(7.) First Engineer: All work in engine-room and stokehold, and the various mechanical appliances connected therewith; also coaling-supply of ship for all purposes, and custody of compartments in which it is stowed.

(8.) Engine-room Hand: Subordinate to First Engineer for duties in engine-room and stokehold.

(9.) Ship’s Steward: All duties relating to provisioning the ship; also custody of ship’s clothing-store, and sick-bay.

(10.) Ship’s Cook: Subordinate to First Steward for cooking duties.

(11.) Assistant Steward: Subordinate to First Steward for general duties.

12.) Lectures as arranged with the Commander of the ship.

  1. The first instructor will rank as the ship’s first officer. The other instructors will rank as the “petty officers” of the ship, and will exchange routine at the discretion of the Commander.

  2. The instructors (4), schoolmaster (1), engine-room hand (1), and engineer (1) will each take their turn sleeping on mess-deck in the room provided there for that purpose; two of the aforementioned will always sleep there. The instructors (4) will exchange their rooms for this purpose when required to do so and as directed by the Commander for the time being of the training-ship.

  3. One-half of the permanent staff will sleep on board at night continuously.

  4. In harbour during bad weather, or when ship is under steam, the entire staff and crew will, if so ordered by the Commander for the time being of the training-ship, remain on board.

  5. All members of the staff are to see that the training-ship is kept clean, well ventilated, and in all respects equal to a ship of the British navy.

  6. The regularity of the boys messing is of the first importance, as their health, good order, and comfort in a great measure depend upon it; the strictest attention of officers is therefore demanded to this. Two officers will always be present on the mess-decks during meals to ensure that all matters relating to messing are satisfactory.

  7. If any complaints as to the food, &c., are made by the boys the officer will at once report it to the Commander for the time being of the training-ship, who will take steps to prevent a recurrence, and, if necessary, report the matter to the Minister.

  8. All members of the staff or crew (excepting boys) shall, whilst on duty, wear the uniform laid down.

Sluggish River Drainage District, County of Manawatu, constituted, and Boundaries of Oroua Drainage District altered.

ISLINGTON, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this sixteenth day of September, 1912.

Present:

His Excellency the Governor in Council.

WHEREAS, in accordance with the provisions of section three of the Land Drainage Act, 1908, a majority of the ratepayers in the area of land described in the First Schedule hereto situated in the County of Manawatu, have presented a petition to His Excellency the Governor of the Dominion of New Zealand, praying that the said area as described in the First Schedule hereto should be excluded from the Oroua Drainage District and constituted a separate drainage district under the provisions of the said Act: And whereas it is expedient to give effect to the prayer of the said petition:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority contained in section three of the Land Drainage Act, 1908, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby alter the boundaries of the Oroua Drainage District by excluding the area of land described in the First Schedule hereto from that district, and doth hereby constitute and declare the said area of land to be a district for the purposes of Part I of the said Act, and to be called by the name of the Sluggish River Drainage District; and, with the like advice and consent as aforesaid, doth hereby declare that the boundaries of the Oroua Drainage District as so altered shall be those described in the Second Schedule hereto; and also, in pursuance and exercise of the power and authority contained in section four of the said Act, doth hereby declare that the Board of Trustees of the Sluggish River Drainage District shall consist of five persons, to be elected as members of the said Board, under and in accordance with the said Act.

FIRST SCHEDULE.

SLUGGISH RIVER DRAINAGE DISTRICT.

ALL that area in the Wellington Land District bounded towards the north-west generally by the Oroua Drainage District hereinafter described from the junction of roads at the south-western corner of Section No. 74, Block XI, Te Kawau Survey District, to the Oroua River; thence towards the east generally by that river to the Foxton–Palmerston North Railway Reserve; thence towards the south by the said railway reserve to the south-eastern corner of Section No. 316, Block XIV, Te Kawau Survey District; thence towards the west by that section to its north-eastern corner; thence towards the north by the eastern part of the southern boundary of Section No. 314, Block X, across a road, and by Original Sections Nos. 317 and 318, Block XI, Te Kawau Survey District; again towards the west by the last-mentioned section to and across the road forming the northern boundary of that section; thence by the road forming the northern boundaries of Sections Nos. 318 and 317 aforesaid to the place of commencement.

SECOND SCHEDULE.

AMENDED BOUNDARIES OF OROUA DRAINAGE DISTRICT.

ALL that area in the Wellington Land District bounded towards the north generally by Sections Nos. 30, 31, 32, 33, 231, 232, 238, and part of 4, Block III, Te Kawau Survey District, to a point on the western boundary of the last-mentioned section about 48 chains from its north-western corner; thence by a right line intersecting the said Section No. 4 and running parallel to its southern boundary-line to the road forming the eastern boundary of that section; thence by a right line to a point on the eastern boundary-line of Section No. 5 distant about 20 chains from its south-eastern corner; thence by a right line running parallel to the road forming the southern boundaries of Sections Nos. 6, 7, and 8, Block III, Te Kawau Survey District, to the eastern boundary-line of the last-mentioned section; thence by that boundary-line to the westernmost corner of Section No. 11, Block VII; thence by that section, the crossing of a road, and by Sections Nos. 16 and 19 to a point on the western boundary-line of the last-mentioned section, distant about 15 chains from its south-western corner; thence by a right line running parallel to the road forming the southern boundaries of Sections Nos. 19, 20, 21, and 22 to the eastern boundary-line of the last-mentioned section; thence by a right line to a point on the north-western boundary-line of Allotment No. I of Section No. 384, distant about 27 chains from its south-western corner; thence by the road forming the north-western boundary of that allotment to Section No. 304, Block IV, Te Kawau Survey District; thence by that section to the road forming the northern boundary of Section No. 24, Block I, Kairanga Survey District; thence by that road and its continuation in a south-easterly direction until it meets another road running northerly from Section No. 7, Block VIII, Te Kawau Survey District; thence by the continuation in a southerly direction of the last-mentioned road to the north-western corner of Section No. 11, Block VIII, Te Kawau Survey District; thence by the northern boundary-line of that section to its north-eastern corner; thence towards the east generally by Kopane Native Reserve No. 347 to the Oroua River; thence by that river to Section No. 14, Block VIII aforesaid; thence towards the south by that section and Sections Nos. 15, 16, 17, 18, and 19 to the north-western corner of the last-mentioned section; thence again towards the east by that section to Section No. 25, Block VIII aforesaid; thence again towards the south generally by the said Section No. 25, across a road to Section No. 38, by Sections Nos. 38, 39, and 40, Block VIII aforesaid, and Sections Nos. 40 and 41, Block VII, Te Kawau Survey District, to the north-western corner of the last-mentioned section; thence again towards the east by Sections Nos. 41, 53, 54, and 55, Block VII aforesaid, and across a road to the north-eastern corner of Section No. 106, Block XI, Te Kawau Survey District; thence again towards the south by Sections Nos. 106, 69, 68, 67, 66, and 60, Block XI aforesaid, to the north-western corner of the last-mentioned section; thence again towards the east by Sections Nos. 60, 365, and 74, Block XI aforesaid, to the junction of roads at the south-western corner of the last-mentioned section; thence again towards the south by the road forming the northern boundaries of Sections Nos. 314 and 313, Block X, Te Kawau Survey District, to the Carnarvon–Sanson Tramway Reserve; thence towards the west generally by the said tramway reserve to the south-western corner of Section No. 118, Block VI, Te Kawau
