- Except with the express approval of the Resident Commissioner or of the Minister, no payment under the foregoing regulations shall be made to—
(a.) Officers who are transferred from one locality to another at their own request; or
(b.) Officers who are transferred on account of misconduct; or
(c.) Officers returning to New Zealand on the termination of their appointment, if such appointment has been terminated before the expiration of such period (if any) as may have been agreed on between the officer and the Minister as the minimum period of the duration of such appointment.
Travelling-expenses and Travelling-allowances.
- (1.) While travelling on the public service officers shall, in addition to a refund of actual and reasonable locomotion expenses, receive from the Cook Island Treasury travelling-allowances at the following rates:—
(a.) Officers in receipt of salaries of not less than £250 per annum,—
For every night during which the officer is absent s. d.
from his headquarters .. .. .. 10 0
Provided that while at sea the allowance for
the first night of absence from headquarters
shall be .. .. .. .. 5 0
For each subsequent night, the allowance shall be.. 3 6
Provided further that where officers sleep on
shore but have their meals supplied on or from
a vessel, the allowance for each night on shore
shall be .. .. .. .. 3 6
(b.) Officers in receipt of salaries of less than £250 per annum,—
For each night at sea .. .. .. .. 2 0
For each night on shore .. .. .. .. 3 6
(2.) Nothing in this regulation shall preclude the Minister or the Resident Commissioner from authorizing the payment in special cases of travelling-allowances in excess of the rates herein provided. - Notwithstanding anything in the last preceding regulation, officers of the Cook Islands Public Service while travelling on the public service in or to New Zealand shall, with the approval of the Minister, receive travelling-allowances at a rate not exceeding the appropriate rates for the time being in force with respect to officers of the New Zealand Public Service.
House Allowance.
- In any case where an officer is not provided with a residence or other official quarters the Minister may, in lieu thereof, authorize the payment to such officer of a house allowance at a rate not exceeding £40 per annum.
Leave of Absence.
- Officers who desire leave of absence must make application therefor to the Resident Commissioner, who may grant or refuse such leave in accordance with the directions of the Minister. The directions of the Minister as to leave of absence may be communicated to the Resident Commissioner either generally from time to time, or may be given particularly in respect of any application for leave of absence.
- No leave on account of illness shall be granted with pay to any officer if his illness has been caused by his misconduct.
Holidays.
- The following days, or an equal number of days to be authorized by the Resident Commissioner in lieu thereof, shall be observed as holidays, if, in the opinion of the Commissioner, no inconvenience to the public will be occasioned by the observance thereof, namely:—
25th, 26th, and 27th December.
1st and 2nd January.
Good Friday to Easter Monday (inclusive).
17th March (St. Patrick’s Day).
23rd April (St. George’s Day).
30th November (St. Andrew’s Day).
3rd June (King’s Birthday).
8th October (except in Mangaia) | Proclamation Day.
9th October in Mangaia
