And whereas John Black, an elective member of the Timaru Harbour Board, being a representative of the electors of the combined district of the Borough of Waimate and the Maki-kihi and Deep Creek Ridings of the Waimate County, and those of the Waihao Riding of the same county whose qualification is within the harbour district, has resigned his office as a member of the Board, and it is desirable to appoint a qualified person as a representative of that district in his place:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the hereinbefore-recited power and authority, doth hereby appoint JOHN BITCHENER, of Waimate, to be a member of the Timaru Harbour Board as a representative of the electors of the combined district of the Borough of Waimate and the Maki-kihi and Deep Creek Ridings of the Waimate County, and those of the Waihao Riding of the same county whose qualification is within the harbour district, in the place of John Black, resigned.

As witness the hand of His Excellency the Governor, this twenty-ninth day of November, one thousand nine hundred and fifteen.

Result of Poll.

I, DENNISTON CUTHBERTSON, Returning Officer for the Waikiwi River Board, hereby notify the result of a poll taken this day upon the proposal to borrow £8,000 by way of a special loan for the purpose of enabling certain works to be carried out on the Waikiwi River: For the proposal, 85; against the proposal, 15; total votes cast, 100; informal votes, nil.

I therefore declare the proposal carried.

Requirements as to Passports, &c., in the case of Passengers to the United Kingdom.

IT is hereby notified for public information that His Excellency the Governor has received a telegram from the Secretary of State for the Colonies that the provision of clause 1 of the Aliens Restriction Amendment Order, 1915, requiring aliens to be provided with passports has been extended to all British subjects.

Clause 1 referred to above reads,——

“1.(1.) After the twenty-fifth day of April, nineteen hundred and fifteen, an alien coming from, or intending to proceed to, any place out of the United Kingdom as a passenger shall not, without the special permission of a Secretary of State, land or embark at any port in the United Kingdom, unless he has in his possession a passport issued to him not more than two years previously by or on behalf of the Government of the country of which he is a subject or a citizen, or some other document satisfactorily establishing his nationality and identity, to which passport or document there must be attached a photograph of the alien to whom it relates.
