to be the Spreydon Domain Board, having the control of
the land described in the Schedule hereto for the purposes
of and subject to the provisions of Part II of the said Act;
and doth hereby appoint Thursday, the twenty-fifth day of
October, one thousand nine hundred and seventeen, at eight
o’clock p.m., as the time when, and the Coronation Hall,
Mill Road, Spreydon, as the place where, the first meeting
of the Board shall be held.

SCHEDULE.

SPREYDON DOMAIN.

ALL that area in the Canterbury Land District, containing
by admeasurement 17 acres 2 roods, more or less, being part
of Rural Section No. 76, Blocks XIV and XV, Christchurch
Survey District, and being the whole of the land comprised
in conveyance, registered No. 109573, Canterbury.

ORDER IN COUNCIL.

At the Government House at Wellington, this fifteenth day
of October, 1917.

Present :

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS by Order in Council dated the seventeenth
day of January, one thousand nine hundred and
ten, and published in the New Zealand Gazette of the eigh-
teenth day of January, one thousand nine hundred and ten,
regulations were made under the authority of the Post and
Telegraph Act, 1908 (hereinafter termed “the said Act”),
inter alia, prescribing the charges to be levied for connection
with a telephone exchange: And whereas it is desirable to
add to such regulations in the manner hereinafter set forth :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the power and authority conferred upon him by the said
Act, and acting with the advice and consent of the Executive
Council of the said Dominion, doth hereby make the regula-
tions and fix the charges set forth in the Schedule hereto ;
and doth hereby order that such regulations and charges
shall come into force on the date of the publication of this
Order in Council in the New Zealand Gazette, and that such
regulations shall form part of and be read together with the
regulations made under the said Act by the Order in Council
dated the seventeenth day of January, one thousand nine
hundred and ten.

SCHEDULE.

COIN-IN-THE-SLOT TELEPHONES.

THE charges for the use of coin-in-the-slot telephones at all
exchanges are as follows :—

Per Call.
Under 2 miles (line-distance) .. .. 1d.
Over 2 miles and under 4 miles .. .. 2d.
Over 4 miles and under 6 miles .. .. 3d.
Over 6 miles .. .. .. 6d.

The time-limit for each call is five minutes.

Users of a machine may have the time extended by another
five minutes by depositing a second fee in the machine.

If another person is waiting to use the machine the user
is expected to give place after the expiry of the first five
minutes.

The instructions posted up in the cabinet directing users
as to the procedure to be adopted to obtain connection must
be precisely observed, otherwise the connection will not be
made even if an assurance is given that the coin has been
deposited.

At the type of machine in which the coin is deposited
before the exchange is called, the wanted line will be tested,
and if the line is found to be engaged, or if no answer can be
got from the called subscriber, the coin will be returned by
means of the “reject” apparatus.

At the type of machine where the exchange is first called
and the coin is afterwards deposited at the request of the
attendant, the wanted line will first be tested and the sub-
scriber’s attention assured before the request is made to
deposit the coin.

Should the attention of the wanted number be secured,
but the person with whom it is desired to communicate not
be brought to the telephone, the connection must be paid
for, having been completed as far as the Department is con-
cerned.

Licensing the Waikato Shipping Company (Limited) to use
and occupy a Part of the Foreshore and Land below Low-
water Mark of Waikato River at Mercer as a Site for a
Wharf and Shed.

ORDER IN COUNCIL.

At the Government House at Wellington, this fifteenth day
of October, 1917.

Present :

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

WHEREAS, there being no Harbour Board empowered
to grant the license hereinafter mentioned under the
Harbours Act, 1908 (hereinafter called “the said Act”), the
Waikato Shipping Company (Limited), of Mercer (hereinafter
called “the company”), has applied to the Governor-General
in Council for a license under the said Act to use and occupy
a part of the foreshore and land below low-water mark of
Waikato River at Mercer, as shown on plans marked M.D.
4795 and M.D. 4764, and deposited in the office of the Marine
Department at Wellington, in order to maintain a wharf and
shed thereon :

And whereas it has been made to appear to the Governor-
General in Council that the said wharf and shed will not be
or tend to the injury of navigation, and the said plans have,
prior to the making of this Order in Council, been approved
by the Governor-General in Council :

And whereas it is desirable that a license under the said
Act, for the purpose aforesaid, should be granted and issued
to the company for the term and subject to the conditions
hereinafter expressed :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance of the power
and authority vested in him by the said Act, and of all other
powers and authorities enabling him in that behalf, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby approve of the
purpose or object for which the said license is required as
aforesaid ; and, in further pursuance and exercise of the
said power and authority, and with the like advice and
consent as aforesaid, doth hereby license and permit the
company to use and occupy that part of the foreshore and
land below low-water mark adjacent thereto necessary for
the maintenance of the said wharf and shed, such license
to be held and enjoyed by the company upon and subject
to the terms and conditions set forth in the Schedule hereto.

SCHEDULE.

  1. In these conditions the term “Minister” means the
    Minister of Marine as defined by the Shipping and Seamen
    Act, 1908, and includes any officer, person, or authority
    acting by or under the direction of such Minister.

  2. The concessions and privileges conferred by this Order
    in Council shall extend and apply only to that part of the
    foreshore and land below low-water mark occupied by the
    said wharf and shed as shown on plans marked M.D. 4795 and

  3. In consideration of the concessions and privileges granted
    by this Order in Council the company shall pay to the Minister
    the sum of £2 10s., and thereafter an annual sum of £5 in
    advance, dating from the date hereof, the first of such annual
    payments to be made on the company being supplied with
    a copy of this Order in Council.

  4. All persons shall, at all reasonable times, and upon
    payment of the proper dues, have free and full liberty to
    use the said wharf and shed, and all rights of ingress and egress
    thereon and therefrom.

  5. His Majesty or the Governor-General, and all officers in
    the Government service acting in the execution of their duty,
    shall at all times have free ingress, passage, and egress into,
    through, and out of the said wharf and shed without payment.

  6. The company shall maintain the above-mentioned wharf
    and shed in good order and repair, and shall at all times
