(d.) The number of hours to be devoted to the instruction of pupil-
teachers by head teachers and assistant teachers.
(e.) The program of examinations.
(f.) The transfer of pupil-teachers in cases where, owing to a decline in
the attendance, it is rendered necessary by the operation of the
scale of staffs and salaries.

  1. (1.) In the appointment of pupil-teachers a Board shall, ceteris paribus,
    give preference to those who have passed two years in a secondary school,
    or in the secondary classes of a district high school, or in the Seventh Standard
    of any other public school.

(2.) A Board may, if it see fit, test by examination the qualifications of
candidates for pupil-teacher-ships.

(3.) (a.) A candidate that has passed the Intermediate Examination,
or has obtained an intermediate certificate, shall be entitled to rank on
appointment as a second-year pupil-teacher.

(4.) A candidate that has passed the Matriculation Examination of any
British University, or has obtained a “ partial pass ” as defined by regula-
tions in the Class D Certificate Examination, or has gained a lower leaving
certificate, shall be entitled to rank on appointment as a third-year pupil-
teacher.

  1. (1.) There shall be an examination for all pupil-teachers of the third
    or fourth year in any education district, which shall be either the Matricu-
    lation Examination of the University of New Zealand or the examination for
    the certificate of Class D.

(2.) A pupil-teacher that has passed the examination for a teacher’s
certificate shall be exempt from further examination during his pupil-
teachership if he shows to the satisfaction of the Board that he is pursuing
his studies.

(3.) Notwithstanding anything in this clause, a Board may, if it see fit,
hold other examinations at the end of the first, second, or third year, viz.,
in such subjects as methods of teaching, singing, drawing, nature-study,
needlework, and other branches of handwork.

(4.) A pupil-teacher who during the first or second year of his pupil-
teachership passes the Matriculation Examination of the University of New
Zealand or otherwise obtains the qualification set out in subclause (4) of
clause 5 hereof shall be entitled to rank as a third-year pupil-teacher as
from the nearest 1st January.

(5.) A pupil-teacher who at any time after his appointment has passed
the Intermediate Examination, or has been granted an intermediate cer-
tificate, shall be entitled to rank as a second-year pupil-teacher as from the
nearest 1st January.

  1. No one who is at the same time the holder of a University Junior
    Scholarship, or of a Senior National Scholarship, or of a Taranaki Scholar-
    ship, shall be appointed as a pupil-teacher or act as pupil-teacher in any
    school.

  2. Pupil-teachers during their period of service or subsequently shall
    not be eligible for appointment as probationers.

Prohibiting all Private Alienation of certain Native Land.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this twenty-first
day of December, 1914.

Present :

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING
IN COUNCIL.

ON the recommendation of the Native Land Purchase
Board, referred to in section three hundred and sixty-
three of the Native Land Act, 1909, and in exercise of the
power in this behalf conferred upon him by that section,
His Excellency the Governor of the Dominion of New
Zealand, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby pro-
hibit, for the period of one year from the date of this Order
in Council, all alienations of the Native lands specified in
the Schedule hereto other than alienations in favour of the
Crown.

SCHEDULE.

PORANGAHAU 1a No. 3b Section 1 Block: Approximate area,
437 acres 3 roods; Porangahau Survey District.
