Approximate position on U.S. Coast Survey Chart No. 8250: Latitude 56° 38′ 50″ N., longitude 135° 2′ 15″ W. A small reef which bares at low tide extends about ¼ mile from the west point at entrance to Point Banks.
A rock which bares at low tide lies some distance eastward of the islet in the entrance to Port Banks but nearer the islet than the Baranof Island shore to eastward. In entering Port Banks the whaling-vessels pass eastward of the small islet and rock in the entrance and favour the mainland or eastern shore.
The western side of Baranof Island is as yet unsurveyed, and vessels should use great caution in entering any of the bays or inlets along its coast, as the charts are unreliable.
WRANGELL STRAIT.—MIDWAY ROCK AND MITKOF ISLAND LIGHTS.—CHARACTERISTICS AND INTENSITY TO BE CHANGED.—About 10th August, 1912, the characteristics and intensity of Midway Rock and Mitkof Island lights, Wrangell Strait, Alaska, will be changed from fixed red to flashing red every 6 seconds—thus, flash 0·3 second, eclipsed 0·9 second; flash 0·3 second, eclipsed 4·5 seconds.
The illuminant will be changed from oil to acetylene gas, increasing the luminous power from 42 to 65 candles. The height of focal plane will be increased from 12 ft. to 14 ft.
The lights will be unwatched.

Approximate position of Mitkof Island Light: Latitude 56° 49′ 18″ N., longitude 123° 56′ 18″ W.
COOK INLET APPROACH.—EAST CHUGACH ISLAND.—ROCKS REPORTED.—Several breaks extending for more than 1 mile north-eastward from the easternmost point of East Chugach Island, Alaska, were reported.
The passage between East Chugach Island and the coast is unsurveyed, and should be navigated with extreme caution.

CALIFORNIA.
SAN FRANCISCO BAY.—EAST BROTHER ISLAND LIGHT.—CHARACTERISTIC CHANGED.—Referring to Notice to Mariners No. 22 (1671) of 1912, further notice is given that on 25th June, 1912, the characteristic of East Brother Island light, San Francisco Bay, California, was changed from fixed white to intermittent white every 10 seconds—thus, light 7½ seconds, eclipsed 2½ seconds. The intensity of the light was also increased from 520 to about 4,600 candles by changing the illuminant from oil to incandescent oil-vapour.

SANTA CRUZ LIGHT.—CHARACTERISTIC CHANGED.—Referring to Notice to Mariners No. 24 (1830) of 1912, further notice is given that on 3rd July, 1912, the characteristic of Santa Cruz light, sea-coast of California, was changed from fixed red to intermittent white every 5 seconds—thus, light 3½ seconds, eclipsed 1½ seconds.
The new apparatus is of the 4th order.
The illuminant is oil.
Approx. position: Lat. 36° 57′ 9″ N., long. 122° 1′ 34″ W.
SAN PEDRO HARBOUR.—POINT FERMIN LIGHT.—CHARACTERISTIC CHANGED.—On 30th June, 1912, the characteristic of Point Fermin light, San Pedro Harbour, California, was changed from fixed white to intermittent white every 20 seconds—thus, light 5 seconds, eclipsed 2½ seconds; light 10 seconds, eclipsed 2½ seconds.
The luminous power of the light was increased from 520 to 3,200 candles by changing the illuminant from oil to incandescent oil-vapour.
Approx. position: Lat. 33° 42′ 20″ N., long. 118° 17′ 35″ W.
SAN DIEGO BAY.—POINT LOMA LIGHT.—CHARACTERISTIC CHANGED.—On 29th June, 1912, the characteristic of Point Loma light, San Diego Bay, California, was changed from flashing alternately red and white every 20 seconds to flashing white every 15 seconds—thus, flash 3·2 seconds, eclipsed 11·8 seconds.
Approx. position: Lat. 32° 39′ 55″ N., long. 117° 14′ 32″ W.
POINT VINCENTE GAS AND WHISTLE BUOY.—CHARACTERISTIC OF LIGHT TO BE CHANGED.—About 1st October, 1912, the characteristic of the light exhibited from Point Vincente gas and whistle buoy, sea-coast of California, will be changed from intermittent white every 20 seconds to flashing white every 10 seconds—thus, flash 2 seconds, eclipsed 8 seconds.
Approx. position: Lat. 33° 44′ 15″ N., long. 118° 24′ 50″ W.
BODEGA HEAD GAS AND WHISTLE BUOY.—CHARACTERISTIC OF LIGHT TO BE CHANGED.—About 1st October, 1912, the characteristic of the light shown from Bodega Head gas and whistle buoy, sea-coast of California, will be changed from intermittent white every 20 seconds to flashing white every 10 seconds—thus, flash 3 seconds, eclipsed 7 seconds.
Approximate position of Bodega Rock: Latitude 38° 17′ 45″ N., longitude 123° 2′ 53″ W.
CAPE MENDOCINO.—BLUNTS REEF LIGHT-VESSEL TO BE REPLACED ON STATION.—RELIEF LIGHT-VESSEL WITHDRAWN.—Referring to Notice to Mariners No. 11 (752) of 1912, further notice is given that about 21st July, 1912, Blunts Reef Light-vessel No. 83 will be replaced on her station 1⅔ miles 242° from Blunts Reef, sea-coast of California, and 4½ miles 265° 30′ from Cape Mendocino Lighthouse, and Relief Light-vessel No. 76 will then be withdrawn.
No change has been made in the characteristics of the lights or fog-signals or in the general appearance of Light-vessel No. 83.

