thirtieth day of the same month, rules were made as to life-saving appliances for ships: And whereas it is desirable to make additional rules:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power conferred upon him by section one hundred and ninety-seven of the Shipping and Seamen Act, 1908, and of all other powers enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following additional rules as to life-saving appliances for ships; and doth order that they shall come and be in force on and after the first day of February, one thousand nine hundred and eighteen.
RULES FOR BARGES OR LIGHTERS WHICH ARE TOWED BY OTHER VESSELS.
RULE A. A ship of this class shall carry two approved life-buoys.
Rule B. A ship of this class shall carry one approved life-belt for each person on board.

Domain Board appointed to have Control of the Marima Domain.

At the Government Buildings at Wellington, this tenth day of December, 1917.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section forty of the Public Reserves and Domains Act, 1908 (hereinafter termed “the said Act”), it is enacted that the Governor-General may from time to time, with respect to any public domain, appoint such persons (not exceeding nine) as he thinks fit to be a Domain Board having, subject to Part II of the said Act, control of such domain:
And whereas by an Order in Council made on the third day of October, one thousand nine hundred and ten, and published in the New Zealand Gazette of the sixth day of October, one thousand nine hundred and ten, a Domain Board was appointed to control the Marima Domain:
And whereas the period for which the said Board was appointed expired on the second day of October, one thousand nine hundred and seventeen:
And whereas it appears expedient to again appoint a Domain Board to control the said domain:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint

to be the Marima Domain Board, having the control of the land described in the Schedule hereto for the purposes of and subject to the provisions of the said Act; and doth hereby appoint Saturday, the twenty-second day of December, one thousand nine hundred and seventeen, at eight o’clock p.m., as the time when, and the Marima Hall as the place where the first meeting of the Board shall be held.
SCHEDULE.
MARIMA DOMAIN.
ALL that area in the Wellington Land District, containing 21 acres 1 rood 2 perches, more or less, being Section No. 58, Block X, Mangahao Survey District. Bounded towards the north-east by Section No. 57, 440·1 links; towards the south-east generally by the Tutaekara Road, 288·3 links, 638·7 links, and 775·9 links; by the crossing of a public road on a line forming the northern side of the Tutaekara Road, 197·2 links, and again by the Tutaekara Road, 361·8 links; and towards the south-west and north generally by a river-bank reserve one chain wide along the bank of the Mangahao River: save and except a public road which crosses the south-western corner of the above-described area: be all the aforesaid link-ages more or less. As the same is delineated on a plan marked 1/255, deposited at the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.

Amending Regulations under Section 44 of the Finance Act, 1916.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this third day of December, 1917.

WHEREAS in pursuance of section forty-four of the Finance Act, 1916, regulations were made by the Governor in Council on the twenty-first day of August, one thousand nine hundred and sixteen, altering the restrictions relating to the issue of notes by banks carrying on business in New Zealand:
And whereas it is desirable to amend these regulations by extending in manner hereinafter appearing the limit of the note-issue of such banks as defined by the said regulations.
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance of the authority so conferred upon him by section forty-four of the Finance Act, 1916, and acting by and with the advice and consent of the Executive Council of that Dominion, doth hereby make the following amending regulations under that Act.
REGULATIONS.

THE limit of the note-issue of every bank empowered by law to issue bank-notes in New Zealand as determined by the aforesaid regulations made on the 21st day of August, 1916, under section 44 of the Finance Act, 1916, is hereby extended by adding to the total amount of all coin, bullion, and public securities held by that bank in New Zealand the amount of all war-loan advances, as hereinafter defined, made by that bank and for the time being and from time to time outstanding.

The term “war-loan advances” means any moneys which have been lent by a bank on security for the purpose of enabling the borrower to subscribe to the loan authorized to be raised by the Government of New Zealand under the War Purposes Loan Act, 1917, and are debited to the borrower in a special account kept in the books of the bank in that behalf.

It shall be the duty of every bank to certify to the Secretary of the Treasury from time to time as required by him the total amount of all war-loan advances made by that bank and for the time being outstanding; and if any bank makes default in so certifying within twenty-eight days after being so required, the limit of the note-issue of that bank shall, so long as such default continues, be determined in the same manner as if no war-loan advances had been made by it.

These regulations shall be read together with and deemed part of the aforesaid regulations of the 21st day of August, 1916.

Extending Time for holding General Election of Trustees of the Mangawara Drainage District.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this tenth day of December, 1917.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section ten of the Land Drainage Act, 1908, it is provided that on the first Monday in the month of November in the year following the year in which the first trustees for any district are elected, the ratepayers of the district shall elect the required number of persons to be members of the Board of Trustees of such district: And whereas it is expedient to extend the time for holding such election in the Mangawara Drainage District:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers and authorities vested in him by section two hundred and seventeen of the Counties Act, 1908, and of all other powers in anywise enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby extend the time for holding the general election of members of the Board of Trustees of the Mangawara Drainage District; and doth hereby order and declare that in the aforesaid drainage district the said general election shall be held and take place on Tuesday, the eighth day of January, one thousand nine hundred and eighteen.
