Car not to be driven backwards.
- No person driving a motor-car when on a road shall cause such motor-car to travel backwards for a greater distance than shall be requisite for the purposes of safety.
Driver must give warning of his approach.
- The person in charge of a motor on any road shall, when within a reasonable distance from and before overtaking any foot passengers who shall be in sight, and when within a reasonable distance from and before meeting or overtaking any vehicle or motor or horseman or cyclist or any person leading or driving a horse or other animal which or who shall be in sight, give audible and sufficient warning of the approach or position of the motor by sounding the bell, motor-horn, or other instrument which he is by law required to carry attached thereto.
When view is interrupted the driver to slow down and give warning.
- When a motor is being driven or propelled on any road, if owing to a bend, corner, or crossing, or junction in such road, or to any similar cause, it becomes impossible for the driver of such motor to have an uninterrupted view of the traffic on such road or on any road junctioning therewith for at least 50 yards ahead, such driver or person in charge shall slow down to a speed of not more than four miles an hour, and by sounding the said bell, motor-horn, or other instrument give audible and sufficient warning of the approach of such motor.
When about to turn off or stop, driver must signify his intention to persons approaching.
- If the driver of any motor on a road is about to turn off from or come to a stop on such road he shall, when reasonably necessary, signify his intention so to do by signalling with his hand to any motor, vehicle, cyclist, or horseman following or approaching such first-mentioned motor.
When meeting restive horses.
- The person driving a motor on any road shall on meeting any person driving, riding, or having charge of a restive horse on such road cause such motor to stop and remain stationary so long as shall be reasonable to enable such person to pass the motor with the vehicle or horse he is driving, riding, or in charge of.
When overtaking or meeting cattle being driven.
- The driver of any motor on any road shall, when meeting or overtaking any horses, cattle, sheep, or pigs being driven along a road, slow down the motor, and take all reasonable care to avoid any injury to such animals.
When on dangerous part of road.
- No driver of any motor shall pass or attempt to pass any vehicle, horse, or other animal in charge of any person whilst such vehicle, horse, or other animal is on a dangerous part of the road.
Not to enter upon bridge unless clear.
- No driver of any motor shall enter upon any bridge having less than 16 ft. roadway whilst any vehicle, or person riding, leading, or driving a horse or other animal, is on or whilst any horses are being driven on such bridge and coming towards such motor.
Level crossing.
- Every road crossed on the level by a Government railway is deemed and is hereby declared by the Council to be dangerous to the use of motors for a distance of 20 yards on each side of such railway.
Bridge or road may be declared dangerous to motors.
- If at any time the Council is satisfied that the use of motors upon any bridge, road, or part of a road would be attended with risk of damage to the bridge or danger to the public, it may, by resolution publicly notified, declare such bridge, road, or part of road to be dangerous for the use of motors.
Dangerous roads indicated by triangles.
- Every bridge, road, or part of a road hereby or hereafter declared as aforesaid by the Council to be dangerous for the use of motors shall be indicated by triangles with 2 ft. base, a red triangle marking the point where the danger is deemed to begin, and a white triangle marking the point where it ends.
Slow down when approaching triangles.
- Every driver of a motor on a road shall, when approaching a red triangle, if such triangle is visible or its existence is known to such driver, slow down the motor so as to be at a safe speed until after passing a white triangle, or in the case of a level crossing until after passing over the railway.
Brakes.
- No motor shall be driven or operated on any road unless such motor is fitted with at least two efficient brakes.
Muffler or silencer.
- No motor shall be driven or operated on any road unless such motor is fitted with an efficient muffler or silencer, and no such muffler or silencer shall be disconnected from the exhaust or be opened or removed while such motor is being driven or operated within 50 yards of any horse or vehicle on any road.
No intoxicated person allowed to drive.
- No person shall drive or operate, or attempt to drive or operate, a motor-car on a road whilst intoxicated or otherwise incapable or incompetent to control and direct its use and movement.
Must leave room for other vehicles.
- Every driver of a motor on any road shall leave a fair proportion of such road to any vehicle, horseman, cyclist, or other motor that may be passing him, and shall not turn a motor sharply into the centre of any road immediately after passing a vehicle drawn by a horse or horses.
Driver to show his intention to leave room.
- Every driver of a motor on any road, when meeting any vehicle, horseman, cyclist, or other motor that shall be in sight, shall show his intention of leaving a fair proportion of the road to any such vehicle, horseman, cyclist, or other motor at least 50 yards distant from such vehicle, horseman, cyclist, or other motor, or so soon as it comes in sight.
Speed-limit.
- Motor-cars and motor-cycles shall not travel at a greater speed than four miles an hour round corners and sharp curves, where the view is obstructed for at least 50 yards ahead.
The speed-limit for motor cars and cycles shall not exceed fifteen miles an hour.
Driver must give room for cattle being driven or led.
- The driver of any motor-car, or the rider of any motor-cycle, when meeting or overtaking any horse or horses, cattle, or sheep being driven or led, shall take the outside of the road until they pass.
SECTION 5.
Regulating Traffic on Roads and Bridges.
Bullock teams prohibited from 1st May to 31st October.
- No bullock team shall be taken or driven with a load or vehicle on any road within the county between the 1st day of May and the 31st day of October in each and every year without a permit from the Council.
Locks or brakes.
- The owner and driver of every vehicle, while the same is being drawn along any road or bridge within the county, shall not fasten or lock, or cause, suffer, or permit to become fastened or locked, in order that such fastening or locking may act as or serve the purpose of a brake on any wheel of such vehicle.
Rule of the road.
- Every person driving, drawing, or propelling any vehicle, or leading or riding any animal, when meeting any other vehicle or animal or any foot passenger in any road, shall, when practicable, keep on the left or near side of the road or place; and when passing any other vehicle or animal or any foot passenger going in the same direction shall pass, when practicable, on the right or off side of such other vehicle or animal or foot passenger; and in case of bicycles, when overtaking any vehicle, horse, or foot passenger, the rider shall give audible and sufficient notice of his approach by sounding a bell.
Lights required.
- No person shall, between sunset and sunrise, drive any vehicle saving cycles along any road unless such vehicle shall carry two sufficient lights, one on each side of the vehicle.
Lights on cycles.
- All cycles ridden between sunset and sunrise in any road shall carry a light in a conspicuous place in front, and shall also carry an alarm bell; and the riders thereof shall ring such bell when approaching any vehicle or person on horseback, and when approaching any one crossing any road, whether on foot or horseback.
Vehicle must be left secure.
- No person shall leave any vehicle, other than a cycle, in any road or public place without some person in charge thereof, unless he shall effectively lock one of the wheels of such vehicle with an iron chain or other secure fastenings.
