The Council may from time to time, by resolution, declare any county bridge or bridges unsafe for traffic by any cart, wagon, vehicle, engine, or machine which shall itself or together with any things being transported therein or thereon weigh more than 30 cwt. to each pair of wheels, and after the passing of such resolution shall have been publicly notified it shall not be lawful to transport any cart, vehicle, engine, or machine which shall itself or together with any things being transported therein or thereon weigh more than 30 cwt. to each pair of wheels over such bridge or bridges so declared to be unsafe.

Any owner, driver, or person in charge of any cart, wagon, vehicle, engine, or machine acting in breach of this by-law commits an offence, and shall upon conviction thereof be liable to a fine not exceeding £5 for every such offence.
No. 7 BY-LAW.—LIGHTS ON VEHICLES.

Lights to be carried on Vehicles.—Every vehicle, public or private, being upon any road within the County of Akitio after sunset and before sunrise shall carry lights. Such lights so carried shall at all times be in good order, and be kept clearly burning, so as to be distinctly seen by all persons being upon or using the same road.

The lights carried by all vehicles, except as hereinafter provided in the case of heavy wagons and drays, shall be two outside carriage-lamps, one upon each side.

The lights carried by heavy wagons and drays may be one light, burning brightly, securely fixed on the driver’s side of the load, or so placed as to be seen on all sides by drivers of other vehicles approaching or passing.

Every owner and driver of any vehicles being upon any road in the County of Akitio after sunset and before sunrise, and not provided with lights as hereinbefore prescribed, commits an offence, and shall upon conviction thereof be liable to a fine not exceeding £5 for every such offence.
No. 8 BY-LAW.—PUBLIC BILLIARD-ROOMS.

For the purpose of this by-law, “public billiard-room” means a billiard-room where billiards or any similar games are played for payment, but does not include a billiard-room in premises licensed under the Licensing Act, 1908, or in a club.

No public billiard-room shall be used for the playing of any game of billiards, or any similar game, for reward or payment to the proprietor or manager, unless the same is licensed.

Licenses at a fee of one guinea for any public billiard-room may be issued by the Council to any person of good character, upon condition that the room licensed shall only be kept open between the hours of 8 a.m. and 10 p.m. on any week-day, and shall be kept strictly closed on Sundays.

No game of chance, betting, sweepstakes, wagering, lottery, or other form of gaming shall be permitted in or in connection with any public billiard-room.

No disorderly behaviour shall be allowed in any public billiard-room.

The proprietor or manager of any public billiard-room who permits upon or in connection with the licensed premises any game of chance, betting, sweepstakes, wagering, lottery, or other form of gaming, or who allows any disorderly behaviour thereon, commits an offence, and shall upon conviction thereof be liable to a fine not exceeding £5 for every such offence.

The Council may at any time, if it sees fit, cancel the license of such room where it is satisfied there has been a breach of this by-law.
No. 9 BY-LAW.—MOTOR-CARS.
Whereas the Chairman, Councillors, and Inhabitants of the County of Akitio, a local authority within the meaning of the Motor Regulation Act, 1908, is satisfied that the use of motor-cars upon all roads in the County of Akitio of a width of not more than 66 ft., with a road-formation of not more than 30 ft. in width, and upon all bridges would be attended with risk or danger to the public :—

No motor-car shall be driven on any road at a greater rate of speed than five miles per hour on any portion of such road where the driver cannot see the whole roadway for at least one hundred yards ahead of his car.

Every driver of a motor-car meeting any vehicle or horseman on any road, if the driver of such vehicle or such horseman so approaching shall hold up his hand, shall at once stop his motor-car, to enable such vehicle or horseman to pass the motor-car.

No driver of any motor-car shall attempt to cross any bridge upon any road when any vehicle or horseman is upon or within twenty yards of such bridge.

For the purpose of this by-law the word “owner” shall include as well as the true owner the person for the time being having the custody, control, and use of the motor-car, and the word “driver” shall mean the person having the actual control, conduct, and charge of any motor-car upon any road.

The “owner” of any motor-car who shall not observe the requirements of or do anything prohibited by this by-law commits an offence, and shall upon conviction thereof be liable to a fine not exceeding £5 for every such offence.
No. 10 BY-LAW.—AGAINST OFFENCES ON ROADS AND PUBLIC PLACES
Any person guilty of any of the following offences, omissions, or neglects within the County of Akitio, or offending against any of the following by-laws numbered 1 to 34, both inclusive, shall, in all cases where no special penalty is imposed by any particular by-law for any particular offence, omission, or neglect, be liable to a penalty not exceeding £5 for each separate offence :—

Breaking-in any horse or other animal upon any road or in any public place, or by locking the wheels of any cart or other vehicle, or otherwise testing or trying any horse or other animal so as to obstruct or injure any road or public place.

Riding, driving, or leading any horses, sheep, pigs, or cattle, or any cart, dray, or carriage, or wheeling any barrow, upon or along any public footpath.

Being the driver of any cart, dray, wagon, or other vehicle, and riding thereon without having and holding proper and sufficient reins, no competent person being in charge of the animal or animals drawing the same, or being away from such animals so as to be unable to have the full control thereof.

While acting as driver or guard of any public vehicle used for the conveyance of passengers, wilfully delaying on the road, using any abusive or insulting language, or permitting the same to be used, to any passenger or other person, or by reason of intoxication, negligence, or other misconduct causing injury to or endangering the safety of the person or property of any passenger or other person.

Slaughtering, except in case of immediate necessity, or skinning any beast upon any public road, or leaving any dead beast upon such road.

Selling or exposing for sale any meat which shall have had air blown under the skin thereof, or shall have had any fat or grease spouted thereon.

Having, without the written permission of the Chairman or the County Ranger or County Engineer, any material or goods laid across any vehicle on any public road so that any part of such material or goods shall project more than 2 ft. beyond the wheels or sides of such vehicle.

Leaving upon any road any carriage, cart, plough, harrow, or other vehicle or implement without any horse or other animal of burden attached thereto, or beating any carpet, or playing any game upon any road or footpath, or allowing any animal to remain across any footpath, or placing or leaving upon any road or footpath any machine, article, or goods, or carrying upon any road or footpath any implements, tools, or materials projecting in such a manner as to be a public obstruction, or otherwise obstructing any road or footpath.

Blasting any rock, stone, or timber on or near any public road or public place without the permission of the Council, or neglecting to attend to any directions in regard thereto given by the Council.

Furiously or negligently riding or driving any animal, vehicle, or conveyance on any public road or public place.
-
Throwing any glass, orange-peel, filth, dirt, rubbish, or any other matter of a similar nature upon any road, footpath, court, alley, or public place whatsoever.
-
Leading, riding, or driving any horse, or driving any carriage or any vehicle of any description, across any footpath-crossing faster than a walking-pace.

Being in charge of any bull, stallion, or entire animal and permitting it to cover within public view.

Acting as driver or having the sole charge of more than one vehicle on any road, unless where two of such vehicles, and no more, are drawn each by one horse only, in which case the horse of the hinder of such vehicles shall be attached by a sufficient halter to the back of the foremost of such vehicles.

Placing any hoarding, scaffolding, timber, bricks, stone, or other building material upon any road, footpath, or public place without the permission of the Council.

Opening any drain or sewer or removing the surface of any road or footpath without the permission of the Council.
-
Neglecting to clean any private yard, way, or passage by which neglect a nuisance by offensive smell or otherwise is caused.
