- The application by a parent or guardian of a candidate for enrolment in the training-ship shall be accompanied by an agreement, signed by the parent or guardian, in the form set forth in the Schedule hereto.
SCHEDULE.
This agreement, made the day of , 19 , between , parent [or guardian] of [Candidate] of the one part, and His Majesty the King of the other part, witnesseth that, in consideration of the said [Candidate] being enrolled in a training-ship, the said parent [or guardian] hereby agrees with His Majesty the King that :-
(a.) If on the discharge of the said [Candidate] from a training-ship, the Marine Department can procure employment for him at sea, and he does not take that employment and remain in it for at least six months, or if the said [Candidate] leaves the training-ship before the period for which he is enrolled has expired, then and in either of such cases he, the said parent [or guardian], will pay to the said Marine Department the cost incurred by the Department in maintaining and training the said [Candidate] on the training-ship, the amount to be fixed by the Minister of Marine, but not to exceed fifty pounds, and the said amount shall be deemed to be a debt due to the Crown; and
(b.) If the said [Candidate] deserts from a training-ship, he, the said parent [or guardian], agrees that the Marine Department may have him brought back, and further agrees that in such case he will refund to the Department the costs incurred by it in bringing the said [Candidate] back to the ship.
In witness whereof the parties hereto have hereunto set their names the day and year first before written.
Signed by the said parent [or guardian] in the presence of—
- In the case of boys joining a training-ship under the last-mentioned regulation, and for whom, on completion of training, employment is found by the Marine Department in other ships, the amounts of pay standing to their credit from the training-ship will be retained by the Department until the Department is satisfied that at least six months’ sea service has been performed since leaving the training-ship, evidence of such service being shown by the discharge or discharges relating to the ship or ships on which such service has been performed since leaving the training-ship.
The foregoing will not relate to boys who may be allowed to leave the training-ship finally through any other cause whatsoever, or when transferring from the training-ship to His Majesty’s Naval Service, and in which cases such amounts of pay will not be retained, notwithstanding that the six months’ sea service since leaving the training-ship has not been performed.

A candidate who is selected for enrolment must report himself to the Commander for the time being of the training-ship at Wellington within ten days from the date specified in the notice which will be sent to him, when he will be placed on probation for one week; on the expiry of which he will, if found suitable, be finally enrolled.

Boys will, on acceptance, be received on probation on board the training-ship.
The period of probation will be one week, when, should the boy then be found unsatisfactory in any respect, he will be immediately discharged.

Boys found satisfactory will then be enrolled and the necessary kit issued, the civilian clothing being returned, if it is, in the opinion of the Commander for the time being of the training-ship, worth returning, to the boys’ parents or guardians, otherwise it will be destroyed.

No boy will be allowed, while in the service, to wear clothing other than that supplied to him on the training-ship. This condition will also apply to boys when on leave.

A free pass (second by railway and steerage by steamer) will, where necessary, be granted to boys attending for enrolment, also to their homes in the Dominion on the occasion of their annual leave.

In the case of boys failing to pass the official medical examination, which takes place either before or during probationary period, or are rejected after probation, similar passes will also be granted back to their homes in the Dominion.

In order to qualify boys to take service in either the British navy or the mercantile marine on completion of their training in the training-ship the minimum age at entry is fixed at thirteen years and a half, and the maximum at fifteen years: both these limits of age may be varied at the discretion of the Minister. The period of service on the training-ship shall be not less than eighteen months nor more than two years, at the discretion of the said Minister.

No officer or member of the staff or crew, other than the Commander for the time being of the training-ship, or any officer or member of the staff or crew permanently appointed under the provisions of section fifteen of the Public Service Classification and Superannuation Act, 1908, shall be deemed to be a Civil servant within the meaning of the Acts regulating the Civil Service of the Dominion.
PAY AND EMOLUMENTS.

On enrolment every boy will be rated as a “second-class boy.” The sum of 1d. per day will be placed to his credit on the books of the training-ship from the date of final acceptance.

On his being raised to the rank of “first-class boy,” which may not take place until he has completed at least six months’ service, his pay may, if the Minister so approves, be raised to the amount of 2d. per day.

On receipt of one “good conduct” stripe, which should not take place until he has completed at least one year’s service, his pay may, if the Minister so approves, be further increased to the amount of 3d. per day.

On being promoted to the rank of “petty officer,” which should not take place until he has completed at least fifteen months’ service, his pay may, if the Minister so approves, be further increased by an additional 1d. per day.
DISCIPLINE (BOYS).

Boys who are disorderly or dirty in their behaviour, or disrespectful to the staff or crew, or who may make away with, destroy, or damage any portion of the equipment of the training-ship, or the property on issue to them, may, on a first offence, be reported by the Commander for the time being of the training-ship to the Minister for decision in accordance with these regulations.

Breaches of discipline, carelessness, disobedience of orders, bad conduct, &c., on the part of boys will be punished as may be directed by the Commander for the time being of the training-ship, unless of such serious nature as to require the decision of the Minister.

Money placed to the credit of a boy is subject to fines and forfeiture, and will affect the credit of any such boy however concerned.

Shortages of, or destruction of, any portion of kit or other Government property will affect the credit of the boy or boys implicated to the value of the articles or property so lost or destroyed.

Should any continued breaches of discipline or other unsatisfactory conduct occur on the part of a boy or boys, the Commander for the time being of the training-ship will at once report the matter to the Minister for consideration as to what punishment is to be inflicted, or whether the boy is to be dismissed the ship.

Any boy or boys absent from the ship, or his duty (if on shore), without leave shall be dealt with by the Commander for the time being of the training-ship; on a second offence occurring the matter shall be reported to the Minister for decision.

Should any boy be absent without leave for more than six hours he is to be suspended, and the matter may be reported to the Minister.

The Minister may, where not provided for or not repugnant to these regulations, make and issue such standing orders as may be found necessary for the daily routine and efficient government of the training-ship.

In all the foregoing regulations pertaining to discipline, and numbered 18, 19, 20, 21, 22, 23, and 24, the decision of the Minister is to be final.
DISCIPLINE (STAFF).

In all cases when and where practicable, and when not provided for otherwise in these regulations, the King’s Regulations and Admiralty Instructions may be taken as a guide and as forming part of these regulations in so far as the maintenance of discipline on the training-ship is concerned.

All members of ship’s staff shall conduct themselves in a temperate and orderly manner; they shall show an unremitting attention to duty, which must be performed with alacrity and cheerfulness, both of which are conducive to the harmony of the ship.

The Commander for the time being of the training-ship, while upholding the authority of the various members of the ship’s staff under his control, will check by timely reproofs any tendency he may notice to abuse of power, recommending by his example that firm but conciliatory manner of conducting duty which is the surest way to gain the confidence of the boys.
