  1. (1.) No one shall be appointed as a probationer unless—
    (a.) He has passed the Matriculation Examination of the University of New Zealand, or has gained a “partial pass” as defined by regulations in the Class D Certificate Examination, or has gained a lower leaving certificate or some higher qualification; or
    (b.) Has passed the Intermediate Examination, or has gained an intermediate certificate.

(2.) No one shall be appointed as a probationer unless he has reached the age of sixteen years, is of good moral character, of sound health and good constitution, and free from all such physical defects as are incompatible with efficiency in teaching.

  1. The term of employment shall be two years for all probationers. For the purposes of this regulation, a year means a year beginning on 1st January and ending on 31st December.

  2. It shall be the duty of the head teacher in any school to direct the studies and the professional training of the probationers in that school in such manner as the Board determines in accordance with rules approved by the Minister.

  3. (1.) The remuneration payable to probationers qualified under paragraph (a) of clause 3 (1) hereof shall be as follows: £35 per annum with a boarding-allowance of £25 per annum if obliged to live away from home, or with an allowance of actual travelling-expenses not exceeding £10 per annum if obliged to travel more than four miles daily each way to prosecute their duties.

(2.) The remuneration payable to probationers qualified under paragraph (b) of clause 3 (1) hereof shall be as follows: First year, £30 with a boarding-allowance of £25 if obliged to live away from home, or with an allowance of actual travelling-expenses not exceeding £10 per annum if obliged to travel more than four miles daily each way to prosecute their duties; second year, £35 with a boarding-allowance of £25, or with a travelling-allowance not exceeding £10, on the same conditions as for the first year.

  1. No one who is at the same time the holder of a University Junior Scholarship, or of a Senior National Scholarship, or of a Taranaki Scholarship, shall be appointed as a probationer or act as a probationer in any school.

  2. Probationers during their period of service or subsequently shall not be eligible for appointment as pupil-teachers.

  3. Subject to the Act and these regulations, the Board of each education district may make rules relating to probationers, and such rules shall come into operation as soon as they have received the approval of the Minister.

  4. Every probationer who has completed his course in accordance with the regulations and to the satisfaction of the Board shall be eligible for admission to a training college as a student in Division A on the same conditions as if he had completed a course as pupil-teacher.

VI. PUPIL-TEACHERS.

  1. Subject to the provisions of these regulations, the Board of each education district shall make rules for the employment, maintenance, education, and examination of pupil-teachers, and shall submit such rules to the Minister of Education; and such rules shall come into operation as from the date of the Minister’s approval or from such other date as may be specified therein, and shall not be altered or amended without his authority.

  2. Any agreement already entered into between any Board and any pupil-teacher shall not be affected by these regulations or by such rules as any Board may hereafter make in pursuance of these regulations.

  3. The rules to be made by any Board shall include provisions to the effect that a young person of either sex, to be eligible for appointment as a pupil-teacher, must be at least fifteen years of age, of good character, of good constitution, and free from any bodily or other defect or infirmity detrimental to usefulness or efficiency as a teacher, and must have obtained a certificate of proficiency in the examination prescribed for the Sixth Standard or some higher qualification.

  4. The rules to be made by any Board shall also deal with the matters following:—
    (a.) The nature of the agreement with pupil-teachers, whether indenture of apprenticeship or otherwise, and method of determination of engagement.
    (b.) The term of service, which is to be dated from the 1st January nearest to the date of appointment.
    (c.) The number of hours to be spent each day in teaching.
