Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.

IN pursuance of all powers and authorities enabling me under the Government Railways Act, 1908, and its amendments, I, William Herbert Herries, Minister of Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 24th day of November, 1917, and to be subject in all cases to the additions to rates and charges provided for by New Zealand Gazette of 16th September, 1915.

PART I.—PASSENGERS.

GENERAL FARES AND REGULATIONS.

Cancel—
Single tickets for distances over twenty miles are available for three days from date of issue.
Return tickets for distances over ten miles are available for return for three days from date of issue.
Inter-Island tickets, both single and return, are available for four days from date of issue.
Return tickets will not be issued for distances over one hundred miles.

Insert—
Single tickets for distances over twenty miles are available for three days, including date of issue.
Return tickets for distances over ten miles are available for return for three days, including date of issue.
Inter-Island tickets, both single and return, are available for four days, including date of issue.
Return tickets will not be issued for distances over one hundred miles.
The currency of tickets will terminate at 12 o’clock midnight.

PART II.—LUGGAGE, PARCELS, HORSES, ETC.

BICYCLES, TRICYCLES, VELOCIPEDIES, PERAMBULATORS, ETC.

Cancel rates for motor-bicycles accompanying passengers, and insert—
Motor-bicycles accompanying passengers, not exceeding 120 lb. weight, will be charged quadruple the rates for ordinary bicycles; minimum charge 2s. 6d.
Not exceeding 175 lb. weight, five times the rate for ordinary bicycles; minimum charge 3s.
Over 175 lb. weight, seven times the rate for ordinary bicycles; minimum charge 3s. 6d.
Motor-bicycles with side-cars attached will be charged at the rate for two-wheeled carriages, and will be conveyed in guards’ vans of passenger and mixed trains at the convenience of the Department only. Side-cars detached from motor-bicycles will be charged actual weight at ordinary parcels rates.

PARCELS FOR DISTRIBUTION AT DESTINATION. (Page 32.)

Cancel “will be charged at rate and a half,” and insert “will be charged double rate.”

HORSES CONVEYED IN “UG” TRUCKS BY EXPRESS AND MAIL TRAINS. (Page 34.)

For each additional mile: Delete 3d., and insert 4d.

PART III.—GOODS.

REGULATIONS.

Insert—

(3.) CLASS E.

Minimum quantity (except for bonedust and other artificial manures, for which it will be 5 cwt.), 1½ tons. Any less quantity will be charged as such minimum, or at rate and a half, Class E, not exceeding the rate for Class D.

At Auckland, Onehunga, Port Ahuriri, Wellington (Thorndon), Wellington (Lambton), Foxton, Wanganui, New Plymouth Breakwater, Waitara, Greymouth, Westport, Nelson, Nelson Port, Picton, Blenheim, Lyttelton, Christchurch, Timaru, Oamaru, Breakwater, Port Chalmers, Dunedin, Invercargill, and Bluff, 9d. per ton will be charged in addition to the classified rates, except when consigned from or to private sidings at those stations, or except local rates otherwise provide; but such addition will not be made when goods are charged at Class E under small-lots scale, Regulation 2, or at rate and a half, Class E.

At all other stations, when the loading or unloading is done by the owners, or when loaded by owners into sheds, owing to trucks not being available after reasonable notice is given, the classified rates only will be charged. When the loading or unloading is done by the Railway Department 9d. per ton will be charged for each operation; minimum charge, 6d. When goods are charged at Class E under small-lots scale, Regulation 2, or at rate and a half, Class E, no charge for loading or unloading will be made.

At all private stores or sidings the loading or unloading shall be done by the owners.

The tonnage of all grain will be computed on actual avoirdupois weight (2,240 lb. to the ton).

The maximum weight of any class of cereal or other agricultural produce (potatoes excepted) contained in any one sack to be carried by railway shall be 200 lb.

The maximum weight of potatoes contained in any one sack to be carried by railway shall be 224 lb.

Any sack of any class of cereal or other agricultural produce (potatoes excepted) containing a greater weight than 200 lb. shall be charged for at the rate of 10s. per ton in addition to the ordinary railage charges.

Any sack of potatoes containing a greater weight than 224 lb. shall be charged for at the rate of 10s. per ton in addition to the ordinary railage charges.

(4.) CLASS F. (Page 53.)

Cancel—Loading and unloading charge, 5s. per four-wheeled truck.

Insert—Loading and unloading charge, 7s. 6d. per four-wheeled truck.

(6.) CLASS K. (Pages 55 and 56.)

(12.) ROAD METAL AND TAR FOR USE OF LOCAL BODIES. (Page 58.)

Cancel regulation, and insert—

Road metal, scoria, boulders, shingle, and other materials for making bona fide public roads, consigned to and for the exclusive use of Borough and County Councils and Road Boards, will be charged three-eighths (⅜) of the classified rates for Class Q.

Minimum charge, 1s. 6d. per ton.

Tar in 5-ton lots consigned to and for the exclusive use of Borough and County Councils and Road Boards for making bona fide public roads only will be charged Class N. Minimum charge, 2s. 6d. per ton.

The rates specified herein are applicable only to materials obtained by public Road Boards, County and Borough Councils, for the construction and maintenance of roads actually under their control and jurisdiction at the time. All such material shall be carried at the convenience of the Railway Department.

The Railway Department may require loading or unloading to be done by the owner. For each loading or unloading done by the Department 1s. 6d. per ton will be charged. When cranage is charged for or provided 9d. per ton only will be charged for each loading or unloading done by the Department.

Consignment note must be endorsed as follows:—
“I certify that the __ entered hereon is bona fide for use of the __ only, and will be used exclusively for constructing or maintaining public roads now actually controlled and maintained by the __ local body.
…………………
Consignors.”

The concessions allowed under this regulation will be absolutely forfeited in the event of any irregularity or evasion of the provisions of the regulation.

(19.) LOCOMOTIVE ENGINES. (Page 60.)

Cancel—1s. 6d. per mile; minimum charge, £1.

Insert—3s. per mile; minimum charge, £3.
