Prohibition of Money-order and Postal Correspondence for
W. Bishop, Wellington.

THE Postmaster-General of the Dominion of New
Zealand having reasonable ground for supposing that
the person whose name and address are shown in the
Schedule hereunder is engaged in a fraudulent undertaking.
it is hereby ordered, under section 28 of the Post and
Telegraph Act, 1908, that no money-order in favour of
the said person shall be issued. and that no postal packet
addressed to the said person (either by his own or any
fictitious or assumed name), or addressed to the said address
without a name, shall be registered, forwarded, or delivered
by the Post Office of New Zealand.

VICTORIA.
SUBMARINE MINING IN VICINITY OF SWAN ISLAND.
MARINERS and others are hereby notified that for the purpose
of permitting practice in submarine mining vessels shall not,
on and after 30th January, 1917, until and including the
28th February, 1917, be navigated in the waters to the north-
ward and westward of the No. 3 (Swanspit) buoy, West
Channel, within the area bounded by a supposed line running
south-easterly from Swan Beacon to No. 3 (Swanspit) buoy;
thence northerly to small black can buoy moored east by
north 5 cables from the north-east end of Swan Island ;
thence westerly to the outer pile which marks the entrance
to the channel leading to Swan Island Jetty; thence due
south to Swan Point; and thence southerly along the shore
to the starting-point.

GREAT BRITAIN.
BRITISH SIGNAL MANUAL.
The following notice is to be inserted between pages 32
and 33, British Sig. Manual :—
Searchlight Signalling by Day.
Attention is called to the utility of Searchlight Signalling
by Day, and a good look-out should be kept for men-of-war
wishing to communicate by this method.
2. A man-of-war wishing to call up a British merchant
vessel will make — - - — - . &c. (British Signal Manual
Sign). The merchant vessel should hoist the code pendant
“Close up” when ready to receive, and “dip” it if a word
is missed.
3. When using this system the messages should be spelt
out in plain language, being prefixed by the usual sign
---. Oct. 1916.
ENGLAND, SOUTH-EAST COAST.—THE DOWNS.—GOODWIN
FORK.—SHOAL DEPTH SOUTH-WESTWARD OF.
Position.—At a distance of 204 cables, 88° (S. 78° E. mag.),
from Deal Pier Lighthouse, where a depth of 57 ft. is shown
on the charts. Lat. 51° 13½' N., long. 1° 28' E.
Depth.—36 ft.
Variation.—14° W.
Charts affected.—No. 1828, The Downs; No. 1895, Dunge-
ness to the Thames; No. 1406, Dover and Calais to Orford-
ness and Scheveningen; No. 1431, Approaches to Dover

ADMIRALTY PUBLICATIONS.
Introduction of New System of colouring Lights on Charts.
Notice is given that from 8th November, 1916, it is
intended to gradually introduce the following new system of
colouring lights on Admiralty Charts :—
The approximate position of a light will be indicated by a
waterproof yellow colour only, the red dot which was also
formerly used being discontinued; the yellow will be a shade
which is distinctly visible both by day and by artificial light,
and will be sufficiently transparent to enable the engraved
star or dot denoting the exact position of the light to be
clearly seen through it.

NORTH ATLANTIC OCEAN.
CANARY ISLANDS, TENERIFE.—SANTA CRUZ NORTHERN
APPROACH.—EXISTENCE OF A WRECK.
Position.—At a distance of about 1½ miles north-eastward
from San Andres. Lat. 28° 30' 45" N., long. 16° 9' 5" W.
Description.—Sunken wreck of the vessel ‘‘ Westburn.”
Chart affected.—No. 1870, Tenerife.

PORTUGUESE ATLANTIC COLONIES AND ISLANDS.
(1.) Caution with regard to Extinction of Lights.
(1.) AZORES.—Caution : All lights are extinguished, with
the following exceptions—Arnel and Ferraria Points in San
Miguel; Angra Bay and Serreta Point in Terceira; Cap-
pellinhos (Comprida) Point in Fayal; Lagens Point in
Flores.
(2.) MADEIRA ISLANDS.—Caution : All lights are extin-
guished, except Flora Island and Porto Santo lights.
(3.) CAPE VERDE ISLANDS.—Caution : The lights at Porto
Grande, Point Machado, Ponta do Sol, and Bull Point are
extinguished.
(2.) Cape Verde Islands.—Traffic Restrictions.
Entrance to the channel between St. Antonio and St.
Vincent Islands from the northward is prohibited during the
night. Entrance to Porto Grande is also prohibited at
night. Vessels are not permitted to wait within Portuguese
waters off the entrance to Porto Grande. Careful attention
is to be paid to signals made by patrol vessels, and all orders
received from them are to be immediately complied with.

AFRICA.
CAPE COLONY.—TABLE BAY.—BREAKWATER LIGHT.—
CHARACTERISTIC CHANGED.
On 15th November, 1916, the light on the extremity of the
breakwater was changed to flashing red every 10 seconds—
thus, flash 2 seconds, eclipse 8 seconds.
The light is no longer unreliable, as previously stated.
Approx. position : Lat. 33° 53' 32" S., long. 18° 25' 40" E.

EAST COAST.—SHI PHU HARBOUR.—DETAILS OF LIGHT.—
DECREASED DEPTH.
(a.) LIGHT.—Position : Near the south-eastern end of
Tungmun Island. Lat. 29° 11' 47" N., long. 121° 57' 57" E.
Abridged description : Lt. F. Description : A fixed white light
exhibited from a white structure. Remarks : Further details
are not stated.
(b.) DEPTH.—Details : The following note regarding a
general decrease in depth which has been reported between
San-tau-sau and the Bangao Islands is to be placed on the
charts—“From l to 1½ fathoms less water reported in this
vicinity (1916).”
Chart affected.—No. 1759, Wen Chau Bay to Kueshan
Islands, with plan.

JAPAN.
SOUTHERN ISLANDS.—VOLCANO (KAZAN) ISLANDS.—SAN
AUGUSTINO ISLAND (MINAMI Iwo JIMA). — VOLCANIC
ISLAND DISAPPEARED.
The volcanic island formerly located about 3 miles 17° 20'
from San Augustino Island has disappeared, a sounding of
140 fathoms having been obtained over the spot.
The island should therefore be removed from the chart.
Approx. position : Lat. 24° 16' 30" N., long. 141° 29' E
