THE NEW ZEALAND GAZETTE. [No. 65

The objects of the said application and Bill are to confer upon the Thames Borough Council the following rights, powers, privileges, and liabilities, that is to say :—
(a.) Generally to produce and supply gas and other residual products within the limits set out in such Bill—namely, all lands within the Borough of Thames, and also all lands within the County of Thames that are situated within the boundaries for the time being of the Parawai Riding and of the Kauaeranga Riding of the said County of Thames.
And for such purposes and within such limits—
(1.) To acquire land, and erect and maintain, alter, extend, enlarge, supplement, renew, pull down, and discontinue gasworks and other works connected therewith.
(2.) To make, produce, store, sell, supply, and distribute gas and residual products.
(3.) To open and break up streets, bridges, sewers, drains, and tunnels.
(4.) To lay down, repair, alter, and remove pipes, conduits, and other works, to make sewers, and to erect pillar lamps and other works.
(5.) To repair and reinstate any street, bridge, sewer, drain, or tunnel so opened or broken up as aforesaid, and to keep same properly and securely guarded whilst so open or broken up.
(6.) To enter upon private property under certain conditions, and there to lay down, repair, replace, or alter pipes.
(7.) To extend gas-pipes on being required so to do by a majority of the ratepayers in any district, and providing a penalty for refusing so to do.
(8.) To enter into contracts with any person for lighting or supplying with gas any public or private buildings, or for supplying any meters or fittings, or any residual products.
(9.) To make, purchase, hire, sell, or let for hire any meters, fittings, or apparatus.
(10.) To require consumers to provide proper gas-fittings and appliances for the use of gas and for preventing its escape.
(11.) To fix and alter charges for supply of gas, or the hire or sale of meters, fittings, or apparatus, and to recover the same at law.
(12.) To enter buildings and inspect gas-fittings.
(13.) To cut off the supply of gas from the premises of any person neglecting to pay the rent due for gas supplied, and to enter such premises and remove any property of the Council.
(14.) To take steps necessary for preventing escape of gas, and providing a penalty on the Council for failing so to do.
(15.) To make by-laws.
(16.) To publish particulars of offences under any by-law.
(b.) To impose penalties for certain offences, and to provide for the recovery of fines.
(c.) To provide means of ascertaining if any water-supply has been fouled by gas, and of remedying same.
(d.) To incorporate certain provisions of “The Local Bodies’ Loans Act, 1908.”
And generally to make provision for the doing of all such other acts, matters, and things as are or from time to time may be incidental or conducive to the carrying-out fully and effectively of the above objects or any of them.
It is hereby notified that the limits within which such gasworks are to be made and erected comprise all those pieces or parcels of land situate at the corner of Haven and Golden Crown Streets, in the Borough of Thames, in the District of Hauraki, in Queen’s County, in the Provincial District of Auckland, containing in all about one acre, and being the block of land called or known as Kauaeranga No. 24 and No. 910, and parts of Blocks Kauaeranga No. 23 and Kauaeranga E No. 5, on the plan of the Township of Grahamstown.
A copy of the said Petition and printed copies of the said Bill will be deposited in the office of the Examiner of Standing Orders within fourteen days after the commencement of the session.

SCHOOL FOR DEAF-MUTES, SUMNER, NEAR CHRISTCHURCH.

Under the control and supervision of the Education Department.

FOR Deaf Children of sound intellect. The pupils are taught to use and understand ordinary speech. The full charge for board and education is £40 a year, but less is accepted from parents who cannot afford to pay this amount. In case of necessity admission is free.
By the Education Act, the education of deaf children between the ages of 7 and 16 is made compulsory. A child is, as a rule, best fitted to begin the school course at about the age of 6, but advice should be obtained as soon as any sign of deafness is observed.
The following classes of deaf children are admitted :

  1. Children born deaf, or who have lost their hearing before learning to speak.
  2. Children who can hear a little, but are too deaf to be taught in an ordinary school.
  3. Children who have lost their hearing after having learned to speak.
    Parents and other persons acquainted with such cases above the age of 4 are invited to communicate with the Director, or with
