JAPAN, KIUSIU.—GOTO ISLANDS.
SIUGE SIMA.—ROCK NORTHWARD OF.—Position: At a distance of 8 cables, 320° (N. 36° W. mag.), from the east extreme of Siuge Sima. Lat. 33° 1′ 38″ N., long. 129° 1′ 10″ E., on Chart No. 359. Depth: 4 fathoms. Note.—The name “Kibinago se” has been placed against this rock on Chart No. 359. Variation: 4° W.
ENGLAND, SOUTH COAST.—PLYMOUTH SOUND.
DUKE ROCK BUOY.—ALTERATION IN POSITION.—Position: In a depth of about 34 ft. at a distance of about 45 yards, 133° (S. 30° E. mag.), from its former position, and 3 cables, 2° (N. 19° E. mag.), from the beacon on the eastern end of the breakwater. Lat. 50° 20¼′ N., long. 4° 8′ W. Description: Black conical buoy. Variation: 17° W.
SOUTH AFRICA, PROVINCE OF NATAL.—EAST LONDON.
CASTLE POINT LIGHT.—OBSCURED ARC.—Position: Lat. 33° 1¾′ S., long. 27° 55′ E. Details: Owing to the erection of a large crane, the light is obscured over an arc of 38° between the bearings 354° (N. 18° E. mag.) and 316° (N. 20° W. mag.). Variation: 24° W.
CHINA, SOUTH-EAST COAST.—HONGKONG APPROACH.
WAG LAN ISLET.—ALTERATION IN FOG-SIGNAL.—Position: At lighthouse. Lat. 22° 11′ N., long. 114° 18¼′ E. Alteration: The fog-gun signals have been replaced by an explosive signal giving two reports, with an interval of fifteen seconds between them, every twelve minutes.

WASHINGTON.
GRAYS HARBOUR.—SOUTH BAY.—LIGHT ESTABLISHED.—On 10th May, 1913, a fixed white light was established by the American Pacific Whaling Co., in South Bay, Grays Harbour, Washington, on the bearings—
Bay City Point, right tangent, 135°.
Grays Harbour Lighthouse, 297° 30′.
Westport Wharf, right tangent, 353° 30′.
The light is exhibited from a lantern suspended from an arm on a 3-pile dolphin erected in about 1¼ fathoms of water. It will be maintained annually from 1st March to 30th October. Approx. position: Lat. 46° 52′ 35″ N., long. 124° 4′ 50″ W.
CAPE FLATTERY LIGHT-STATION.—CHANGE IN FOG-SIGNAL.—On 1st May, 1913, a fog-whistle at Cape Flattery Light-station, Washington, was replaced by a first-class compressed-air siren, which sounds 2 blasts every minute—thus, blast, 5 seconds, silent interval 15 seconds; blast 3 seconds, silent interval 37 seconds.
Approx. position: Lat. 48° 23′ 30″ N., long. 124° 44′ 6″ W.
JUAN DE FUCA STRAIT.—CRESCENT BAY.—BELL-BUOY ESTABLISHED.—BUOY DISCONTINUED.—On 12th May, 1913, Crescent Bay bell-buoy No. 2 was established in 9¼ fathoms of water at Port Crescent, Crescent Bay, Juan de Fuca Strait, Washington, on the bearings—
Striped Peak, tangent, 105°.
Port Crescent light, 206°.
Low Point light, 260°.
On the same date Crescent Bay buoy No. 2, a first-class nun, was discontinued.
Approx. position: Lat. 48° 9′ 50″ N., long. 123° 43′ 40″ W.
PROTECTION ISLAND.—SOUTH-WEST SPIT BUOY.—CORRECTED POSITION.—Information has been received that South-west Spit buoy, Protection Island, Juan de Fuca Strait, Washington, is moored in 7½ fathoms of water about ½ mile from the end of the spit, on the bearings—
Protection Island, left tangent, 51°.
Protection Island, bluff line, right tangent, 70°.
New Dungeness Lighthouse, 303° 30′.
Approx. position: Lat. 48° 6′ 50″ N., long. 122° 57′ 43″ W.
PUGET SOUND.—SARATOGA PASSAGE.—PENN COVE.—ROCK REPORTED.—The master of the U.S. lighthouse tender “Heather” reports the existence of an uncharted rock in Penn Cove, Saratoga Passage, Puget Sound, Washington, about 500 yards 61° from the north-eastern corner of the Cooperville Wharf and directly in the path of vessels approaching the wharf from the entrance to the cove.
The least depth found over the rock was 12 ft. with an average depth of 24 ft. over an area having a radius of about 100 ft.
Approximate position of Cooperville: Latitude 48° 13′ N., longitude 122° 41′ W.
