Amendment of Regulations under the Education Act, 1908, regarding the Examination and Classification of Teachers.

At the Government House at Wellington, this seventh day of July, 1914.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1908, and of all other powers and authorities enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice of the Executive Council of the said Dominion, doth hereby amend in the manner set forth in the Schedule hereto the regulations in force relating to the examination and classification of teachers; and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
SCHEDULE.
REGULATIONS FOR TEACHERS’ CERTIFICATES.
THE regulations for the examination and classification of teachers are hereby amended as follows:—
I. As to clause 22 thereof, by adding to the schedule of the subjects included in Group IV (optional subjects), Division I, the following subject: “22, Elementary Geology.” And by renumbering the remaining subjects of the group included in Division II and Division III in consecutive order accordingly.
II. As to clause 23 thereof, by deleting the proviso thereto and substituting therefor the following:—
Provided that no candidate shall be permitted to obtain credit for either Group II or Group III whose marks in any subject of the group fall more than five per cent. below the pass minimum required for an individual subject of the examination, or more than ten per cent. below the minimum percentage required for the group, whichever shall be the lower.
III. As to clauses 24 to 27 inclusive thereof, by deleting these clauses and substituting therefor the following:—

Candidates may take the examination as an undivided whole or in three sections, of which the first section shall include any two of the four groups of subjects as set out in clause 22, the second section shall include either of the two other groups of subjects, and the third section shall include the remaining group of subjects. Any candidate may take the first and second sections together, or the second and third sections together.

A candidate shall be held to have passed the first section when he has at one and the same time satisfied the requirements of both groups of subjects included in such section.
A partial pass in the first section may be gained by a candidate who at one and the same time satisfies the requirements of one group of subjects, and fails to satisfy the requirements of the other group by reason of his weakness in one subject only; and such candidate may complete his pass for the first section at any time by passing in the subject in which he failed.
No candidate shall be given credit for any part of the examination until he has passed the first section or has gained a partial pass therein.
A candidate who has gained a partial pass in the first section may obtain credit for a pass in the second section if he satisfies all the requirements of the group constituting such section.
When a candidate has passed the first section (but in no other case) he may obtain credit for a partial pass in the second section if he fails to satisfy the requirements of the group forming such section by reason of weakness in one subject only; and such candidate may complete his pass for the second section at any time by passing in the subject in which he failed,
