The commanding officer or inspecting officer shall have power to direct that a cadet shall be deemed non-efficient should he consider it proper to do so, notwithstanding that he may have fulfilled the efficiency conditions.
Should the inspecting officer report that a unit (or part of a unit) is not efficient in training and instruction, or that irregularities have occurred in its training or administration, the Council of Defence may direct that no member of that unit (or part of a unit) be deemed efficient.
VIII. CERTIFICATES OF PROFICIENCY.

Two certificates of proficiency, designated A and B, will be obtainable by cadets of the Officers Training Corps. Possession of these will carry the advantages laid down in paragraph 36.

The examinations for these certificates will be held twice yearly, at dates to be notified by the Council of Defence, the military committees of universities and headmasters of schools being responsible for conducting them. The papers will be set and corrected by officers deputed by the Chief of the General Staff.
For syllabus and number of marks required to qualify, see Appendix III.

A cadet of the Junior Division will not be eligible to undergo the examination for Certificate A unless he has completed a minimum of two years’ “efficient” service and attended at camp at least once.

A university cadet who joins the Senior Division without having previously obtained Certificate A may undergo an examination for that certificate at any time after completing one year’s service in that division, provided that he has, during that time, attended not less than thirty instructional parades (forty, if a recruit), and satisfied the other conditions of efficiency; but he will not be granted the certificate until he has a total of two years’ efficient service in the Officers Training Corps.

In order to be eligible to undergo the examination for Certificate B, a cadet must be in possession of Certificate A, and have completed a minimum of two years’ service in the Senior Division. During each of these years he must have fulfilled the conditions laid down in paragraph 34. A cadet who wishes to accept a commission as an officer of the Defence Force immediately after obtaining Certificate B will be allowed to undergo the examination for that certificate after one year’s “efficient” service in the Senior Division, provided he has in that year undergone the training laid down in paragraph 34, and has previously obtained Certificate A in the Junior Division.

The following advantages are conferred on cadets of the Officers Training Corps who, after obtaining one or both certificates, accept commissions in the Reserve or Defence Force:—

| (iii.) Should he become a teacher under the education system of the Dominion. | (iii.) To receive certificate of qualification in military drill. |

In order to assist cadets of the Senior Division in attaining the standard of proficiency required from a candidate for Certificate B, courses of lectures on the subjects included in the syllabus will be held in universities. Attendance at these lectures will not count as parades for purposes of efficiency.

The names of those whom the military committees of universities propose to invite to give lectures will be submitted for the approval of the Chief of the General Staff, or, if so desired, lecturers will be provided.
IX. FINANCE.
PAY AND ALLOWANCES.
- As laid down in General Regulations and Orders for the Volunteers and cadets.
CORPS ALLOWANCES AND GRANTS.
Senior Division (Universities).
- Same as for Volunteer companies (see General Regulations).
Junior Division (High Schools and Colleges).
- Same as for cadets (see General Regulations, but attendance at camp necessary to qualify as an O.T.C.).
X. UNIFORM, ARMS, AMMUNITION, AND EQUIPMENT.
UNIFORM.

All units of the Officers Training Corps shall be uniformed, unless permission is given to the contrary.

Officers will wear the approved uniform of the university or school contingent to which they belong.

The present uniform will be retained, except that the designation to be worn on the shoulder-strap will be a badge, in brass or black metal, composed of the letters “O.T.C.,” surrounded by the name of the university or school, thus—

Where a new pattern of uniform is desired, the pattern will in all cases be submitted to the O.C. District for approval before adoption.

University and school contingents may choose their own cap badges, subject to O.C. District’s approval; but in cases where the badge selected is similar to that worn by a regiment of the regular army or Defence Force, the consent of that regiment must be obtained.

Cadets who have obtained Certificate A will wear a star of red worsted, 1½ in. in diameter, on the upper arm, above the chevrons or any other badge of rank. Cadets in possession of Certificate B will wear a similar star in gold, in place of the above.
ARMS, AMMUNITION, AND EQUIPMENT.
- As per General Regulations and corps and camp equipment lists for the Defence Forces.
XI. REGISTRATION AND CORRESPONDENCE.
REGISTRATION OF CADETS.

In all units of the Officers Training Corps a register will be kept by officers commanding units, giving the record of every cadet for whom efficiency is claimed.

When a cadet of the Junior Division leaves school, a leaving certificate giving details of his service and qualifications will be prepared in triplicate at the commencement of the next term. One
