“(2.) Where any such special permission of a Secretary of State has been granted subject to any conditions, and the person to whom it is granted fails to comply with any such condition, he shall be deemed to be guilty of a contravention of the principal Order.
“(3.) For the purposes of this article the expression ‘passenger’ includes any person carried on a ship other than the master and persons employed in the working or service of the ship.
“(4.) This article shall have effect as if it were included in Part I of the principal Order, and that Order shall have effect accordingly.”
In order, therefore, that British subjects leaving New Zealand for the United Kingdom may land at any port in the United Kingdom, it will be necessary for them to be in possession of passports or other documents satisfactorily establishing their nationality or identity.
It is further notified that nothing in the above telegram in any way affects the War Regulations of 15th November, 1915, which provide that no person shall leave New Zealand without a permit issued in accordance with such regulations.

Results of Elections by Fire-insurance Companies to fill Extraordinary Vacancies in certain Fire Boards.

THE following results of elections to fill extraordinary vacancies in certain Fire Boards by fire-insurance companies have been reported to the Minister of Internal Affairs, and are being notified in accordance with the rules under the Fire Brigades Act, 1908.

Notice respecting Proposed Alterations of Boundaries, Morrinsville Town District.

Wellington, 26th November, 1915.
IT is hereby notified that petitions have been presented to His Excellency the Governor, under the Town Boards Act, 1908, praying respectively that the areas described in the Schedule hereto may be excluded from the Piako County and included in the Morrinsville Town District. All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed alterations which they desire to lodge within one month from the first publication of this notice, such objections or petitions to be addressed to the Minister of Internal Affairs, Wellington.
SCHEDULE.
AREAS PROPOSED TO BE EXCLUDED FROM PIAKO COUNTY AND INCLUDED IN MORRINSVILLE TOWN DISTRICT.
ALL that area in the Auckland Land District bounded by a line along the north-western boundary of the Morrinsville Town District from the easternmost corner of Allotment 6 on plan No. 7150, deposited in the office of the District Land Registrar at Auckland, to the southernmost corner of Allotment 1 on plan No. 7150 aforesaid; thence along the north-eastern boundary of the said town district to the westernmost corner of Allotment 39; thence along the north-western boundary of that allotment, across David Street, along the north-western boundaries of Allotments 40 and 41, across Bank Street, along the north-western boundaries of Allotments 42 and 43, across George Street, and along the north-western and north-eastern boundaries of Allotment 44 on plan No. 7150 aforesaid; along the north-western boundaries of Allotments 45 and 47 on plan No. 7445, deposited as aforesaid, and along the north-eastern boundary of the last-mentioned allotment to and across Coronation Street, and along its south-eastern side to Allotment 48; along the north-eastern and south-eastern boundaries of that allotment and the south-eastern boundary of Allotment 46 on plan No. 7445 aforesaid, and along the north-eastern boundaries of Allotments 7 and 6 on plan No. 7150 aforesaid to the easternmost corner of the last-mentioned allotment, the place of commencement.

By-law No. 76. — Regulating the Traffic over the Combined Road and Railway Bridge over the Waikato River near Huntly.
PURSUANT to and in exercise of the powers conferred by the Government Railways Act, 1908, and the amendments thereof, I, William Herbert Herries, do hereby make the by-laws set out in the Schedule hereto for the regulation of the traffic on and over the railway-bridge over the Waikato River, which said bridge forms part of the railway between Huntly and Awaroa, and is used both for ordinary and railway traffic; and I do hereby declare that such by-laws shall come into force from the date of publication thereof in the New Zealand Gazette.
SCHEDULE.
BY-LAWS.

HORSES not driven in harness or led by bridle or halter, and cattle, sheep, pigs, goats, mules, and donkeys, must have a man behind them; and cattle, sheep, and horses in mobs must also have a man before them.

Horsemen or vehicles shall not travel faster than six miles per hour.
-
No person shall take any load upon any cart or other vehicle upon the bridge which exceeds in the gross weight 1½ tons upon any one wheel.

Any person who shall commit a breach of any of the foregoing by-laws, or shall fail to do any act in any such by-law directed to be done by him, or shall do any act which by any such by-law is directed not to be done by him, shall be liable to a penalty not exceeding £10 for each such breach or the failure to do or the doing of each such act as aforesaid respectively; but if any such person is employed on or about the railway, and the by-law relates to his conduct, he shall be liable to a penalty not exceeding £1 for each breach, failure, or act respectively.

BY-LAWS.

Horsemen or wheeled vehicles shall not travel faster than at the rate of six miles per hour.

Traction-engines shall not cross the bridge unless loaded on railway-wagons.

Portable engines, combines, elevators, reapers-and-binders (excepting reapers-and-binders on special travelling carriages), and such travelling or portable machines or loads which exceed 11 ft. in width (all of which are hereinafter included in the term “machine”), may be taken over the bridge subject only to the following conditions:—
(a.) The owner or person in charge thereof shall obtain from the Railway Stationmaster at Ward a permit authorizing the passage of the machine over the bridge.
(b.) Before such permit is issued, the person applying for the same shall state correctly the description, weight, number of wheels, breadth of tires, and width of the machine or load, together with the name and address of the owner thereof, which particulars shall be entered in the permit.
(c.) The permit is to be produced to any Railway Inspector or ganger, and the machine shall not be taken upon the bridge if the description in the permit does not agree with the machine.
