(f.) No closet-basin shall be enclosed, but shall be left open so that every joint in connection therewith can be readily inspected.

(g.) The soil-pipe of every water-closet, and every portion of the drain thereof not imbedded in the solid ground, shall be not less than 4 in. internal diameter, made of 6 lb. lead or cast iron. It shall be fixed on the outside of the building, be properly supported, and have airtight joints. The soil-pipe shall in all cases be without traps, and the drain shall be perfectly free from obstructions between the disconnection-trap and the ventilation outlets. The soil-pipe when used as a ventilation shall be extended from the highest branch closet connection to a point at least 3 ft. above the eaves, with an internal diameter of not less than 4 in., and this extension shall be formed of 6 lb. lead, screwed wrought iron, galvanized 24 B.W.G. galvanized iron, or cast iron. It shall be properly supported, and carried on the outside of the building in a suitable manner, free from avoidable angles and bends, being finished with a cap or cowl, and terminating not less than 6 ft. from any chimney, window, or other opening, and not less than 30 ft. from a window or other opening which may be on a level with or above such outlet.

  1. No person shall erect or fit up any closet, or lay on any water service to a closet, or connect any closet with any drain, or alter, reconstruct, extend, or remove any closet, unless he shall have previously given the Clerk three days’ notice in writing of his intention to do so. Such notice to be given in the following form :—

  1. No person shall put, place, or deposit upon any road within the road district any filth, dirt, rubbish, refuse, or decaying animal or vegetable matter.

  2. Any notice required to be sent pursuant to clause 24 of the said by-laws may be in the following form :—

THE Remuera Road Board, pursuant to its by-laws, hereby require you, within from the service of this notice upon you, to remove [or repair] a certain drainpipe [trap, urinal, water-closet]. The work is required to be done in the following manner :

You are warned that if you fail to comply with this requisition the Board may do the work and you will be liable to pay the cost incurred. In addition, you will also be liable to a penalty for a breach of the Board’s by-laws.

  1. The owners and occupiers of any building used or constructed, or adapted to be used, either ordinarily or occasionally, as a church, chapel, or other place of public worship, or as a hospital, college, school, theatre, public hall, public concert-room, public ball-room, public lecture-room, or public exhibition-room, or as a place of assembly for persons admitted thereto by tickets or otherwise, or used or constructed, or adapted to be used, either ordinarily or occasionally, for any other public purpose, shall, within a period of three calendar months after these by-laws shall come into operation, cause the doors of every such building to be so constructed as to open outwards freely, and thereafter to be so maintained.

  2. Every licensed plumber and drain-connector who shall execute any work as such in the district shall leave or cause to be left at the office of the Board, on the first day of every month, a statement in writing setting forth in detail the nature of the work (if any) he has done in the district during the month prior to the forwarding or leaving of the notice, and the several persons for whom he has done the work, together with a statement of the situation of the property upon which the work has been done.

IN RESPECT OF HEAVY TRAFFIC.

  1. Where the Board is of opinion that the conduct of the particular kinds of traffic hereinafter referred to will cause serious injury to roads under their control, no person shall conduct or cause to be conducted all or any of the following kinds of traffic, that is to say : The carriage of timber, bricks, sand, lime, cement, shell, metal, scoria, posts, sleepers, gas-pipes, stone, earth, gravel, coal, firewood, water-pipes and fittings, steel and iron rails, upon or along all or any road under the control of the Board, unless the cost, as estimated by the Board, of reinstating the road or roads consequent upon the injury so occasioned by such traffic to the road or roads upon or along which it is to be conducted is previously paid to the Board.

  2. For the purpose of ascertaining the cost of reinstating the road or roads upon or along which such traffic is to be conducted, any person desirous of conducting such traffic may make an application in the form in the Schedule hereto to the Board.

  3. No person shall make any application to the Board, pursuant to clause 13 of these by-laws, containing any statement false or untrue to the knowledge of such person.

GENERAL AND PENALTIES.

  1. These by-laws shall apply to the whole of the district, and they shall come into force on their being gazetted.

  2. If any person shall commit a breach of clauses 1 to 12, both inclusive, of these by-laws he shall be liable to a penalty not exceeding £5, and in the case of a continuous breach to an additional fine not exceeding £5 for every day on which the breach is continued after the first day. The continued existence in a state contrary to any by-laws of any work or thing shall be deemed to be a continuous breach within the meaning of this clause.

  3. If any person shall commit a breach of clauses 13 and 14 of these by-laws he shall be liable to a fine not exceeding £20.

SCHEDULE.

REMUEA ROAD DISTRICT.

Application to fix Cost of reinstating Road under Section 151 of the Public Works Act, 1908.

I propose to engage in the conduct of the following traffic upon and along the said road, viz. : [Here set out nature and quantity of material to be carried]. The above by-laws were made by special order of the Remuera Road Board, the resolution to make them having been passed at a special meeting of the Board held on the 1st day of February, 1911, and confirmed at a subsequent meeting thereof held on the 8th day of March, 1911. The common seal of the Inhabitants of the Remuera Road Board was affixed hereto at a meeting and by order of the Remuera Road Board held on the 8th day of March, 1911, in the presence of—
