, and on the twelfth
day of April, one thousand nine hundred and thirteen, shall
apply as if incorporated in this Order in Council with the
following exceptions:-
(a.) Simultaneously with such elections of representatives
of contributory local authorities to Hospital Boards as may-
herein be fixed to be held on Wednesday, the twenty-
fifth day of April, one thousand nine hundred and seven-
teen, the present representatives of Otamatea County and
Grey County shall agree among themselves which of the
representatives of the district which they represent shall retire
from the Board of the district; and, failing agreement, the
matter shall be determined by such Board, and none of these
representative shall be entitled to speak or to vote at a Board
meeting, or act in any capacity as a member of the Board,
until the necessary reduction is made in the number of repre-
sentatives for the district they represent.
(b.) The date of the first election of an additional repre-
sentative for Dargaville Borough, for the combined district
of Auckland City and Mount Albert Borough, and for Grey-
mouth Borough shall be Wednesday, the twenty-fifth day of
April, one thousand nine hundred and seventeen.
(c.) The date of the first election of representatives for
Paeroa Borough; the combined districts of Gisborne Borough
and Mangapapa Town District; Dunedin City and West Har-
bour Borough; Wyndham Town District, Lumsden Town
District, Gore Borough, and Mataura Borough, shall be
Wednesday, the twenty-fifth day of April, one thousand nine
