And in pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the said Council hereby further resolves as follows: That, for the purpose of providing the interest, sinking fund, and other charges on the said loan of £1,300 proposed to be raised by the said Council as aforesaid, the said Council hereby makes and levies a special rate of 6d. in the pound sterling on the rateable value of all rateable property within the Borough of Queenstown, comprising the whole of the said Borough of Queenstown; and that such special rate shall be an annually recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of January and the 1st day of July in each and every year during the currency of such loan, being a period of twenty years, or until the loan is fully paid off.
Given under the common seal of the Mayor, Councillors, and Burgesses of the Borough of Queenstown this 2nd day of April, 1914.

IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Council of the Borough of Palmerston North hereby resolves as follows:—
That, for the purpose of providing the interest and sinking fund and other charges on a loan of one hundred thousand pounds (£100,000), authorized to be raised by a poll of ratepayers held on the 22nd day of April, 1914, under the Local Bodies’ Loans Act, 1913, for the purpose of purchasing, extending, and enlarging the gasworks owned by the Palmerston North Gas Company (Limited), and for the acquisition of land and buildings for shops, show and work rooms, as published in detail in a local paper circulating in the district, the said Council hereby makes and levies a special rate of one penny and one halfpenny (1½d.) in the pound sterling (on the basis of the unimproved value) of all rateable property in the Borough of Palmerston North, comprising the whole of the said borough as defined in the New Zealand Gazette dated the 20th day of January, 1882; and that such special rate be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of June and December in each and every year during the currency of such loan, being a period of thirty-three years, or until the loan is fully paid off.

NELSON HARBOUR DISTRICT.
In the matter of the Harbours Act, 1908, and the Local Bodies’ Loans Act, 1908, and amendments thereof.
I HEREBY give notice that at a poll taken on the 29th day of April, 1914, on a proposal to raise a special loan of £35,000 for harbour improvements, the voting was as follows: For the proposal, 1,154; against the proposal, 912; informal, 25.
There not being three-fifths of the valid votes polled in favour of the proposal, I declare the proposal to be lost.

I, JAMES ALEXANDER PARK, Manager of the Perpetual Trustees Estate and Agency Company of New Zealand (Limited), do solemnly and sincerely declare—
- That the liability of members is limited.
- That the capital of the company is £106,250, divided into 25,000 shares of £4 5s.
- That the number of shares issued is 25,000.
- That calls to the amount of 7s. 6d. per share have been made. under which the sum of £9,375 has been received.
- That the amount of all moneys received on account of estates under administration during the half-year ending 30th day of April, 1914, is £26,968 3s. 2d.
- That the amount of all moneys paid on account of estates under administration during the half-year ending 30th day of April, 1914, is £29,296 12s. 4d.
- That the amount of the balance held to the credits of estates under administration during the half-year ending 30th day of April, 1914, is £2,742 4s. 6d.
- That the liabilities of the company on the 1st day of May last were debts owing to sundry persons by the company. viz.: On judgment, nil; on specialty, nil; on notes or bills, nil; on simple contracts, £14,045 7s. 4d.; on estimated liabilities, nil.
- That the assets of the company on that date were: Government securities, nil; bills of exchange and promissory notes, nil; other securities, £35,444 8s. 10d.; cash at banker’s and on deposit, £3,796 16s. 9d.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of an Act of the General Assembly of New Zealand intituled the Justices of the Peace Act, 1908.

RODNEY COUNTY.
GENERAL BY-LAWS.
I. AUTHORITY.
IN pursuance of the powers and authorities vested in the Rodney County Council by the Counties Act, 1908, the Municipal Corporations Act, 1908, the Public Health Act, 1908, the Acts amending the same, and all and every other power contained in any other Act, the Rodney County Council doth hereby make and ordain these by-laws to have full force and effect within the whole of the Rodney County.
II. DEFINITIONS.
In these by-laws, if not inconsistent with the context, words importing the masculine include the feminine, words importing the singular include the plural, and vice versa.
“Council” means the Rodney County Council; “Chairman” the Chairman for the time being of the Rodney County Council.
“Clerk” means the Clerk of the said County Council, or the Acting Clerk in the absence of the Clerk.
“Office” means the office of the Rodney County Council.
“Officer” includes the Clerk or any other person appointed by the Council to carry out any duties connected with the administration of the by-laws for the time being in force in the county.
“Inspector” means an officer appointed by the Council to carry out the duties hereinafter set forth as requiring his oversight or action; and in case of no such appointment being made, or in the absence of the Inspector, it shall mean the Clerk.
“Owner,” as applied to land, includes the person for the time being entitled to the rack-rent thereof. As applied to all kinds and descriptions of vehicles, “owner” shall include every person who, either alone or in partnership with any other person, shall keep a vehicle or vehicles otherwise than as a driver or attendant.
“Occupier,” as applied to land, includes the person in actual possession thereof; and in respect of any premises means the person either actually or apparently in charge.
“Person” includes a body of persons, whether incorporate or unincorporate.
“Public place” includes and applies to every road, street, footpath, footway, court, alley, and thoroughfare of a public nature, or open to or used by the public as of right, and every place of public resort or place to which the public have access so open or used.
