Powers delegated to the Signal Hill Scenic Board under
"The Scenery Preservation Act, 1908."
PLUNKET, Governor.
IN pursuance and exercise of the powers and authorities
vested in him by section thirteen of "The Scenery Pre-
servation Act, 1908," His Excellency the Governor of the
Dominion of New Zealand doth hereby vest the control of
the reserve described in the Schedule below (being land re-
served under the said Act), for the period of three years from
the date hereof (unless previously altered or revoked under
the said Act), in the undermentioned persons, who shall be
known as the Signal Hill Scenic Board, namely,—
The Commissioner of Crown Lands for the Otago Land
District (ex officio);
Thomas Ross, J.P., Ravensbourne;
William Barclay, J.P., St. Leonards;
Isaac Stevenson, St. Leonards;
James Farquharson, J.P., Signal Hill; and
Augustus Marshall, North-east Valley
(herein referred to as "the Board"), in trust for the preser-
vation of scenery, and subject to the conditions and regula-
tions hereinafter contained, that is to say,—
MEETINGS.

The Board shall meet for the transaction of business on
the first Tuesday in each of the months of March, May,
August, and November in every year, at three o'clock p.m., at
the District Lands Office, Dunedin, or at such other time or
place as may from time to time be fixed by the Board. The
first meeting shall be held on Tuesday, the second day of
March, one thousand nine hundred and nine. -
Special meetings may be convened by the Chairman, pro-
vided that two days’ notice of such meeting be given to each
member, specifying the business to be transacted at such
special meeting; and no other business than that so specified
shall be transacted at such meeting. -
Any four members of the Board shall form a quorum.
Any meeting may be adjourned from time to time. -
The Commissioner of Crown Lands shall be the Chair-
man of the Board, and shall have an original as well as a
casting vote. -
The Board shall prepare and submit at an annual meet-
ing to be held in the month of April in each year a report of
the proceedings of the Board for the previous year ending on
the thirty-first day of March, together with a statement of
the receipts and expenditure of the Board for such year. A
copy of every such report and statement, certified by the
Chairman to be correct, shall be sent to the Minister of Lands
as soon as possible after each annual meeting. -
If at any meeting the Chairman is not present at the
time appointed for holding the same, the members present
shall choose some one of their number to be chairman of
such meeting. -
If, by resignation, death, incapacity, or otherwise, the
seat of any member shall be or become vacant, or if any
member absents himself, without reasonable cause, from
three consecutive meetings of the Board, the Governor shall
have power to appoint any other person to be a member of
the Board in his stead. -
All questions shall be determined by the majority of
votes of the members of the Board present at a meeting.
OFFENCES.
- Every person is liable to a penalty of one hundred
pounds who, without the written consent of the Minister of
Lands first obtained,—
(a.) Lights a fire within the limits of the reserve; or
(b.) Cuts or removes any timber or bush thereon; or
(c.) In any way interferes with or damages the scenic
or historic features thereof.
- No person shall, within the limits of the reserve, with-
out the written consent of the Board first obtained,—
(a.) Take, carry, or use firearms, or any fireworks, or
any explosive, or any axe, tomahawk, weapon, or
instrument of a dangerous nature:
(b.) Shoot, snare, or destroy any bird, or take or destroy
the nests or eggs of any birds:
(c.) Shoot, kill, or injure any animal, or remove any
animal therefrom:
(d.) Damage any fence, gate, or barrier, or other pro-
perty belonging to or in the custody of the Board:
(e.) Destroy, deface, or injure any inscription, or any
label attached to or connected with any article,
or tree, or shrub, or other plant, or copy of these
conditions hung up or affixed at any entrance to
or in any part of a reserve.

No horses, donkeys, sheep, goats, or cattle shall be
allowed within the limits of the reserve without the written
consent of the Board thereto being first obtained by the
owners of such animals. -
Any Inspector or person authorised for that purpose
by the Board may drive any animal or animals trespassing
in the reserve to the nearest public pound and there impound
the same, and any such animal or animals shall not be re-
leased therefrom except upon payment of the usual driving-
fees and poundage charges. Nothing in this regulation
contained shall be deemed to limit or prevent the taking
of any proceedings for the recovery of any penalty or other-
wise in respect of the trespass of such animal. -
Wild cattle or horses trespassing within the limits of
the reserve shall only be destroyed by persons authorised by
the Board to do so, and such persons may be authorised to
use firearms for that purpose. -
No person shall, within the limits of the reserve, use
any obscene or profane language, or commit any breach of
the peace, act of indecency, or other impropriety, or insult
or annoy any person. -
No persons of bad repute, disorderly persons, or
vagrants shall be allowed within the limits of the reserve. -
Every person who commits any breach of Regulations
Nos. 10 to 15 is liable to a penalty not exceeding five pounds.

SIGNAL HILL SCENIC RESERVE.
ALL that area in the Otago Land District, containing by
admeasurement 209 acres 3 roods 22 perches, more or less,
being Sections Nos. 1 of 27, 3 of 27, 65, part of 1 of 29,
2 of 29, 31, 1 of 32, 57, 58, 59, and 66, Block IX, North
Harbour and Blueskin Survey District; Allotment No. 104
and part of No. 114, Township of Maia; Allotment No. 13
and an unnumbered allotment, Block III, Township of
Upper Rothesay. Commencing at the northern corner of
Section No. 1 of 27, Block IX; thence bounded towards the
north-east by Section No. 2 of 27 and by the crossing of
Signal Hill Road, 3069 links; towards the north-west by
said Section No. 2 of 27, 500 links; towards the south-west
by said Section No. 2 of 27, 1822·1 links; thence by a line
through part of Section No. 31, Block IX, bearing 48° 39′,
996·7 links; bearing 52° 10′, 965·7 links; again towards the
south-west by part of said Section No. 31, 973·1 links; again
towards the north-west by the abutment of Signal Hill Road,
30 links; again towards the north-east by part of Section
No. 1 of 32, Block IX, 1354 links; thence by lines through
said Section No. 1 of 32, bearing 30° 5′ 30″, 649 links;
bearing 122° 50′, 521·4 links; bearing 141° 14′, 829·2 links;
bearing 28° 30′, 282 links; and bearing 118° 30′, 29·6 links;
towards the south-east by the abutment of Forth Street in
the Township of Burkestown, and by Sections Nos. 15 to 26,
Block IX, 5518·9 links; again towards the south-west by
part of Allotment No. 112 and Allotment No. 113, Township
of Maia, 870·8 links; again towards the south-east by said
Allotment No. 113, 203·8 links; thence by lines through
Allotment No. 114 in the said township, bearing 318° 39′,
154·7 links; bearing 282° 30′, 252·2 links; bearing 234° 49′ 30″,
273 links; bearing 141° 10′ 30″, 233·6 links; and bearing
194° 40′, 282·1 links, to the southern corner of said Allot-
