(b.) Every water-closet erected in a building shall be constructed in such a position that at least one of its sides shall be an external wall, and such external wall shall be provided with a window having an area, exclusive of frame, of not less than 2 square feet opening directly on to the open air.

In the case of a fully detached water-closet, or one attached to an outhouse, light and ventilation shall be provided for as above, or by shortening the door at the top so as to leave an opening of 2 square feet.

(c.) No water-closet shall be connected with any water-service directly, but shall be provided with a separate cistern of approved material and construction containing and delivering at each flush at least three gallons, fitted with an efficient ball cock; and such closet shall be connected with an efficient and properly constructed earthenware-pipe drain approved by the Inspector, leading as direct as possible to the Board’s sewer. There shall also be provided a high-pressure stop-cock to regulate the flow of water into every such cistern. The service pipe from the cistern to the closet basin or pan shall be not less than 1¼ in. internal diameter, and shall be made of 6 lb. lead, or of galvanized screwed iron, or screwed galvanized-steel pipe. The bottom of the supply cistern shall be placed at least 5 ft. above the closet seat, unless otherwise specified. The cistern must be provided with an overflow-pipe of stout lead or screwed iron pipe not less than ½ in. internal diameter, discharging into the open air, at least 1 in. from side of building.

(d.) The soil-pipe of every water-closet shall be not less than 3½ in. internal diameter, made of 6 lb. lead or cast iron; it shall be fixed on the outside of the building, be properly supported, and must have airtight joints. The soil-pipe shall be in all cases without traps, and shall be extended from the highest branch closet connection to a point at least 3 ft. above the eaves, with an internal diameter for such extension equal to that of the soil-pipe, and this extension shall be formed of 6 lb. drawn lead, cast iron, screwed wrought iron, or galvanized iron jointed to the cast iron with sleeve joint protruding at least ½ in. above cast-iron collar of soil-pipe, and made with at least two rings of spunyarn and molten lead poured in gently and battered home evenly all round with caulkan tool and hammer, taking care not to leave any hollow in the top of the joint for water to lodge in. It shall then be properly supported and carried in a suitable manner free from avoidable angles or bends, being finished with a wire basket or other approved cowl, and terminating not less than 6 ft. from any chimney or other opening, and not less than 3 ft. from any other ventilator, and not less than 20 ft. from any window in an adjoining building which may be above the level of such outlet.

(e.) Where lead pipe is used for waste or vent pipes such pipes must not be lighter than 6 lb. lead, but where in the opinion of the Inspector a heavier weight may be required the instructions of the Inspector shall be complied with. Lead pipes must be seamless.

(f.) The basin or pan of every water-closet shall be made of glazed stoneware of a pattern approved of by the Board, and so formed as to be thoroughly cleansed at each flush. It shall be properly trapped with a glazed stoneware trap. Such trap shall be ventilated by an airtight pipe of not less than 2 in. in diameter made of 6 lb. lead or galvanized screwed iron piping, for such length as is within the building, and external thereto of similar material or of 24-gauge galvanized iron. This ventilation-pipe shall be carried either up to a point of 2 ft. above the eaves, or connected to the extension of the soil-pipe at a point not less than 3 ft. above the highest closet connection. Where two or more closets connect with the same soil-pipe the ventilation-pipe from their traps shall be connected to a single ventilation-pipe of 3 in. diameter for one or two closets, and of 4 in. diameter for three or more. The joint between the vent horn of the closet-pan and the ventilation-pipe shall be made in accordance with the model to be seen at the office of the Road Board.

(g.) When a closet is constructed in a detached building, the trap ventilation-pipe shall terminate above the closet ridge, but not within a distance of 6 ft. from the boundary of any adjoining land, buildings, public or private streets, or public place.

(h.) No person shall erect or put up any closet inside a building, except in the case of a closet fully detached, or one attached to an outhouse, or a closet with open seat, unless he shall provide the same with a safe, or where any person shall provide a safe under any closet. He shall also provide and fix an overflow-pipe of lead not less than 1¼ in. diameter discharging into the open air through the nearest external wall.

14. No person after 1st July, 1915, shall use or permit or allow to remain on his premises, after having been served with a notice from the Clerk or Inspector, any closet for the reception of nightsoil other than a water-closet.

15. Any and all works connected in any way with the sanitary drainage of any premises in the district shall be executed in a thoroughly workmanlike manner, and all such work shall be inspected by the Inspector, and every facility shall be offered for such inspection.

16. All work done and materials used by licensed plumbers must strictly accord with the specifications set out.

17. In every case in which there shall be on any premises a water-closet which does not comply with the provisions of these by-laws, the Clerk may serve a written notice upon the owner of such premises, or the occupier thereof, or upon both the owner and occupier as he the Clerk may think fit, calling upon the person or persons so served either to cause such water-closet to conform in every way with the provisions of these by-laws, or to have connected therewith all the appliances required by these by-laws, within one calendar month from the time of such notice.

(a.) If the building is erected, the said notice shall be complied with within one calendar month from service thereof. But if the building is in course of erection, then within such reasonable time as shall be stated in that behalf in such notice.

(b.) Within the time within which any water-closet is required to be provided and affixed, the owner of the premises shall cause to be removed from the said premises every privy or earth or other such closet being thereon.

18. The owner or occupier of any premises on which any water-closet is situated shall keep such water-closet, building, or appurtenances in a good state of repair, and in a thoroughly clean and sanitary condition to the satisfaction of the Inspector of Nuisances.

19. If any person fails or refuses to do anything required by this by-law to be done, observed, or performed, or in any manner obstructs, impedes, or interferes with the doing of anything enjoined or required to be done, or does anything prohibited by these by-laws, every such person in any case so offending shall be liable to a penalty not exceeding £5.

20. If, in the opinion of the Board, a full compliance with these by-laws, or any provision thereof, would needlessly or injuriously affect or be attended with great loss and inconvenience to any person, without a corresponding benefit to the community, the Board may, on special application, relax the strict observance of any provision or modify the same, provided that such other terms as they may impose be complied with by the applicant.