OAK HARBOUR.—LIGHT MOVED.—On 6th May, 1913, Oak Harbour light, Oak Harbour, Saratoga Passage, Puget Sound, Washington, was moved and re-established, on the bearings—
Kalamut Island, right tangent, 102°.
Blowers Bluff, left tangent, 200°.
Maylor Spit light, 355°.
The light is exhibited 10 ft. above high-water from a white arm on a black 3-pile dolphin carrying a white square day-mark, erected in ½ fathom of water.
Approx. position: Lat. 48° 16′ N., long. 122° 38′ 40″ W.
ADMIRALTY INLET.—POINT WILSON LIGHT-STATION.—LIGHT TO BE MOVED AND CHARACTERISTIC OF FOG-SIGNAL CHANGED.—About 20th July, 1913, Point Wilson light, Admiralty Inlet, Washington, will be moved 45 yards 72° and re-established in a tower attached to the western face of a one-story fog-signal building now under construction. The new tower is octagonal, and is surmounted by a cylindrical lantern from which the light will be shown, without change in height or characteristic.
The fog-signal will be changed from a steam-whistle to a first-class air siren, which will sound 1 blast every 30 seconds—thus, blast 4 seconds, silent interval 26 seconds.
COLUMBIA RIVER ENTRANCE RANGE.—CHANGE IN CHARACTERISTIC OF FRONT LIGHT.—On 24th May, 1913, the characteristic of entrance range front light, Columbia River, Washington, was changed from flashing white every 2 seconds to flashing white every second—thus, flash 0·3 second, eclipsed 0·7 second.
Approx. position: Lat. 46° 15′ 37″ N., long. 123° 57′ 56″ W.
COLUMBIA RIVER.—CHANNEL TO ILWACO.—LIGHT ESTABLISHED.—On 15th April, 1913, Ilwaco Channel light, a fixed white light of about 170 candle-power, was established about 16 ft. above water on a shelf attached to the eastern face of the structure supporting entrance range front light, Columbia River, Washington.
The light is obscured seaward between the bearings 352° and 102°.
Approx. position: Lat. 46° 15′ 37″ N., long. 123° 57′ 56″ W.
WILLAPA BAY.—LIGHT MOVED.—COLOUR CHANGED.—BUOY DISCONTINUED.—On 1st April, 1913, Elk Spit light in the channel to Nahcotta, Willapa Bay, Washington, was changed from a fixed red to a fixed white light of about 45 candle-power, moved and re-established 20 ft. above the water on a white cross-arm attached to an unpainted pile-dolphin erected in about 2¼ fathoms of water in the position formerly occupied by Goose Point buoy 1, a second-class can, which has been discontinued.
Approximate position of Elk Spit light: Latitude 46° 38′ 2″ N., longitude 123° 59′ 36″ W.
JUAN DE FUCA STRAIT.—DTOKOAH POINT.—BUOY ESTABLISHED.—On 16th May, 1913, a second-class iron spar was established in 6 fathoms of water about 170 yards off the north-western end of the reef extending from Dtokoah Point, Washington, Juan de Fuca Strait, on the bearings—
Neah Bay light, 206° 30′.
Waaddah Island, left tangent, 284° 30′.
Waaddah Island, right tangent, 315°.
Soundings of 5 ft. to 8 ft. were obtained about 500 yards 328° from Dtokoah Point.
CALIFORNIA.
SAN FRANCISCO HARBOUR APPROACH.—DUXBURY REEF.—GAS AND WHISTLE BUOY TO BE ESTABLISHED.—WHISTLE-BUOY WITHDRAWN.—About 1st July, 1913, Duxbury Reef gas and whistle buoy 1 D.R., cylindrical, with pyramidal skeleton superstructure, showing 14 ft. above the water a flashing white light of about 120 candle-power every 5 seconds—thus, flash 1 second, eclipsed 4 seconds—will be established to mark Duxbury Reef, San Francisco Harbour approach, California, in place of Duxbury Reef whistle-buoy “1 D.R.,” which will be discontinued.
Approx. position: Lat. 37° 51′ 37″ N., long. 122° 41′ 43″ W.
CAPE MENDOCINO.—BLUNTS REEF LIGHT-VESSEL TO BE REPLACED ON STATION.—RELIEF LIGHT-VESSEL WITHDRAWN.—CHANGE IN MARKING.—Notice is given that about 1st July, 1913, Blunts Reef Light-vessel No. 83 will be replaced on her station 1⅞ miles 242° from Blunts Reef, sea-coast of California, and 4½ miles 265° 30′ from Cape Mendocino Lighthouse, and Relief Light-vessel No. 76 will then be withdrawn.
