the Dunedin City Council, under the provisions of the Waipori Falls Electrical Power Act, 1904, the Local Bodies’ Loans Act, 1908, and amendments thereof, for constructing works for the supply and use of electrical energy by the erection of that portion of the plant known as the triplication at Waipori, and the provision and erection of a stand-by plant in the City of Dunedin, the said Dunedin City Council hereby makes and levies a special rate of 2d. in the pound upon the rateable value of all rateable property within the City of Dunedin, as appearing in the valuation roll for the time being in force; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of February and on the 1st day of August in each and every year during the currency of the loan, being a period of twenty-two years, or until the loan is fully paid off.

Cook County Council.

Pursuant to section 13 of the Local Bodies’ Loans Act, 1908, I hereby give notice that at a poll of the ratepayers of the Tologa Riding of the County of Cook taken on the 10th January, 1912, on the proposal of the Cook County Council to borrow the sum of £5,100 for constructing a new line of road from Tuawhata Block to Section 65, Paremata, and erecting a cart-bridge across the Mangaheia at Wigan, the following votes were recorded: For the proposal, 68; against the proposal, 20.

I therefore declare that the proposal was carried.

Te Kuiti Borough Council.

In the matter of the Municipal Corporations Act, 1908, and the Local Bodies’ Loans Act, 1908, and the Acts amending the same respectively.

I HEREBY give notice that on the 18th day of January, 1912, a proposal was submitted by the Te Kuiti Borough Council to the ratepayers of the Borough of Te Kuiti for raising a special loan of £7,035 for the inauguration of an electric lighting scheme, and the contingencies, engineering, first year’s interest, flotation-expenses, &c., in connection therewith, and that the number of votes recorded respectively for and against the proposal was as follows: For, 78; against, 74.

I therefore declare the said proposal carried.

Forbidding Money-order and Postal Correspondence for F. L. McCollam, London.


THE Postmaster-General of the Dominion of New Zealand having reasonable ground for supposing that the person whose name and address are shown in the Schedule hereunder is engaged in advertising the treatment of diseases of the sexual organs, it is hereby ordered, under section 28 of the Post and Telegraph Act, 1908, that no money-order in favour of the said person shall be issued, and that no postal packet addressed to the said person (either by his own or any fictitious or assumed name), or addressed to the address in the Schedule hereunder without a name, shall be either registered or forwarded by the Post Office of New Zealand.

Notice to Mariners No. 2 of 1912.

THE following Notices to Mariners, received from the Port Officer, Melbourne, and from the Marine Department, Brisbane, are published for general information.

VICTORIA.

Reeves River.—Port of Gippsland Lakes.

MARINERS and others are hereby notified that, owing to shoaling of the fairway between Snake and Bullock Islands having taken place, it is intended to temporarily transfer the dredge “Pioneer” from the Mitchell River Channel to effect the removal of such shoal. The work will commence about Thursday, 14th December, 1911.

During such operations there will be exhibited a black ball by day, and two red lights (in a vertical position one over the other, not less than 6 ft. apart) by night, from the port or starboard side of the dredger, to indicate the side on which vessels navigating the channel are to pass such dredger. Two white lights will also be exhibited by night, one near the stern and the other near the stern of the dredger.

Caution.—As the dredger will be moored head and stern, the engines of steamers must be stopped, and the dredger and the chains thereof passed at the lowest possible speed.

QUEENSLAND.

Uncharted Rock, Inner Route, Torres Strait.

THE commander of H.M.S. surveying vessel “Sea Lark” has reported the existence of a rock carrying a least depth of three (3) feet at L.W.S.T. one cable north-east from the rock already indicated on the chart, and which lies 1½ cables east of North Barnard Island.

As the rock at present shown on the chart is usually taken to be the outermost danger off North Barnard Island, mariners, when navigating in this locality, would do well to take due notice of the danger now reported.

The commander of the “Sea Lark” also advises that the channel between North Barnard Island and the mainland is extremely narrow, and fringed on both sides with very foul ground to the extent that its use is not encouraged.

Notice to Mariners No. 6 of 1912.


DREDGING IN HELENSVILLE CREEK, KAIPARA HARBOUR.


Marine Department,
Wellington, N.Z., 30th January, 1912.

NOTICE is hereby given that a dredge is now working below Mount Rix in the channel in Helensville Creek, Kaipara Harbour. The dredge will show at night two red lights in a vertical line one over the other, about 6 ft. apart, on the side where the channel lies. During the day a red flag will be exhibited when the channel is not safe, and a white one when the channel is clear. Vessels should go slow on approaching, as the persons working on dredge are unable to see them before they are close to on account of the winding of the creek.
