Resolution made by the Council of the Borough of Gisborne.

THE following resolution, made by the Gisborne Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908, and its amendment.

GISBORNE BOROUGH COUNCIL.
Resolution making Special Rate.—The Gisborne Roads Construction and Metalling Loan, 1912, of £15,750.
In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, and of all other powers (if any) it in that behalf enabling, the Gisborne Borough Council hereby resolves as follows: That, for the purpose of providing the interest, sinking fund, and other charges on a loan of £15,750, authorized to be raised by the said Gisborne Borough Council, under the above-mentioned Act, for the purpose of constructing and metalling roads within the Borough of Gisborne, the said Gisborne Borough Council hereby makes and levies a special rate of 4/25 of a penny in the pound upon the rateable value (on the basis of the unimproved value) of all rateable property of the Borough of Gisborne, comprising the whole of the Borough of Gisborne, as described in the New Zealand Gazette No. 48, of the 9th June, 1904, folio 1490; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 30th day of June and the 31st day of December in each and every year during the currency of such loan, being a period of thirty years, or until the loan is fully paid off.
We hereby certify that the above is a true copy of a resolution passed at a properly constituted meeting of the Gisborne Borough Council held on Tuesday, the 15th October, 1912.

Resolution made by the Council of the County of Matamata.

THE following resolution, made by the Matamata County Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1908, and its amendment.

MATAMATA COUNTY COUNCIL.
In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1908, the Matamata County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £50, authorized to be raised by the Matamata County Council, under the above-mentioned Act, for completing the Crows Nest Road, the said Matamata County Council hereby makes and levies a special rate of 1/50 of a penny in the pound upon the rateable value of all the rateable property in the Crows Nest Special-rating Area within the Maungatautari Riding, Matamata County; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of August in each and every year during the currency of such loan, being a period of thirty-six years and a half, or until the loan is fully paid off, the rate of interest to be £3 15s. per centum per annum.
I hereby certify that the above resolution levying a special rate was made in accordance with section 4 of the Local Bodies’ Loans Amendment Act, 1910.

Result of Poll for Proposed Loan.

CASTLEPOINT COUNTY.
Notice of Result of Poll on Proposal to raise a Loan.
PURSUANT to section 13 of the Local Bodies’ Loans Act, 1908, I hereby give notice that a poll of the ratepayers of the Castlepoint County was taken on the 12th day of October, 1912, on the proposal of the Castlepoint County Council to borrow the sum of £900 for the purpose of rebuilding the county bridge over the Mangapakeha Stream, known as the “Hangman’s Bridge.”
The number of votes recorded for the proposal was 43. The number of votes recorded against the proposal was 10.
I therefore declare that the proposal was carried.

Subsidies to Public Libraries.
Education Department,
Wellington, 14th October, 1912.
NOTICE is hereby given that the sum of £4,000 has been voted by Parliament for distribution to public libraries.
The distribution will take place on the 3rd February, 1913, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 25th January, 1913.

A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.

In the division of the vote a nominal addition of £25 will be made to the amount of the income of each library derived from subscriptions, donations, and rates, and the vote will be divided according to the amounts thus augmented; but no library will receive credit for a larger income than £75—that is, in no case will the augmented amount on which distribution is based exceed £100.

The whole of the subsidy must be expended without delay in the purchase of books for the library.

Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made, and must be accompanied by a statement of the receipts and expenditure of the institution for the year ending on the 31st day of December, 1912; and such declaration must be on the form provided for the purpose, which form shall be as follows:—

I, [Name], of [Place of abode], [Occupation], do solemnly and sincerely declare that I am Chairman [or Secretary, or Treasurer] of the [Name of institution]: that during the year ending on the 31st day of December, 1912, the receipts of the aforesaid institution for the maintenance of the library only were as follows: From rates levied by a local governing body under Part I of the Libraries and Mechanics’ Institutes Act, 1908, or the Municipal Corporations Act, 1908, pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members’ subscriptions, pounds shillings and pence; that the library is public in the sense of belong-
