Appointments, Promotions, Transfers, and Retirements of
Officers of the Territorial Force.

HIS Excellency the Governor has been pleased to approve of the appointments, promotions, transfers, and retirements of the undermentioned officers of the Territorial Force :—

1st Mounted Rifles (Canterbury Yeomanry Cavalry).

The undermentioned Lieutenants to be Captains, to complete establishment. Dated 17th February, 1914 :—
Frederick Gorton.
Herbert Clarence Hurst.

New Zealand Garrison Artillery.

The notice which appeared in the New Zealand Gazette of 26th February, 1914, with reference to Major Percival Beaumont Greenhough is cancelled, and the following substituted therefor :—
Major Percival Beaumont Greenhough is transferred to the Unattached List (a). Dated 13th January, 1914.
George Frederick Cater to be Bandmaster and Honorary Lieutenant. Dated 9th April, 1914.

11th Regiment (Taranaki Rifles).

Captain John Walter Boon resigns his commission. Dated 30th May, 1914.

New Zealand Chaplains’ Department.

The undermentioned to be Chaplains to the Forces, 4th Class. Dated 10th April, 1914 :—
The Reverend Robert Langlands Walker.

The commissions of the undermentioned officers are cancelled under section 5 (a) of the Defence Act, 1909 :—

The appointment of 2nd Lieutenant (on probation) granted to George Findon Wight is annulled under section 5 (a) of the Defence Act, 1909. Dated 4th June, 1914.

Special Order made by the Eden Terrace Road Board making By-laws.

THE following special order, made by the Eden Terrace Road Board, is published in accordance with the provisions of the Road Boards Act, 1908.

EDEN TERRACE ROAD BOARD.
Sanitary By-laws No. 6.

By-laws of the Eden Terrace Road Board made in pursuance of the powers and provisions contained in the Road Boards Act, 1908, and the Public Health Act, 1908, and in pursuance of all and every other power in that behalf contained enabling the said Board in that behalf.

The Eden Terrace Road Board doth hereby by special order ordain as follows :—

  1. These by-laws shall be read with and as extending and amending the “Sanitary and other By-laws” of the Eden Terrace Road Board made on the 8th day of April, 1908; and the words used herein and defined in the said by-laws shall have the same meaning and be interpreted in the same way as the same words when used in the said by-laws.

  2. No person shall hereafter in any manner erect or establish a water-closet without having first obtained a permit so to do from the Clerk of the Eden Terrace Road Board. Such permit will be issued upon application to the Clerk at the office of the Board during office hours.

  3. No person, unless duly registered under the Plumbers Registration Act as a plumber, shall execute any plumbing-work in connection with any sanitary convenience or appliance erected, altered, repaired, taken down, or removed.

  4. Before erecting or fitting up any water-closet or laying on any water-service to a closet or connecting any water-closet to a drain, the person so engaged shall give forty-eight hours’ previous notice in writing, to the Clerk at the office of the Board, of his intention before proceeding to carry out the work.

  5. It shall be the duty of any person engaging a plumber or drain-connector to carry out any work or sanitary plumbing on his property, or in the district, to insist that the person so engaged has first obtained a permit from the Clerk before proceeding with any such work.

  6. No person shall do any plumbing-work to any sanitary fitting or appliance on any property within the district unless he shall have engaged to conform to and comply with these by-laws.

  7. The registered plumbers employed on any work in the district shall carry their licenses with them, and shall produce them when required to do so by the person for whom the work is being performed, or by the Inspector, or any member or official of the Board.

  8. Any person making use of a license which does not belong to him, or allowing his license to be used by any other person, shall be guilty of an offence; and, in addition, the offence shall be reported to the Plumbers’ Board to be dealt with.

  9. Every licensed plumber shall give forty-eight hours’ notice in writing to the Clerk that the work in connection with the fitting-up of a water-closet, fixing vents, or any sanitary appliance is ready for inspection, and no licensed plumber or any other person shall cover up, enclose, or connect such work or any part thereof until it shall have been inspected and approved of.

  10. Where the closet basin is enclosed, such enclosure shall be so constructed as to be easily removable, and the basin shall be so placed that every joint in connection therewith can be easily inspected.

  11. It shall not be lawful for any person other than a licensed plumber to execute any works hereinafter specified, viz. :—
    (a.) To affix or repair any cistern in connection with a water-closet.
    (b.) To connect any cistern to or disconnect any cistern from any water-closet.
    (c.) To affix or repair, or remove any ventilation-pipe in connection with a water-closet, or to do any work relating to the ventilation of traps in connection with any water-closet.
    (d.) To connect a water-closet with or disconnect a water-closet from the soil-pipe thereof.
    (e.) The performance of any work in connection with the trapping of water-closets.
    (f.) The affixing, repairing, or removing of lead and other safes under water-closets or other sanitary conveniences.

  12. The licensed drain-layer shall lay the private drain to the point where the connection is to be made to the soil-pipe of a water-closet. This connection shall be made by the licensed plumber. The licensed drain-layer shall put in the junction and lay all stoneware pipes required for the ventilation-shaft, and the licensed plumber shall make the connection.

  13. It shall be the duty of every owner or occupier of any house or premises within 100 ft. of a sewer to provide a water-closet, or a sufficient number of water-closets, when the Board by notice in writing requires the owner and occupier thereof so to do; and no person shall construct, alter, or repair any water-closet unless all works in connection therewith be done in accordance with the following specifications and conditions :—
    (a.) Every detached building used for the purposes of a water-closet shall be either a new building or shall be in a perfectly clean and sound condition, and must, if wood floored, be raised so as to allow 6 in. of air-space between the ground and such floor, and the studs from the floor to eaves-level must be at least 7 ft. 6 in. high.
