the matter before the Commander for the time being of the training-ship as soon as possible after the occurrence has taken place. On this being done the Commander will at once advise what steps are to be taken to prevent a recurrence of the trouble.

  1. Alcoholic liquors will not be allowed to be brought on board without the permission of the Commander for the time being of the training-ship. Any member of the staff or crew found to be under the influence of liquor will be liable to suspension and be sent on shore. A report of such conduct is to be sent to the Minister, who shall decide what action is to be taken in the matter. On a second similar offence within six months the offender will be dismissed. If the offence is committed at a greater than six months' interval from the first offence the offender shall be fined £1. Such fine may be recovered from the offender in any Court of competent jurisdiction, or may be deducted from any pay due to the offender: Provided that no such deduction shall be made except on the written permission or direction of the Commander for the time being of the training-ship first obtained. In case of a third offence the offender shall be dismissed.

  2. Smoking will not be allowed on deck whilst any duty is being performed, either by the staff or crew.

  3. When any member of the staff or crew is convicted of any serious offence by the civil power, the offender is to be suspended and reported by the Commander for the time being of the training-ship for the consideration of the Minister, who shall decide what action is to be taken.

  4. Members of the staff or crew against whom debts are recovered in a civil Court will have the fact recorded in their defaulters' sheets, and entries of this description shall be a bar to all promotion or advancement, if not otherwise more severely dealt with, as may be directed by the Minister.

  5. Any member of the staff or crew shall, unless otherwise decided by the Minister, forfeit the whole of his day's pay for every day he is absent without leave or under suspension.

  6. A member shall be regarded as absent for one day—
    (a.) When he is absent without leave for six consecutive hours.
    (b.) When, owing to his absence without leave, he has been prevented from performing any of the duties apportioned to him, and which duties were thereby, owing to his absence, thrown on some other person.

  7. If a member of the staff or crew is absent for twenty-four hours without leave, he shall be suspended by the Commander for the time being of the training-ship, who will at once report the case to the Minister, who shall thereupon decide whether the member is to be fined, reduced, or dismissed from the ship.

  8. In case of breaches or non-fulfilment of duty on the part of any member of the staff or crew, the offender is to be suspended by the Commander for the time being of the training-ship, who shall report the matter to the Minister, whose decision in the case shall be final.

HOLIDAY LEAVE (BOYS).

  1. Leave will be granted twice a year—i.e., twenty-one days at midsummer and fourteen days in midwinter, in all thirty-five days—subject to good conduct.

  2. Parents or guardians will be notified at least ten days before leave is to be granted, and will be required to reply by letter to the Commander for the time being of the training-ship stating that they will accept such boy, provide for and maintain him until the expiration of his leave of absence; that they will meet him on arrival, take charge of, be responsible for, and on the expiration of his leave of absence see him and his effects safely away on his return journey to the training-ship. Should this assurance not be received, then the boy shall remain on board.

  3. No boy or boys will be allowed leave, other than the half-holiday leave, until he has served at least three months on board the training-ship (since enrolment).

  4. Allowance when proceeding on Holiday Leave.—When going home on leave each boy may, at the discretion of the Commander of the training-ship, and provided that he has sufficient to his credit, be allowed to draw for spending purposes during leave as follows (according to length of service):—

Having completed six months' service and less than nine months' .. .. .. .. .. 5 0

  1. If the amount standing to the credit of a boy who has not been punished or fined for breaches of discipline is less than the prescribed amount set forth in the above list, he will, when proceeding on holiday leave, be allowed the minimum rate of pocket-money prescribed for boys of over six months' and under nine months' service.

  2. Holiday Kit.—Sufficient kit for use whilst on holiday leave will be allotted to boys when proceeding on such leave; such kit will be inspected and counted on the boy's departure and return. Parents or guardians of such boy will be held responsible should any shortages of clothing occur on the boy's return to the training-ship at the expiration of such leave.

HALF-HOLIDAYS (BOYS).

  1. Half-holidays will take place twice each week—viz., on Wednesdays and Saturdays, between the hours of 1.30 p.m. and 5 p.m. Leave will be granted to all boys (subject to good conduct) with the exception of one boat's crew.

  2. Friends or relatives of boys will be allowed to visit the ship on the Wednesday half-holiday only; other visitors will be allowed on board on production of passes, which are to be obtained by application to the Secretary, Marine Department.

  3. On half-holidays each boy may, at the discretion of the Commander for the time being of the training-ship, be allowed to draw money (provided he has sufficient to his credit) to the extent of 3d. per week for spending purposes.

DISCHARGE.

  1. Boys who have completed training, and for whom employment has been found by the Department, and who have performed at least six months' sea service on a ship or ships since leaving the training-ship, will then be finally discharged, and will have issued to them a certificate on the prescribed form, on which shall be stated the standard of education attained by the boy, his efficiency, length of service in the training-ship, and character. On being allowed to leave the training-ship finally through any other cause whatsoever, or when transferring from the training-ship to His Majesty's Naval Service, final discharge will then be given, notwithstanding that the six months' sea service since leaving the training-ship has not been performed.

INSTRUCTION.

  1. Boys will be instructed in the following subjects:—

Seamanship.—Comprising parts of the ship, knotting, splicing, sail-making, rigging, worming, parceling, serving, heaving and marking the lead-lines, heaving and marking the log-lines, flag-semaphore and Morse signalling, rigging tackles, anchor gear, boat pulling and sailing, sending spars up and down, compass, steering, block-stopping, &c.

Gunnery.—Comprising guns-crew drill, loading, training, laying, aiming, guns-mountings, gun-cleaning, charges, projectiles, &c.

Squad Drill, Rifle Exercises, and Bugle-calls.—As taught in the Imperial service.

Company Formation and Marching.—Will be taught on shore as weather permits.

Exercises.—Single-sticks, sword-bayonet exercise, and club-swinging will be taught occasionally.

Rudiments of Navigation.—Will be taught as boys attain proficiency in other details.

Engine-room.—Instruction in engine-room and stokehold duties will be given by the permanent engineer in charge.

Schooling.—Schooling classes are arranged during the winter months, during which period a portion of the boys attend daily for studies. The subjects are arranged with a view to benefiting a boy who is to follow the sea as a calling.

OFFICERS (QUARTERS AND DUTY).

  1. The ship's staff comprises the following:—
    (1.) Commander: In charge.
    (2.) First Officer: Conduct and superintend all classes of work of or pertaining to deck, aloft, drill, boats, &c.
    (3.) Instructor (Seamanship): Subordinate to First Officer for general routine and instructional duties (seamanship) to boys.
