Regulations as to the Cook Islands Public Service.

LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House at Wellington, this fifth day of June, 1916.

Present:

His Excellency the Governor in Council.

IN pursuance and exercise of the powers conferred on him by section sixteen of the Cook Islands Act, 1915, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations with respect to the Cook Islands Public Service; and doth hereby declare that the said regulations shall come into force on the date of the publication thereof in the New Zealand Gazette.

REGULATIONS.

Expenses of Removal of Officers.

  1. (1.) EXCEPT as otherwise provided in these regulations, officers proceeding to the Cook Islands from New Zealand on appointment to the Cook Islands Public Service, officers returning to New Zealand on the termination of their appointment to the Cook Islands Public Service, and officers on transfer from one island of the Cook Islands to another shall be entitled to receive a refund of the reasonable locomotion expenses actually incurred by them in respect of the conveyance of themselves and their families, and also in respect of the removal of necessary household furniture and effects:

Provided that the sum payable to any officer under this regulation in respect of the removal of furniture shall not exceed such sum as the Minister, in the case of officers proceeding from or returning to New Zealand, or the Resident Commissioner in the case of officers on transfer within the Cook Islands, deems reasonable, taking into consideration the furniture provided by the Crown for the equipment of officers’ quarters.

(2.) All claims for the refund of expenses under this regulation shall be supported by receipted vouchers in respect of all items of expenditure in excess of 5s.

  1. In lieu of a refund of the actual cost of removal as aforesaid, the Minister or the Resident Commissioner, as the case may be, may in any case authorize the payment to the officer of a lump sum towards the expenses of the removal of his furniture and effects not exceeding such amount as the Minister or the Commissioner deems reasonable.

  2. In no case shall any payment under the preceding regulations be made in respect of the expenses of the removal by an officer of any of the following effects, namely:—

Dog-kennels.
Plants in boxes or pots.
Wood or coal.
Horses, vehicles, or harness (except when such are portion of equipment in connection with official work).
Live-stock of any description.
Clothes-props, garden-seats, timber, or material connected with outside structures.
Aviaries and bee-hives.
Boats.

  1. All moneys payable pursuant to the foregoing regulations shall be paid out of the Cook Islands Treasury.

  2. (1.) In order to avoid, so far as practicable, the recurrence of freight charges on furniture in case of the transfer of officers, where officers’ quarters are provided they shall be equipped with such articles of furniture as in the opinion of the Resident Commissioner are necessary for the comfort and convenience of the officers occupying the same.

(2.) For the purposes of this regulation the term “furniture” shall not be deemed to include bedding or bed-linen, crockeryware, glassware, cutlery, kitchenware, or cooking utensils.
