Now know ye that, in exercise of the powers conferred by "The Commissions of Inquiry Act, 1908," and of all other powers and authorities enabling me in this behalf, I, William Lee, Baron Plunket, Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council thereof do hereby appoint you, the said

to be a Commission for the purpose of inquiring by all lawful means into the conditions affecting the timber and timber-building industries, including the matters following, that is to say,—

With respect to New Zealand timber,—

(1.) The cost of felling;

(2.) The cost of cutting at the mill;

(3.) The price when sold by the mill to—

(a.) The consumer,

(b.) The middleman, and

(c.) The retailer;

(4.) The price when sold by the middleman to—

(d.) The consumer, and

(e.) The retailer;

(5.) The areas of Crown land held for sawmilling purposes under the Land Act or the State Forests Act, showing in each case the name of the licensee and the acreage held;

(6.) The estimated area of Crown land still available for sawmilling purposes but not taken up, showing the districts in which the areas are situate and the total area in each district.

With respect to Oregon timber,—

(7.) The extent to which it is imported, and the effect of these importations on the local timber and timber-building industries;

(8.) Its landed cost (showing freight and charges separately from cost-price);

(9.) Its price when sold by the importer to—

(a.) The consumer,

(b.) The middleman, and

(c.) The retailer.

And generally any matters which in your opinion injuriously affect the timber and timber-building industries, or would tend to promote their development, including the necessity or expediency of any legislation in the premises.

For the purposes of your inquiry you are hereby authorised and empowered to have before you and examine all books, papers, documents, and writings you deem necessary, and also to have before you and examine on oath or otherwise as allowed by law all witnesses or other persons whom you think capable of affording you any information in the premises. The said Thomas Young Duncan shall be your Chairman, and you are hereby empowered and directed to conduct your inquiry at Invercargill, Dunedin, Christchurch, Greymouth, Wellington, Taihape, and Auckland, in such manner, at such times, and with such adjournments as you think fit. And, using all diligence, you are hereby required to report to me under your hands the result of your inquiry, with any recommendations you think fit to make in the premises, on or before the thirty-first day of May, one thousand nine hundred and nine.

Notice to Mariners No. 19 of 1909.

CURRENTS OFF KAIKOURA PENINSULA.

Wellington, N.Z., 12th March, 1909.

REFERRING to the note on page 270 of the "New Zealand Pilot," seventh edition, 1901, regarding currents, Captain G. Hooper, of the New Zealand Government steamer "Amokura," reports that he found the current at four miles off the Kaikoura Peninsula to be setting to the southward at about 1 knot per hour (approximate), the ship at the time being stopped in a calm, with the deep-sea lead on the bottom trailing out to N.E. by N. The time indicated about high water by the shore, and there had been no southerly weather for about six days. At a distance of eight miles from the shore, under the same weather conditions, the current was found to be to the southward at about 1 knot per hour. The same was experienced at a distance of sixteen miles off shore. It was observed that the current strengthened considerably on approaching the shore.

Whilst anchored off Mount Caverhill, inside the shoal, the weather being fine with a slight easterly breeze, the stream was found to be very erratic. The ship was anchored in one position for twenty-five hours. During the first five hours the stream followed the shore to the south-westward at a rate of from 1½ to 2 knots per hour, after which the stream ran to the north-eastward for the remaining twenty hours at a rate of from 1½ to 2 knots per hour, and showed no sign of abatement when the ship departed.

Captain Hooper also noticed that whilst the foregoing conditions were in evidence at the several places mentioned up to a distance of sixteen miles off shore, the current experienced at a distance of between forty and fifty miles off shore was found to be to the north-eastward at a rate of fifteen to twenty miles per day (in fine weather). He found that when making the land in the morning after having been off shore all night the ship had made about ten miles to the north-eastward; this being also to windward, the wind being north-easterly.

DREDGING OPERATIONS IN GREY RIVER.

Wellington, N.Z., 16th March, 1909.

THE Greymouth Harbour Board have notified that the dredger "Mawhera" has started work in the Grey River opposite to the entrance of the lagoon, and that moorings have been laid across the river. Masters of vessels are cautioned against fouling them.
