WHEREAS the Kakepuku Road Board, acting under
and in pursuance of paragraph (e) of section sixteen
of the Local Bodies’ Loans Act, 1913, lately proposed to
raise a loan of two thousand five hundred pounds for the
purpose of forming and metalling certain portions of the
roads in the Kakepuku Road District :
And whereas the resolution making and levying the special
rate as security for the said loan is irregular, in that such
resolution was passed before the special order authorizing
the raising of the loan was gazetted as required by section
seventy-three of the Road Boards Act, 1908 :
And whereas it appears that the ratepayers have not been
misled by the said irregularity, and it is expedient to validate
the same :
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise
of the powers and authorities conferred on him by section
one hundred and eleven of the Local Bodies’ Loans Act, 1913,
and acting by and with the advice and consent of the Ex-
ecutive Council of the said Dominion, doth hereby order and
declare that the resolution making and levying the special
rate as security for the said loan shall be valid to all intents
and purposes as though the said resolution had been passed
at the proper time, and that the proceedings in connection
with the said loan shall not be called into question by reason
only of the irregularity aforesaid.

Authorizing an Alienation of Native Land notwithstanding
the Provisions of Part XII of the Native Land Act, 1909.

WHEREAS by section two hundred and three of the
Native Land Act, 1909 (hereinafter referred to as
“the said Act”), it is enacted that the Governor-General
may by Order in Council, in any case in which he deems it
expedient so to do, authorize any acquisition, alienation, or
disposition of Native land or of any interest therein, not-
withstanding any of the provisions of Part XII (relating to
limitation of area) of the said Act :
And whereas it is expedient in the public interest that
authority be granted for the alienation to the New Zealand
Refrigerating Company (Limited), by way of lease, of the land
mentioned in the Schedule hereto, notwithstanding any of
the provisions of Part XII of the said Act :
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Do-
minion, doth hereby authorize the alienation by way of lease
to the New Zealand Refrigerating Company (Limited) of the
land mentioned in the Schedule hereto, notwithstanding any
of the provisions of Part XII of the Native Land Act, 1909.

Amending Regulation under the National Provident Fund
Act, 1910.

ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth day
of November, 1917.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the power and authority con-
ferred upon him by the National Provident Fund Act,
1910 (hereinafter referred to as “the said Act”), His Excel-
lency the Governor-General of the Dominion of New Zealand,
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby amend in the
manner hereinafter set forth the regulations made under the
said Act on the ninth day of January, one thousand nine
hundred and eleven, and published in the Gazette of the nine-
teenth day of the same month.
REGULATION.
REGULATION 24 of the said regulations is hereby revoked,
and the following is substituted therefor :—
PAYMENT OF CONTRIBUTIONS AND CLAIMS.
- Contributions to the fund may be paid at any postal
money-order office or at the district offices of the Superin-
tendent at Auckland, Wellington, Christchurch, and Dunedin.
(a.) Accounts of all moneys received by Postmasters shall
be rendered periodically to the Superintendent by the General
Post Office. Contributions received at any district office of
the Superintendent shall be accounted for as hereunder.
(b.) The receiver of contributions attached to any such
district office must in all cases give a receipt for moneys
received,—
(1.) In the contributor’s book ; or
(2.) In the special receipt-book, in case contributor does
not produce his own book.
Under (1), when the pay-in slip and the butt have been
filled in, signed, and date-stamped, the pay-in slip is to be
detached by the receiving officer and kept by him for use in
accounting to the accounting officer for the sum, and the
contributor’s book handed back to the contributor. Each
contribution received direct from a contributor at the district
office must be entered by the accounting officer in the cash-
book.
Under (2), after the receipt has been filled in with carbon
copy, the original receipt is to be detached from the book
and handed to the contributor. The receiving officer will
thereupon detach the pay-in slip of the same number, which
must accompany the amount when accounted for. The butt
will remain in the special receipt-book to show the transaction.
(c.) Officers or employees receiving any contribution must
account for it to the accounting officer not later than the
day following the date of receipt, except where a Sunday or
a holiday intervenes. The “accounting officer” is the per-
manent officer employed on clerical work in the Superin-
tendent’s district office.
(d.) A pay-in book is to be issued to each collecting officer.
The particulars of the contributions received are to be entered
on the back of the pay-in slip in this book (or on schedule
form N.P.F. 75 where necessary) by the person holding the
book. The accounting officer must check the particulars on
the slips from each collector’s pay-in book against the indi-
vidual slips from contributors’ or special receipt-books in
support thereof, then check the cash, duly stamp and initial
the book, and retain the collector’s pay-in slip (and schedule
if used) for the local office record.
(e.) The accounting officer shall on receipt of these moneys
immediately enter the amounts in the cash-book provided
for the purpose. An amount not exceeding £20 may be held
to pay such claims as are authorized under subsection (i) of
this regulation. All moneys in excess of this amount must
be at once paid in at a postal money-order office.
(f.) All white pay-in slips or group slips which go to make
up the gross daily total received by the accounting officer
must be sent direct to the Superintendent each day.
(g.) The Supervisor shall daily check the pay-in slips re-
lating to contributions received at the counter against the
entries in the cash-book before sending the slips to Welling-
ton, and each week check the office cash-book entries against
the collector’s pay-in book, and against the accounting
officer’s pay-in book, and initial the latter. He shall forward
a certified copy of the cash-book to the Superintendent every
week.
(h.) The Supervisor shall from time to time examine the
receipt-book used where contributors’ books are not pre-
sented, in order to ascertain that the sequence of numbers
has been duly observed in issuing receipts, and that the
amounts shown therein have been duly accounted for.
