Withholding Publication of Inventions and Designs on account
of the War.

LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government Buildings at Wellington, this eighteenth
day of December, 1916.

Present :
THE HONOURABLE J. ALLEN PRESIDING IN COUNCIL.

IN pursuance and exercise of the power and authority con-
ferred upon him by section three of the War Regulations
Act, 1914, and of all other powers enabling him in that behalf,
His Excellency the Governor of the Dominion of New Zea-
land, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby make
the following regulations relating to patents and designs ;
and doth declare that this Order shall come into force on the
first day of January, one thousand nine hundred and seven-
teen.

REGULATIONS.

  1. WHERE an application has been made, whether before or
    after the date of the making of this Order for the grant of a
    patent or the registration of a design in New Zealand, and
    the Registrar of Patents, Designs, and Trade-marks is satis-
    fied that on account of the war it is desirable to withhold
    publication of the invention or design, he may delay the
    acceptance of the complete specification filed with the appli-
    cation for the patent, or, as the case may be, the registration
    of the design, and in such case may by Order prohibit—
    (a.) The publication or communication in any way of the
    invention or design ;
    (b.) Application being made for the protection of the in-
    vention or design in any enemy or neutral country ;
    and
    (c.) Application being made for the protection of the inven-
    tion or design in any allied country or in any of His
    Majesty’s Dominions without the permission of such
    person or persons as the Minister of Defence may
    appoint in the matter.

  2. No person shall apply for the grant of a patent in respect
    of any invention or the registration of a design in any foreign
    country, or in any of His Majesty’s Dominions, unless he has
    left at or sent by post to the Patent Office a notice of his
    intention, together with a provisional specification describing
    the nature of the invention, or, as the case may be, a repre-
    sentation or specimen of the design, nor until after the expira-
    tion of one month from the time when such notice was given ;
    and if during the said month the Registrar is satisfied that
    on account of the war it is desirable to withhold publication
    of the invention or design, he may make a like Order as in
    respect of cases in which application is made for the grant of
    a patent or the registration of a design in New Zealand.

  3. Before exercising any of his powers under this regulation
    as respects any matter the Registrar shall consult with such
    person or persons as the Minister of Defence may appoint for
    the purpose, and shall not act except upon the request of
    such person or persons.

Opening Lands in Auckland Land District for Sale or Selection.

LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authorities
conferred upon me by the Land Act, 1908, I, Arthur
William de Brito Savile, Earl of Liverpool, the Governor of the
Dominion of New Zealand, having received the report of the
Under-Secretary in this behalf, as provided by section one
hundred and fifty-four of the said Act, do hereby declare that
the lands described in the Schedule hereto shall be open
for sale or selection on Monday, the twenty-sixth day of
February, one thousand nine hundred and seventeen ; and
also that the lands mentioned in the said Schedule may, at
the option of the applicant, be purchased for cash, or be
selected for occupation with right of purchase, or on re-
newable lease ; and I do hereby also fix the prices at
which the said lands shall be sold, occupied, or leased, as
mentioned in the said Schedule hereto, and do declare that
the said lands shall be sold, occupied, or leased under and
subject to the provisions of the Land Act, 1908.

SCHEDULE.

AUCKLAND LAND DISTRICT.—SECOND-CLASS LAND.

Thames and Ohinemuri Counties.—Piako Survey District.
SECTION 4, Block III : Area, 246 acres 0 roods 36 perches.
Capital value, £490. Occupation with right of purchase :
Half-yearly rent, £12 5s. Renewable lease : Half-yearly rent,
£9 16s.

Altitude, 100 ft. to 200 ft. above sea-level. Undulating to
hilly land, covered with short fern. Clay soil, of poor to
medium quality, on sandstone formation ; indifferently
watered by springs. Distant about seven miles from Waita-
karuru by well-formed cart-road.

Raglan County.—Karamu Parish.

Section 185 : Area, 67 acres 0 roods 22 perches. Capital
value, £130. Occupation with right of purchase : Half-
yearly rent, £3 5s. Renewable lease : Half-yearly rent,
£2 12s.

Altitude, 100 ft. to 400 ft. above sea-level. About 5 acres
ploughable, covered with gorse, blackberry, and broom ;
balance steep and broken country, covered with mixed forest
comprising tawa, hinau, rimu, rata, &c., with dense under-
growth of nikau, supplejack, kiekie, bush-ferns, and shrubs.
Soil of fair second-class quality, on clay subsoil ; well watered
by streams. Distant about fourteen miles from either Frank-
ton Junction or Raglan by fair road. About twelve chains of
fencing has been done on boundary, together with 2 acres
clearing and grassing, for which the adjoining owner will
have a claim.

Whangarei County.—Maungatapere Parish.

Section 82 : Area, 140 acres. Capital value, £70. Occu-
pation with right of purchase : Half-yearly rent, £1 15s.
Renewable lease : Half-yearly rent, £1 8s.

Weighted with £35, valuation for improvements comprising
clearing, ploughing, stumping, and grassing.

Altitude, 50 ft. to 350 ft. above sea-level. About 5 acres
poor wiwi swamp, drainable ; balance fern and manuka
country, of which about 10 acres is level. About 50 acres
undulating, balance broken ; approximately 6 acres has been
ploughed, and 3 acres cleared of manuka scrub. Soil a fair
loam on ploughed area, elsewhere of poor quality ; poorly
watered by swampy gullies. Distant about seven miles and
a quarter from Whangarei, seven miles of which is by cart-
road, balance unformed, but section is accessible for wheeled
traffic through kauri-gum reserve.

Rodney County.—Hoteo Parish.

Sections 22 and S. 23 : Area, 174 acres. Capital value,
£220. Occupation with right of purchase : Half-yearly rent,
£5 10s. Renewable lease : Half-yearly rent, £4 8s.

Altitude, 100 ft. to 400 ft. above sea-level. Broken country,
with steep faces ; about 8 acres fern, balance light mixed
forest comprising hinau, rata, rimu, manuka, nikau, and
other large scrub. Brown soil of fairly good quality, on clay
subsoil ; well watered by stream. Distant about four miles
from Wellsford, of which two miles and a half is by good
formed road, balance unformed, but available for horse traffic.

this ninth day of December, one thousand nine
hundred and sixteen.

Opening National Endowment Lands in Auckland Land
District for Selection.

LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authorities
conferred upon me by the Land Act, 1908, I, Arthur
William de Brito Savile, Earl of Liverpool, the Governor of
the Dominion of New Zealand, do hereby declare that the
national endowment lands described in the Schedule hereto
shall be open for selection on renewable lease on Monday,
the twenty-sixth day of February, one thousand nine hun-
dred and seventeen, at the rentals mentioned in the said
Schedule ; and I do also declare that the said lands shall
be leased under and subject to the provisions of the said Act.

SCHEDULE.

AUCKLAND LAND DISTRICT.

SECOND-CLASS LAND.

Tauranga County.—Aongatete Survey District.
SECTION 6, Block I : Area, 460 acres ; capital value, £230 ;
half-yearly rent, £4 12s.

Altitude, 50 ft. to 400 ft. above sea-level. A few acres
undulating, balance broken ; about 200 acres light mixed
forest comprising manuka, tawa, rewarewa, and a few puriri
trees, with thick undergrowth of scrub and supplejack ;
balance manuka and fern. Clay soil of poor quality ; well
watered. Distant about two miles and a half from Aonga-
