Regulations under the Sale of Food and Drugs Act, 1908, relative to Butter and Cheese.
ISLINGTON, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-seventh day of September, 1910.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS it is enacted by section twenty-seven of the Sale of Food and Drugs Act, 1908, that the Governor may from time to time, by Order in Council gazetted, make regulations prescribing the standard of strength, weight, quality, or quantity of any food or drug, or of any ingredient or component part thereof: And whereas it is expedient to define the standards of quality of several articles of food and proportions thereof more particularly described in the Schedule hereinafter set forth: Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities vested in him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations set out in the Schedule hereto prescribing the respective standards of quality of the various articles of food more particularly defined therein, and doth hereby declare that such regulations shall take effect on and after the sixth day of October, one thousand nine hundred and ten.
SCHEDULE.
(1.) BUTTER.
DEFINITION.—Butter is the clean, non-rancid, solid product obtained by the churning of milk or cream, with or without the addition of common salt and of harmless vegetable colouring-matter, and includes “milled butter” as hereinafter defined.
Milled Butter.
Definition.—Milled butter is butter made in two or more private or farm dairies, and mixed, worked, or packed together, or formed into pats or prints, for sale or shipment.
The standard for butter shall be as follows: It shall contain not less than 82 parts per cent. of milk-fats, and not more than 16 parts per cent. of water.
Allowed addition.—Boron compounds estimated as boric acid may be mixed with butter as a preservative substance,
provided that the proportion present does not exceed one-half of 1 part per cent. by weight. Harmless vegetable colouring-matter may be added to butter.
Prohibited addition.—The addition to butter of any foreign substance (including foreign fat and preservatives and colouring-substance) other than those substances allowed under this regulation is hereby prohibited.
Labelling.—Milled butter shall not be sold save with a statement or label attached on which shall be clearly written or printed on a white ground in red capital letters of a size not less than ¼ in. in length the words “Milled Butter.”
(2.) PROCESS BUTTER AND RENOVATED BUTTER.
Definition.—Process butter or renovated butter is the product obtained by melting and reworking, or rechurning and reworking, butter, with the addition of milk, cream, water, or any other substance.
Prohibited sale.—The sale of process butter or renovated butter is hereby prohibited.
(3.) CHEESE OR WHOLE-MILK CHEESE.
Definition.—Cheese is the solid product obtained by coagulating the caseinogen of milk by means of rennets or acids, with or without the addition of ripening-ferments or of seasoning-substances.
Whole-milk Cheese.
Definition.—Whole-milk cheese is cheese make from milk from which no portion of the milk-fats has been removed.
The standard for cheese or whole-milk cheese shall be as follows: It shall contain in the water-free substance not less than 50 per cent. of fats wholly derived from milk.
(4.) SKIM-MILK CHEESE.
Definition.—Skim-milk cheese is cheese made from milk from which a portion of the fat has been removed.
The standard for skim-milk cheese shall be as follows: It shall contain in the water-free substance not less than 10 per cent. of fats wholly derived from milk.
(5.) CREAM CHEESE.
Definition.—Cream cheese is cheese made from milk and cream, or from milk containing not less than 6 per cent. of milk-fat.
The standard for cream cheese shall be as follows: It shall contain in the water-free substance not less than 60 per cent. of fats wholly derived from milk.
Prohibited addition.—The addition to cheese, whole-milk cheese, skim-milk cheese, and cream cheese of foreign fat, or of any preservative substance other than common salt, or of colouring-substances other than harmless vegetable colouring-substances, is hereby prohibited.

Adjustment of Loan between the Waipukurau and Waipawa County Councils and the Waipukurau Town Board.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section ninety-one of the Local Bodies’ Loans Act, 1908 (hereinafter referred to as “the said Act”), it is provided that where part of the area over which a special rate is made as security for a loan is merged or included within the district of a local authority other than the local authority that made the rate, then, upon the written application of the local authority that raised the loan, or of the Minister of Finance, the Governor-in-Council may adjust or apportion the liability in respect of such loan among the respective local authorities affected by such merger or inclusion: And whereas a loan of six thousand pounds for the erection of a bridge across the Tukituki River was raised by the Waipukurau Road Board, and the Waipukurau Road District has since been merged in the Waipukurau County: And whereas parts of the area over which the special rate was made as security for
