to be the Waikakahi Domain Board, having control of the land described in the Schedule hereto for the purposes of and subject to the provisions of Part II of the said Act; and doth hereby appoint Monday, the nineteenth day of March, one thousand nine hundred and seventeen, at half past seven o’clock p.m., as the time when, and the Public Hall, Morven, as the place where, the first meeting of the Board shall be held.
SCHEDULE.
WAIKAKAHI DOMAIN.—WAIMATE COUNTY.
ALL that area in the Canterbury Land District, containing by admeasurement 4 acres 1 rood 15 perches, more or less, being Reserve 3459 (in red), Morven Township, Block VII, Waitaki Survey District. Bounded towards the north by Reserve 3458 (in red), 500 links; towards the east by Section 6, Block VII, Waitaki Survey District (Waikakahi Settlement), 935·8 links; thence towards the south by Beach Road, 517·5 links; and thence towards the west by Donald Street, 802·4 links: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. 1352, deposited in the Head Office, Department of Lands, at Wellington, and thereon bordered red.

At the Government Buildings at Wellington, this twenty-sixth day of February, 1917.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section forty of the Public Reserves and Domains Act, 1908 (hereinafter termed “the said Act”), it is enacted that the Governor may from time to time, with respect to any public domain, appoint such persons (not exceeding nine) as he thinks fit to be a Domain Board having, subject to Part II of the said Act, control of such domain:
And whereas by an Order in Council made on the third day of November, one thousand nine hundred and nine, and published in the New Zealand Gazette of the eleventh day of November, one thousand nine hundred and nine, a Domain Board was appointed to control the Vigor Brown Domain:
And whereas the period for which the said Board was appointed expired on the second day of November, one thousand nine hundred and sixteen:
And whereas it appears expedient to again appoint a Domain Board to control the domain:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint
JOHN VIGOR BROWN, M.P.,
THOMAS HYDE, and
JOHN McCONNELL
to be the Vigor Brown Domain Board, having control of the land described in the Schedule hereto for the purposes of and subject to the provisions of the said Act; and doth hereby appoint Thursday, the twenty-second day of March, one thousand nine hundred and seventeen, at eight o’clock p.m., as the time when, and the Public Hall, Westshore, as the place where, the first meeting of the Board shall be held.
SCHEDULE.
VIGOR BROWN DOMAIN.—HAWKE’S BAY COUNTY.
ALL that area in the Hawke’s Bay Land District, containing by admeasurement 2 roods, more or less, being Section 5, Westshore, Napier. Bounded towards the north-west by railway reserve, Section 88, and Section 89 for 178 links, towards the north-east by Charles Street for 281 links, towards the south-east by Section 4 for 178 links, and towards the south-west by Sections 83 and 84 for 281 links; all of Westshore, Napier, aforesaid.
Also all that area in the Hawke’s Bay Land District, containing by admeasurement 1 acre 2 roods, more or less, being Section 133, Westshore, Napier. Bounded towards the north-west by Crown land for 300 links, towards the north-east by road reserve for 500 links, towards the south-east by a public road for 300 links, and towards the south-west by Charles Street and Crown land for 500 links.
Be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. & S. 1/108, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-sixth day of February, 1917.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board during the present war with Germany to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor in Council:
And whereas application has been made for the consent of the Governor in Council to enable the local authorities mentioned in the Schedule hereto to borrow the sums set opposite the names of the said local authorities respectively, for the several purposes specified in the said Schedule: And whereas it is expedient that the precedent consent of the Governor in Council should issue:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing of the loans herein-after mentioned by the several local authorities set out in the Schedule hereto, for the purposes specified in the said Schedule; provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor in Council to the raising of the loans hereby authorized.
SCHEDULE
GREYTOWN Borough Council, £2,000: For completing the installation of a high-pressure water and drainage system.
Hutt County Council, £1,000: For constructing roads and footpaths in No. 12 Special-rating Area.
Masterton County Council, £255: For completing the construction of two bridges over the Waipoua River and twenty-six chains of approach thereto.
Waikohu County Council, £160: For completing the construction of four miles and a half of road and the widening of two miles and a half of track (Otoko-Makaretu Deviation).
Waikohu County Council, £200: For completing the widening of the road between Matawai and Moanui.
Upper Hutt Town Board, £8,500: For installing a coal-gas lighting system.
Featherston County Council, £12,000: For installing a hydro-electric system.
