Qualifications of Officers.
(a.) Medical Examination.
- Before any person, not being resident in the Cook Islands, is appointed to any position in the Cook Islands Public Service he shall be required to produce to the Minister a medical certificate, in an approved form, certifying as to the health of the applicant and as to his fitness to reside in the Cook Islands.
(b.) British Subjects.
- No person who is not a British subject shall be appointed to or shall continue in the Cook Islands Public Service.
Employment outside the Public Service.
- Except with the express permission in writing of the Minister (which permission may at any time be withdrawn), no officer of the Cook Islands Public Service shallβ
(a.) Accept or continue to hold or discharge the duties of, or be employed in, any paid office in connection with any banking, insurance, mining, mercantile, or other commercial business, whether the same is carried on by any corporation, company, or firm, or by an individual; or
(b.) Engage in or undertake any such business, whether as principal or agent; or
(c.) Engage in or continue in the private practice of any profession or trade.
Communications.
- All official communications addressed to the Minister by any officer of the Public Service shall be transmitted to the Minister through the Resident Commissioner.
Discipline.
- (1.) If any officer of the Cook Islands Public Service commits a breach of any of these regulations, or is guilty of any act of insubordination or negligence in connection with the duties of his office, or uses intoxicating liquor to excess so as to detrimentally affect the performance of the duties incident to his office, or is otherwise guilty of any misconduct in relation to his position in the said service, he may be fined such amount, not exceeding ten pounds, as the Resident Commissioner with the approval of the Minister thinks proper.
(2.) Every fine imposed by the Resident Commissioner pursuant to this regulation may be deducted from any salary then due and payable, or thereafter becoming due and payable, to the officer, and shall be paid by the Commissioner into the Cook Islands Treasury.
(3.) A record of all fines imposed under this regulation, under the hand of the Resident Commissioner, shall from time to time be transmitted to the Minister.
(4.) Any fine imposed under this regulation may be remitted by the Resident Commissioner with the approval of the Minister.
Miscellaneous.

All requisitions for supplies shall be forwarded in duplicate to the Resident Commissioner.

Returns of public property in the charge or under the control of officers shall be furnished to the Resident Commissioner as soon as possible after the 31st day of December in each year. When articles become worn out or otherwise useless, application for authority to write off such articles must be made to the Resident Commissioner.

Officers shall forthwith report to the Resident Commissioner any damage to public buildings, or loss of public property, and as to any necessary repairs.

No information out of the strict course of official duty shall be given, directly or indirectly, or otherwise used by any officer without the express direction or permission of the Resident Commissioner.

Officers are required to acquaint themselves with the Cook Islands Act, 1915, and all regulations for the time being in force thereunder.
