I therefore declare the proposal carried.

PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers of the Town District of Kaponga taken on the 16th day of October, 1914, on the proposal of the Kaponga Town Board to borrow the sum of £5,000 for the purpose of establishing an electric light and power supply for Kaponga, the number of votes recorded was : For the proposal, 61 ; against the proposal, 6.
I therefore declare that the proposal was carried.

As the number of valid votes recorded (34) is in excess of three-fifths of the valid votes recorded (54), I declare the proposal carried.

Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.
IN pursuance of all powers and authorities enabling me under the Government Railways Act, 1908, I, William Herbert Herries, Minister of Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 2nd day of November, 1914 :
PART I.-PASSENGERS.

NAVY RECRUITS.
- Second-class return tickets will be issued at the rate of 1d. per mile, mileage counted one way only, to youths not less than 15 and not exceeding 16 years of age, when proceeding to ports at which any of His Majesty’s warships are lying, for the purpose of presenting themselves on board the warship for examination as candidates to enter the navy, or when proceeding to port to join His Majesty’s warships.
Applications for tickets must be accompanied by a certificate in the following form, duly signed by applicant, before a Justice of the Peace :-
“I hereby certify that I am proceeding to* for the purpose of presenting myself on board His Majesty’s warship ‘† ’, for the purpose of † , Applicant. “Signed by applicant, before me, this day of , 19 , Justice of the Peace.” Certificates need not be stamped. Return tickets will be available for return for three days from date of issue.

- Second-class return tickets will be issued at the rate of 1d. per mile, mileage counted one way only, to youths between the ages of 17 and 20 years when proceeding to centres for the purpose of presenting themselves for examination as candidates for the New Zealand Naval Forces. Applications for tickets must be accompanied by a certificate in the following form :- The bearer, Mr. , is an applicant for entry into the New Zealand Naval Forces, and is proceeding to for the purpose of being examined. Please issue to him one second-class ticket to , and forward claim for cost of same with this order attached to the Navy Office, Wellington.

Tickets will be available for return for seven days from date of issue.

The ordinary wharf rates will be charged to the owners, masters, or agents of ships or vessels on all goods transhipped across wharf from boats or other craft into boats or other craft lying at the wharf.
Goods transhipped from boats or other craft into boats or other craft not landed on the wharf will be charged half the ordinary wharf rates.
Storage.
On goods not taken away within twelve working-hours, s. d. per ton, per week or fraction thereof .. 1 0 On timber not taken away within one week, per 100 superficial feet, per week or fraction thereof .. 0 6 Working-hours, 8 a.m. to 5 p.m. on week-days.
