lency, for the information of your Minister, the accompany-
ing copy of a note from the Swiss Minister on the subject of
the adhesion of French Morocco to the Berne Convention of
1908 for the protection of literary and artistic works.

I HAVE the honour to bring under Your Excellency's notice
the fact that, on the 16th June, 1917, the French Ambas-
sador at Berne, by order of his Government, informed the
Federal Swiss Consul that the Cherifian Empire of Morocco
(a French protectorate) adheres to the Convention of Berne,
revised on the 13th of November, 1908, for the protection of
literary and artistic works.
This adhesion came into effect on the 16th of June, 1917,
date of notice mentioned above.
The Cherifian Empire (French protectorate), as far as its
contribution to the expenses of the International Bureau is
concerned, has asked to be ranked in the sixth class.
Be so good as to accept, Secretary of State, fresh assurance
of our highest esteem, with which I have the honour to
be, &c.,

Notice to Mariners.--No. 89 of 1917.

WHANGAREI HARBOUR.--MOORING-BUOY PLACED.

Wellington, N.Z., 17th October, 1917.
THE Whangarei Harbour Board have notified that a
conical steel buoy 10 ft. in diameter has been placed
in an anchorage of 12 ft. at M.L.W.S., about 300 ft. east of
the Dominion Portland Cement Company's (Limited) wharf,
and about 200 ft. from the western edge of the channel lead-
ing from Limestone Island to Mangapai River.
The buoy stands about 6 ft. above water, and is moored
by strong chains to heavy cement anchors. The buoy and
wharf mentioned are a little beyond the limits of Whangarei
Harbour Plan No. 2047.

Notice to Mariners.--No. 90 of 1917.

THE following Notices to Mariners which have been re-
ceived from the Department of Trade and Customs,
Melbourne; the Department of Ports and Harbours, Mel-
bourne; and the Minister of State for Communications,
Tokyo, are published for general information.

AUSTRALIA.

EAST COAST.--OUTER BARRIER REEF.--ONE-AND-HALF-MILE
OPENING.--BEACON ESTABLISHED.

MARINERS and others are hereby notified that a beacon near
the One-and-half-mile Opening has been established.
Position.--About 1½ miles west of the outer end of the
opening. Lat. 14° 22' S., long. 145° 23' E.
Description.--A red triangular beacon. The top of the
beacon is 30 ft. above high water.
Charts affected.--Admiralty Charts Nos. 2923, Hope Islands
to Turtle Group; 2764, Coral Sea (sheet 2); 780, Pacific
Ocean (south-west sheet); 2759A, Australia (northern portion).
Publications affected.--"Australia Directory," Vol. ii, 1907,
page 385; "Sailing Directions, Ports and Harbours of Queens-
land," 1917, page 70.

ALTERATION TO LOWER LIGHT, QUEENSClIFF, PORT PHILLIP.

Mariners and others are hereby notified that on and after
1st November, 1917, the lower light at Queenscliff will be
altered to an occulting light, with a light period of three and
a half seconds, followed by an eclipse of one-half of a second.
The red and white sectors will also be altered to show as
follows :--

From seaward the light will show red between the bearings
of N. 51° E. and N. 38° E. over the dangers extending from
Point Lonsdale; white between the bearings of N. 38° E.
and N. 24° E. over the clear navigable channel between the
Heads; and red again between the bearings of N. 24° E.
and N. 3° E. outside the Heads over the dangers of Point
Nepean. Within the Heads the light will show red from
N. 24° E. to N. 17° W. round to Cheviot Hill; and white
between N. 17° W. and N. 79° W. to a line from the Light-
house along the north side of the South Channel.

Caution.--Mariners entering Port Phillip Heads by night
should keep within the sector of white light shown from the
Low Lighthouse; the change of colour of the low light from
white to red indicates that the vessel is either approaching
Lonsdale Rock on the western or Corsair Rock on the eastern
side of the fairway.
The sector of red light visible between the bearings of
S. 64° W. and S. 69° W. marking the S.W. passage of the
West Channel between the buoys marking the Royal George
Shoal and Nos. 1 and 3 black can buoys will not be altered.

JAPAN.

SHIMONOSEKI STRAIT.

Notice is hereby given that the character, candle-power,
and visibility of the light of Omoji-iwa Beacon light, on N.
of Aino-shima, W. entrance to Shimonoseki Strait, have been
changed on the 5th of August, 1917.

INLAND SEA.

Notice is hereby given that the newly established Ryujin-
jima Lighthouse, on Ryujin-jima, E. entrance to Kurushima
Strait, Inland Sea, will be shown as follows at the beginning
of September, 1917.
Ryujin-jima Lighthouse.
Position.--Lat. 34° 6' 8" N., long. 133° 1' 22" E. (according
to the Japanese Admiralty Chart No. 132).
Description.--Lower part concrete, upper part iron lattice-
work, painted black.
Height of Light.--22½ shaku above the base, 40 shaku
above the water.
Character of Light.--Acetylene gas occulting white, dura-
tion of light 2 seconds, eclipse 2 seconds.
Illuminated Arc.--The whole horizon.
Power.--150 candles.
Visible Distance.--11½ nautical miles in clear night.
The light being unwatched, should the light go out by
accident there may be some delay in relighting it.
Further notice will be given after the above light has been
effected.
