And whereas an irregularity or defect has occurred in
the procedure to obtain such loan, inasmuch as the re-
quisition required by section sixty-four of the Municipal
Corporations Act, 1908, calling the special meeting of the
Council to pass a resolution (to operate as a special order)
making and levying a special rate of sixteen and one-
third pence in the pound on the annual rateable value of
all rateable property in the Borough of Napier, for the
purpose of providing the interest and other charges on
the said loan, did not specify the place of such meeting :
And whereas it appears that the ratepayers have not
been misled by such irregularity or defect, and it is
expedient to validate the aforesaid proceedings :
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, in pursuance and exercise of
the powers conferred by section one hundred and twenty-
one of the Local Bodies’ Loans Act, 1908, and acting by
and with the advice and consent of the Executive Council
of the said Dominion, doth hereby order and declare that
the said requisition calling the above-mentioned special
meeting shall be taken to be as valid as though it had
contained the full particulars required by section sixty-
four of the Municipal Corporations Act, 1908; and His
Excellency the Governor, with such advice and consent
as aforesaid, doth hereby validate such proceedings, and
doth further order and declare that the proceedings in
connection with the said loan shall not be called in ques-
tion by reason only of the irregularity or defect afore-
said.

Vesting a Reserve in the Kakahi Institute and Lending Library (Incorporated).

ORDER IN COUNCIL.
At the Government House, at Wellington, this nineteenth
day of September, 1910.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS the land described in the Schedule hereto
has been permanently reserved for a site for a
public hall and library :
And whereas, in the opinion of the Governor, it is ex-
pedient to vest the said reserve in the Kakahi Institute
and Lending Library (Incorporated) :
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Do-
minion, and in exercise of the powers and authorities
vested in him by the fourth section of the Public Reserves
and Domains Act, 1908, doth hereby declare that, from
and after the day of the date hereof, the reserve described
in the Schedule hereto shall become vested in the Kakahi
Institute and Lending Library (Incorporated), in trust,
for a site for a public hall and library.
SCHEDULE.
ALL that area in the Wellington Land District, containing
by admeasurement 1 rood, more or less, being Section
No. 7, Block I, Town of Kakahi. Bounded towards the
north-west by Section No. 18, Block I, Town of Kakahi ;
towards the north-east by Section No. 8 of the said
Block I; towards the south-east by a public road; and
towards the south-west by Section No. 6, Block I afore-
said : as the same is delineated on the plan marked L.
8210/1, deposited in the Head Office, Department of
Lands, at Wellington, and thereon bordered red.

Trustees for the Hororata Public Cemetery appointed.

IN pursuance and exercise of the powers and authorities
vested in me by the fourth section of the Cemeteries Act,
1908, I, John Poynder Dickson-Poynder, Baron Islington,
the Governor of the Dominion of New Zealand, do hereby
appoint
GODFREY HALL,
JOSEPH HOCKERIDGE, and
JOHN McHUGH
to be Trustees, in the place of Sir John Hall and the
Rev. James Ronaldson, deceased, and William Cunning-
ham, to provide for the maintenance and care of the
Hororata Public Cemetery, in conjunction with Herbert
Oliver, James Wilson, John Keltie, and John Duncan, jun.,
previously appointed by His Excellency the Governor.
As witness the hand of His Excellency the Governor,
this twentieth day of September, one thousand
nine hundred and ten.

Notifying Lands in Auckland Land District for Sale by Public Auction.

IN pursuance of the powers and authorities conferred
upon me by the one-hundred-and-twenty-sixth section
of the Land Act, 1908, I, John Poynder Dickson-Poynder,
Baron Islington, the Governor of the Dominion of New Zea-
land, do hereby appoint Friday, the twenty-fifth day of Novem-
ber, one thousand nine hundred and ten, as the time at which
the lands described in the Schedule hereto shall be sold by
public auction ; and I do hereby fix the prices at which the
said lands shall be sold as those mentioned in the said Sche-
dule hereto.

Certified Homes under the Reformatory Institutions Act, 1909.
ISLINGTON, Governor.
WHEREAS by section 3 of the Reformatory Institu-
tions Act, 1909, hereinafter termed the said Act, it
is provided that the Governor, on the application of any
person or society (whether incorporated or not) desirous of
establishing or maintaining a Reformatory Home, may by
Warrant gazetted, if satisfied as to the fitness of the Home
and of the person or society proposing to establish or main-
tain it, certify it as a Reformatory Home under the said Act,
and thereupon and at all times thereafter while the Warrant
is in force the Home so certified shall be a certified Reform-
atory Home under the said Act :
And whereas the Salvation Army is desirous of establishing
and maintaining Reformatory Homes at Auckland and Wel-
ington respectively, and has made application accordingly :
Now, therefore, I, John Poynder Dickson-Poynder, Baron
Islington, the Governor of the Dominion of New Zealand,
being satisfied of the fitness of the Homes proposed to be so
established, do hereby certify the Salvation Army Rescue
Homes for women at Auckland and Wellington respectively,
as described in the Schedule hereto, to be Reformatory Homes
under the said Act.
SCHEDULE.
SALVATION ARMY REFORMATORY HOME AT AUCKLAND.
ALL that building containing sixteen rooms, with appurten-
ances thereto, situate on Section 1, part of Allotment 65,
in Churton Street, Parnell, Auckland.
