(3.) Units with a strength of 40 upwards will
be organized in four sections, one
being a cadet.
(4.) The strength of a company will in no case
be less than 20 men.
(5.) Should the strength of a company exceed
60, either two or more companies of
not less than 30 cadets each will be
formed;

And in all units the cyclists, signallers, buglers, and
band cadets will be included in the strength of com­
panies, and not counted as supernumeraries. The
establishment of officers, non-commissioned officers,
principal, &c, to be as per the as per General
Regulations.

V. CONDITIONS OF SERVICE.

OFFICERS.

  1. Officers of the Officers Training Corps on
    qualifying will be gazetted to commissions as offi­
    cers in the unattached list, and given all usual
    privileges, precedence, and emoluments, and will
    be eligible to count their time of service from date of
    first appointment, promotion, and retirement as
    may be laid down in the Regulations for the Defence
    Forces.

  2. Officers will have, in addition to the responsi­
    bilities for service as other officers of the Defence
    Forces, their services on enrolment being at the
    disposal of the Council of Defence.

  3. Recommendations for first appointment to
    the Officers Training Corps, for appointment as
    commanding officer of a university or school con­
    tingent or unit, or for the granting of local rank
    to such officers, will be forwarded by the executive
    head of the university or the commandant of the
    school contingent to the O.C. District for submis­
    sion to the Council of Defence.

  4. As soon as the certificates of proficiency
    referred to in Section VIII, for suitability of cadet
    or other candidate recommended for first appoint­
    ment to a commission with a view to serving with
    the Senior Division of the Officers Training Corps
    must be in possession of Certificate E.

  5. Commissioned officers now serving in Univer­
    sity or School Corps who are transferred to the Offi­
    cers Training Corps with their units will have their
    commissions of the same grade as the Defence
    Force in the rank and with the seniority to which
    they are entitled by the date of transfer.

  6. Officers of Volunteers, Force units and officers
    of the Reserve may be seconded for service with
    the Officers Training Corps; or may, with the con­
    sent of their commanding officers, be honourably
    attached for duty with the Officers Training Corps.

MEMBERSHIP.

  1. Members of the Senior Division will be
    enrolled to serve under a contract to be drawn up
    by each university to suit its own conditions.
    Membership need not be confined to members of
    a university, but may be open, at the discretion
    of the university authorities, and officers com­
    manding units, and under the terms of the contract
    mentioned above, to gentlemen who, though not
    members of the university, are desirous of obtaining
    the certificates of proficiency to obtained in the Offi­nion
    Training Corps.

  2. The contract will include rules for admission,
    and will set forth the period for which members
    will be held to serve, the discipline to which they
    will be subject, the penalties incurred for non-
    efficiency, and any other conditions which may be

necessary to safeguard the interests of the con-
tingent, and to insure an economical administration.
All points in connection with the proposed form of
contract should conform to the principles laid
down in these regulations, and will be submitted
to the Council of Defence for approval before adop-
tion.

  1. No boy under thirteen years of age will be
    enrolled in the Junior Division, except for excur­
    sions for enrolment, service, and dismissal of
    school cadets will be in the hands of commandants
    and school authorities, within the limits of these
    regulations.

  2. The promotion of cadets to non-commissioned
    rank will rest with officers commanding contingents
    or units.

  3. In the Junior Division cadets may, with the
    approval of headmasters, be appointed “ cadet
    officers.” In the proportion of one cadet officer to
    every twenty cadets. Cadet officers will wear
    officers uniform; they will not hold commissions,
    and will not be appointed as officers or possess
    any power of command as such, outside their own
    unit.

INSTRUCTORS.

  1. The District Instructional Staff under direc­
    tion of O.C. Districts will be available as in-
    structors.

VI. TRAINING.

  1. The object of all training in the Officers
    Training Corps will be to bring its largest possible
    number of cadets up to the standards of proficiency
    indicates by the syllabus laid down for the exami­
    nation for Certificates A and B. (See Appendix No. 1).

  2. Each unit will be trained by its own officers
    under the general direction of the Chief of the
    General Staff, General and District Instructional
    Staff acting as instructors.

  3. Training will comprise,—

(a) Squads, platoon and parades.
(b) Musketry.
(c) Annual training in camp.

  1. Parades will be as laid down by General
    Regulations or General Order from time to time.

  2. Senior Division should be encouraged to
    attend as many parades as possible prior to the
    annual training in camp.

  3. The musketry training to be performed by
    units of the Senior Division will be the same as
    that to be laid down for the Defence Force.

  4. Cadets of the Junior Division will undergo
    the musketry training laid down for the Defence
    Cadet Force.

  5. Camps of not less than six nor more than four-
    teen days’ duration will be held annually by units at
    convenient camps, under arrangements made by
    commanding officers of units in consultation with
    O.C. Districts, and if possible in conjunction with
    other university colleges, or high schools.

  6. Officers will necessarily be appointed by
    the Council of Defence to command parades, or
    such other units as may be formed provisionally
    for purposes of training in camp, and if ill staff
    appointments in connection with camps.

  7. All arrangements for Officers Training Corps
    will be inspected by officers deputed by the Chief
    of the General Staff, and annually by the Inspector-
    General.

VII. CONDITIONS OF EFFICIENCY.

  1. As may be laid down in General Regulations
    or by General Order from time to time.
