Appointing Members of the Surveyors Board under the Surveyors Institute and Board of Examiners Act, 1908.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-sixth day of November, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers conferred by section eleven of the Surveyors Institute and Board of Examiners Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby appoint, as from the first day of January, one thousand nine hundred and eighteen, the undermentioned persons to be members of the Surveyors Board constituted by the said Act, namely,—
THOMAS HUMPHRIES,
ROBERT THOMAS SADD,
HUBERT SLADDEN, and
JOSEPH CHARLES SIMMONDS,
the two first-named persons having been nominated by the Minister of Lands, and the two last-named persons having been nominated by the Council of the Institute of Surveyors, as required by the said Act.

Authorizing the Exchange of a Secondary-education Endowment Reserve in the Auckland Land District for other Land.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-sixth day of November, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the land described in the First Schedule hereto is vested in the Crown, in trust, as an endowment for secondary education: And whereas, in the opinion of the Governor-General, it is expedient to exchange the said land for the land described in the Second Schedule hereto, which is deemed by the Governor-General to be of equal value and more suitable for the purposes of an endowment for secondary education:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred upon him by section twelve of the Public Reserves and Domains Act, 1908, doth hereby declare that the said land described in the First Schedule hereto may be exchanged for the land described in the Second Schedule hereto.
FIRST SCHEDULE.
DESCRIPTION OF EDUCATION ENDOWMENT AUTHORIZED TO BE EXCHANGED.
ALL that area in the Auckland Land District, containing by admeasurement 1 acre, more or less, being Section 266, Township of Grahamtown. Bounded towards the north-east by Section 274, 194 links; towards the south-east by Section 267, 516 links; towards the south-west by a public road, 194 links; and towards the north-west by Sections 265 and 527, 516 links; all the aforesaid sections being in the Township of Grahamtown: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. and S. 1911/1816A, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon edged red.
SECOND SCHEDULE.
DESCRIPTION OF LAND TO BE OBTAINED IN EXCHANGE THEREFOR.
ALL that area in the Auckland Land District, containing by admeasurement 1 acre 0 roods 8 perches, more or less, being Section 270 (school reserve), in the Township of Grahamtown. Bounded towards the north-east by Section 271, 380 links; towards the south-east by a public road, 280 links; towards the south-west by Section 269, 365 links; and towards the north-west by Section 272, 285 links; all the aforesaid sections being in the Township of Grahamtown: be all the aforesaid linkages more or less. As the same is delineated on the plan marked L. and S. 1911/1816B, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon edged red.

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-sixth day of November, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column B therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