SAN FRANCISCO BAY.—YERBA BUENA LIGHT.—INTENSITY INCREASED.—Referring to Notice to Mariners No. 22 (1670) of 1912, further notice is given that on 15th July, 1912, the intensity of Yerba Buena light, San Francisco Bay, California, was increased from 2,500 to about 3,200 candles by substituting a 4th-order lens for the 5th-order lens heretofore used.

SAN LUIS OBISPO BAY.—LANSING ROCK.—BUOY ESTABLISHED.—Referring to Notice to Mariners No. 28 (2168) of 1912, further notice is given that on 15th July, 1912, Lansing Rock buoy, a first-class horizontally striped spar, was established in 6 fathoms of water in San Luis Obispo Bay, California, on the bearings—
County Wharf, right tangent, 41° 45′.
Lighthouse Wharf, left tangent, 253°.
Port San Luis Wharf, tangent, 305° 15′.
CHINA SEA.—SINGAPORE MAIN STRAIT.
Tree Island, Shoal North-eastward of.
Position.—At a distance of 10¾ cables, 31° (N. 30° E. mag.), from Tree Island Lighthouse. Lat. 1° 10′ 24″ N., long. 103° 40′ 14″ E., on Chart No. 2404.
Depth.—5½ fathoms.
Variation.—1° E.
CALIFORNIA.
SAN FRANCISCO BAY.—SUISUN BAY.—CHANGES IN BUOYAGE.—Referring to Notice to Mariners No. 24 (1831) of 1912, further notice is given that on 28th June, 1912, the following changes were made in the buoyage of Suisun Bay, San Francisco Bay, California:—
Point Edith buoy 1, a first-class spar, was replaced by a first-class nun painted in horizontal bands without a number.
Lower Junction buoy, a second-class spar, painted in horizontal bands, was moved about 550 yards 286° and re-established on the bearings—
Gillispie Point, right tangent, 34° 30′.
Point Edith light, 251° 30′.
Roe Island light, 296°.
York Island buoy 6, a second-class spar, was permanently discontinued.
San Joaquin Middle Ground North-west Point buoy, a horizontally striped second-class spar, was moved about 170 yards 224° and re-established on the bearings—
Chain Island right tangent, 21°.
New York Slough East End Light, 159° 45′.
Van Sickle Island Light, 286°.
POINT MONTARA.—CHANGE IN LIGHT.—On 15th June, 1912, the fixed red light exhibited at Point Montara Light-station, sea-coast of California, was replaced by a 4th-order intermittent white light every 5 seconds—thus, light 2½ seconds, eclipsed 2½ seconds.
The new light is exhibited 70 ft. above the water and 30 ft. above the ground from a white, pyramidal, skeleton, iron tower located 38 yards 5° from the former position of the light.
The illuminant is incandescent oil-vapour, and the light has a luminous power of about 3,200 candles.
