Special Order made by the Remuera Road Board, County of Eden, making By-laws.

THE following special order, made by the Remuera Road Board, is published in accordance with the provisions of the Road Boards Act, 1908.

THE Remuera Road Board, in pursuance of the powers and authorities conferred upon it by the Road Boards Act, 1908, the Public Health Act, 1908, and the Public Works Act, 1908, and of every other power and authority enabling it in that behalf, hereby makes the following by-laws :—
INTERPRETATION.
- In the construction of these by-laws the words and expressions used herein the meaning of which is defined in clause 1 of certain by-laws of the Board made by special order on the 7th day of March, 1910, and confirmed on the 28th day of April, 1910 (hereinafter referred to as the said by-law), shall, unless inconsistent with the context, bear the meaning attached to them by the said clause of the said by-laws.
IN RESPECT OF PUBLIC HEALTH AND SAFETY.
- Every person who shall make an application to the Clerk pursuant to paragraph (c) of clause 2 of the said by-laws shall pay to the Clerk for use of the Board the sums respectively set out as follows, and at the time he lodges his said application :—
For buildings to cost a sum not exceeding £350 .. 0 10 0
For buildings to cost a sum not exceeding £700 .. 1 0 0
For buildings to cost a sum not exceeding £1,000 .. 1 5 0
For buildings to cost a sum not exceeding £1,500 .. 1 10 0
For buildings to cost a sum not exceeding £2,000 .. 2 0 0
For buildings to cost a sum not exceeding £3,000 .. 3 0 0

No building shall be erected, added to, or altered in such manner that the outer side of any external wall thereof shall be situate within 4 ft. of any boundary of the site upon which such building shall be erected, added to, or altered, or within 8 ft. of the outer side of the external wall of any other building on another site. The term site in this by-law shall bear the meaning assigned to it in paragraph (a) of clause 2 of the said by-laws. Provided, however, that if the said external wall shall be erected in brick, concrete, or non-combustible material other than metal this section shall not apply.

Every owner and occupier of a house which is at the time these by-laws come into operation within 100 ft. of a sewer or public drain shall, within three calendar months from such time, provide and install in such house or upon the site thereof a water-closet or a sufficient number of water-closets.

Every owner and occupier of a house which shall at any time after these by-laws come into operation be or become situated within 100 ft. of a sewer or public drain shall, unless the same is already provided and installed therewith, provide and install in such house or upon the site thereof a water-closet, or a sufficient number of water-closets, within the period of three calendar months after such house shall be or become situated within 100 ft. of such sewer or drain.

No person who is obliged by these by-laws to provide and install a water-closet or a sufficient number of water-closets shall, after the time the same ought in accordance with these by-laws to be provided or installed, use or permit, suffer, or allow to be used any closet or privy save such water-closet as is provided for by these by-laws.

No person shall, after the time when he is obliged by these by-laws to provide and install a water-closet, construct or use, or permit, suffer, or allow to be constructed or used, any water-closet save in accordance with the following provisions :—
(a.) Every detached building used for the purpose of a water-closet shall be either a new building or shall be in a perfectly clean and sound condition, and must be, if wood-floored, raised so as to allow 6 in. of air-space between the ground and such floor, and the studs from the floor to eaves-level must be at least 9 ft. high.
(b.) Every water-closet erected in a building shall be constructed in such a position that at least one of its sides shall be an external wall; and such external wall shall be provided with a window having an area (exclusive of frame) of not less than 2 sq. ft., and also with an air-brick or an outlet covered with perforated zinc or galvanized-wire netting having an area of not less than 40 sq. in., and such window shall be made to open directly on or communicate directly with the open air throughout at least one-third of its area. In the case of a fully detached water-closet, or one attached to an outhouse, light and ventilation shall be provided as above.
(c.) No water-closet shall be connected with any water-supply directly, but shall be provided with a separate cistern, of approved materials and construction, containing and delivering at each flush 3 gallons, fitted with an efficient ball cock; and such closet shall be connected with a drain leading to a sewer or public drain in accordance with this by-law. There shall be provided a high-pressure stop-cock to regulate the flow of water into every cistern. The service pipe from the cistern to the closet-basin shall be not less than 1¼ in. in internal diameter, and shall be made of drawn lead or galvanized screwed iron or brass piping. The bottom of the supply-cistern shall be placed at least 5 ft. above the closet-seat, unless where it is shown that the closet-basin is specially designed to be operated with the flush cistern at lesser height.
(d.) Every water-closet shall be furnished with a pan, basin, or other receptacle of non-absorbant material, and of such shape and capacity and of such mode of construction as to receive and contain a sufficient quantity of water, and to allow all filth which may from time to time be deposited in such pan, basin, or receptacle to fall free of the sides thereof and directly into the water received and contained in such pan, basin, or receptacle. In no case shall the form of basin known as a “washout basin” or “hopper and trap” be used, nor shall any closet be used having an outlet underneath or in such a position as to prevent the joint with the soil-pipe being readily inspected.
(e.) Every closet basin-trap shall be ventilated by an airtight pipe of not less than 2 in. in diameter, made of 6 lb. lead or galvanized screwed iron piping for such length as is within the building, and external thereto of similar material or of 22-gauge galvanized iron. This ventilation-pipe shall be carried either up to a point 2 ft. above the eaves, or connected to the extension of the soil-pipe at a point not less than 3 ft. above the highest closet connection. Where two or more closets connect with the same soil-pipe, the ventilation-pipes from their traps may be connected to a single ventilation-pipe of 3 in. in diameter.
