The soil is fair, light, clay soil, on clay subsoil. The
area at present is partly in fallow, part oaten stubble
and eaten-off turnips. Watered by small creeks and
springs. Access by formed dray-road, twenty miles and
a half to Timaru.
Section 3.—Altitude, from 900 ft. to 1,050 ft. above sea-
level. This area consists of about 240 acres of fair land;
light soil, on stiff clay subsoil, on easy undulating downs;
the remainder is good, light, soil on higher downs. The
whole area is practically ploughable. Water is scarce on
the area at present, but can easily be obtained from
springs. Access by formed dray-road, fourteen miles and
a quarter from St. Andrew's Railway-station.
Section 4.—Altitude, from 900 ft. to 950 ft. above sea-
level. Consists of easy, undulating, agricultural downs,
practically all ploughable, with exception of the small

creeks. Access by main road and formed dray-road,
thirteen miles and a half from St. Andrew's Railway-
station.
Section 4A.—Altitude, from 900 ft. to 1,098 ft. above sea-

the whole has been ploughed. The soil generally is good,
with about 50 acres only fair near the road-frontage, at
present in eaten-off turnips. The area generally is in fair
grass. Watered by small creeks and springs. Access by
formed dray-road, thirteen miles and three-quarters from
St. Andrew's Railway-station.
Section 5.—Altitude, from 675 ft. to 925 ft. above sea-
level. Consists of undulating downs, chiefly ploughable,
light, agricultural land. There is a narrow strip of stony
land along the road-frontage, with shingle subsoil. The
gullies running through the block have steep tussock sides,
and the soil in them is inferior and wet. A considerable
area of the ploughable land was in wheat and oats this
year. Watered by creeks and dams. The soil is light,
with stiff clay subsoil. Access by formed dray-road,
thirteen miles and a half from St. Andrew's Railway-
station.
Section 6.—Altitude, from 650 ft. to 900 ft. above sea-

intersected by deep gullies with steep slopes. The soil in
the gullies generally is inferior and rather wet, with poor
tussock growth. The area of these steep slopes and
gullies is about 50 acres, and practically not ploughable.
The remainder of the area is in fair grass. There is a
small belt of stony land along the Gordon's Valley road-
frontage. The soil is chiefly light, with stiff clay subsoil,
with shingle subsoil on the stony flat. Watered by small
creeks and springs. Access by formed dray-road, thirteen

ISLINGTON, Governor.
WHEREAS by section one hundred and twenty of the
Public Works Act, 1908 (hereinafter termed "the
said Act"), as amended by section thirteen of the Public
Works Amendment Act, 1909, it is, inter alia, enacted
that the Governor may, by Warrant under his hand publicly
notified and gazetted, fix and determine whether all or
any, and, if so, what part, of the cost, whether theretofore
incurred or thereafter to be incurred, of maintaining, re-
pairing, improving, or reconstructing any combined road
and railway bridge is to be provided and paid by any
local authority or local authorities, and, if so, by what
local authority or local authorities, and may by any such
Warrant as aforesaid direct how, when, and to whom such
payment is to be made: And whereas by the said Act it
is further enacted that the Governor may from time to
time, with the view of determining the proportion in
which it would be fair and reasonable to fix and determine
the amount to be paid by any local authority or local
authorities for or towards the cost of maintaining, repair-
ing, improving, or reconstructing any combined road and
railway bridge, direct any Magistrate or other person to be
a Commissioner to inquire into and report to him upon any
matter which he shall deem necessary to enable him to
determine any such question as aforesaid:

And whereas in pursuance thereof the said Com-
missioners did decide that the cost of maintaining, repairing,
improving, or reconstructing the Rakaia Road and Rail-

cils should each pay the sum of three hundred pounds per
annum to the Railway Department, which amounts have
since been paid by the said Councils respectively:

Stonham Short, Esquire, of Wellington, Solicitor and
Assistant Under-Secretary of the Public Works Depart-
ment, a Commissioner to make an award in respect of all
the assets and liabilities of the old Selwyn County Council:
And whereas after due inquiry the said Commissioner did
report to the Governor that the liability of the old Selwyn
County Council to pay the annual sum of three hundred
pounds towards the cost of maintaining, repairing, im-
proving, or reconstructing the aforementioned Rakaia
combined road and railway bridge should in future be
borne by the present Selwyn County Council and by the
Ellesmere County Council in the proportions of two hun-
dred pounds per annum and one hundred pounds per
annum respectively:
Now, therefore, I, John Poynder Dickson-Poynder,
Baron Islington, the Governor of the Dominion of New
Zealand, in pursuance and exercise of the power and
authority vested in me by the said Act and its amend-
ments, and of all other powers and authorities in anyway
enabling me in this behalf, do hereby fix and determine
that, as from the date of the dissolution of the old Selwyn
