NEW ZEALAND.
STEWART ISLAND.—PATERSON INLET.—A rk., carrying 4 fms., usually indic. by tide rips, exists in the approach to the inlet, 6¼ cables 31° (N. 12° E. mag.) from the N. extr. of Fish Rk. (46° 52′ S., 168° 11¾′ E.), and 307° (N. 72° W. mag.) from the S.W. extr. of Boat Refuge Isl. Note.—“Position approx.” has been charted against this rk. March.

GEELVINK BAY.—A reef, carrying less than 6 ft., exists in 2° 7′ S., 135° 18½′ E., about 19 miles 67° (N. 64° E. mag.) from Iweer Isl., Musauri Isls. March.

THE following Notices to Mariners, received from the Hydrographic Office, Washington, D.C., United States of America, are published for general information.
GEO. LAURENSON.
CALIFORNIA.
SANTA BARBARA LIGHT.—CHARACTERISTIC TO BE CHANGED.—About 1st May, 1912, the characteristic of Santa Barbara Light, California, will be changed from fixed white to flashing red every 15 seconds.
The power of the light will also be increased from about 520 to about 24,000 candles.
Approx. position: Lat. 34° 23′ 52″ N., long. 119° 43′ 17″ W.
SAN FRANCISCO BAY.—ALCATRAZ LIGHT.—CHARACTERISTIC TO BE CHANGED.—About 18th April, 1912, the characteristic of Alcatraz Light, San Francisco Bay, California, will be changed from flashing white every 15 seconds to flashing white every 5 seconds.
The improved light will have a luminous power of about 22,000 candles.
Approx. position: Lat. 37° 49′ 36″ N., long. 122° 25′ 17″ W.
SAN FRANCISCO BAY ENTRANCE.—FORT POINT LIGHT.—CHARACTERISTIC TO BE CHANGED.—About 16th April, 1912, the characteristic of Fort Point Light, San Francisco Bay entrance, California, will be changed from flashing every 5 seconds, alternately red and white, to intermittent white every 2 seconds—thus, light 1 second, eclipsed 1 second.
The new light will have a luminous power of about 7,300 candles.
Approx. position: Lat. 37° 48′ 39″ N., long. 122° 28′ 36″ W.
SAN FRANCISCO BAY.—MARE ISLAND STRAIT.—LIGHTS ESTABLISHED.—On 10th February, 1912, the following lights were established by the Navy Department at Mare Island Navy Yard, California:—
Mare Island Dike Light No. 8, a fixed white lantern light, on the outer end of the dike under construction at the torpedo wharf, Mare Island side of the strait.
Mare Island Dike Light No. 9, a fixed white lantern light, on the outer end of the dike under construction at Carquinez Strait Lighthouse.
As construction-work proceeds these lights are moved out.
SAN FRANCISCO BAY.—SAN PABLO BAY.—ENTRANCE TO CARQUINEZ STRAIT.—LIGHTS AND FOG-SIGNAL ESTABLISHED.—Referring to Notice to Mariners No. 6 (382) of 1912, further notice is given that on 14th February, 1912, the following lights were established by the Union Oil Company on the wharf at Oleum, southern side of the entrance to Carquinez Strait, San Pablo Bay, California:—
Oleum Wharf East Light, a fixed white, incandescent, electric light of about 200 candlepower, shown 35 ft. above the water on the eastern end of the wharf, on the bearings:—
Mare Island Lighthouse, 16°.
Carquinez Strait Lighthouse, 46° 45′.
Selby West Wharf, west end, right tangent, 90° 30′.
Oleum West Wharf Light, a fixed white, incandescent, electric light of about 200 candlepower, shown 35 ft. above the water on the western end of the wharf, on the bearings:—
Mare Island Lighthouse, 18° 15′.
Carquinez Strait Lighthouse, 48°.
Selby West Wharf, west end, right tangent, 89°.
Approx. position: Lat. 38° 3′ 25″ N., long. 122° 15′ 40″ W.
On the same date Oleum Wharf Fog-bell, a 1,000-pound bell, struck by machinery 1 stroke every 5 seconds, was established in the centre of the head of the wharf.
LIGHTS ESTABLISHED.—On 1st February, 1912, the following fixed white lights were established by the War Department in connection with the work of dredging a new channel across Pinole Shoal, San Pablo Bay, California:—
Lower Channel Light No. 41, on the bearings—
Mare Island Lighthouse, 68° 45′.
Lone Tree Wharf, tangent, 96°.
Point Pinole, right tangent, 210°.
Trestle Lights Nos. 1, 2, 3, 4, 5, 6, 7, &c., shown about 10 ft. above the water from the top of unpainted piles, spaced about 165 yards apart, and extending about 1,660 yards in a 328° 15′ direction from Lower Channel Light No. 41.
These lights mark the dredger pipe-line which extends 2 miles north-westward from Lower Channel Light No. 41. As operations proceed lights will be added in continuation of this line at intervals of about 165 yards.
HAWAIIAN ISLANDS.
MAUI ISLAND.—NORTH-EAST COAST.—PAUWALU POINT.—LIGHT TO BE ESTABLISHED.—About 5th April, 1912, an unwatched flashing white acetylene light of 240 candlepower, showing 1 flash every 3 seconds—thus, flash 0·3 second, eclipsed 2·7 seconds—will be established on Pauwalu Point, north-east coast of Maui Island, Hawaiian Islands.
The light will be exhibited 120 ft. above the water and 16 ft. above the ground from a white, pyramidal, skeleton iron tower on the roof of a white iron service room, located on the bearings—
Pukaulūa Point, tangent, 117° 45′.
Honokala Point, tangent, 307° 45′, distant 6⅞ miles.
Approx. position: Lat. 20° 51′ 45″ N., long. 156° 8′ W.
SUMATRA.
EAST COAST.—DURIAN STRAIT.—SUGI STRAIT.—OBSTRUCTION REPORTED.—The master of the steamship “Japara” reports having touched upon a submerged obstruction in Sugi Strait, east coast of Sumatra, in (approximately) latitude 0° 51′ 51″ N., longitude 103° 42′ 44″ E.
An examination of this reported danger will be made.

URUGUAY.
PLATA RIVER.—COLONIA.—INTENDED CHANGE IN LIGHT.—PROVISIONAL LIGHT TO BE ESTABLISHED.—The Government of Uruguay has given notice that the present light at Colonia, Plata River, Uruguay, is to be replaced by a new light.
During the work of transformation, which will be begun on 15th March, 1912, a provisional flashing red light showing 1 group of 2 flashes every 10 seconds, visible 5 miles, will be exhibited.
Shipping and Seamen Fees in the Solomon, Gilbert, and Ellice Islands Protectorates.

THE following regulation, fixing the fees to be charged in the Solomon, Gilbert, and Ellice Islands Protectorates in connection with shipping and seamen, is published for general information.

KING’S REGULATION.
To provide for the Fees to be taken in the Protectorates of the Solomon Islands, and Gilbert and Ellice Islands, and in Ocean Island for the Performance of certain Duties under the Merchant Shipping Act, 1894.
Made by His Britannic Majesty’s High Commissioner for the Western Pacific in accordance with the Provisions of the Pacific Order in Council, 1893.
In the name of His Majesty, George the Fifth, by the Grace of God of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas King, Defender of the Faith, Emperor of India.

This Regulation may be cited as the Merchant Shipping (Fees) Regulation, 1912.

The (Merchant Shipping) Fees Regulation, 1909, and the Merchant Shipping (Fees) Amendment Regulation, 1911, are hereby repealed.
