I, Robert Kirkpatrick Simpson, Chairman of the Rangitikei County Council, do hereby certify that the above special order was duly made and passed at a special meeting of the Rangitikei County Council held on the 30th day of October, 1909, and was duly confirmed at a special meeting of the said Rangitikei County Council held on the 11th day of December, 1909.

In testimony whereof the common seal of the Rangitikei County Council has been hereunto affixed.

CHRISTCHURCH CITY COUNCIL.

In the matter of “The Municipal Corporations Act, 1908,” “The Local Bodies’ Loans Act, 1908,” and “The Local Elections and Polls Act, 1908.”

We hereby give notice that on the 9th day of December, 1909, a proposal was submitted by the Christchurch City Council to the ratepayers of Beckenham-Fisherton Recreation-ground Loan Special-rating Area for raising a special loan of £750 for the purpose of defraying part of the cost of the purchase of a piece of land in the said Beckenham-Fisherton Recreation-ground Loan Special-rating Area to be used as a pleasure-ground, and that the number of votes recorded respectively for and against the proposal was as follows: For the proposal, 105; against the proposal, 22.

And we declare the said proposal to be carried.

WELLINGTON CITY COUNCIL.

Result of Poll.

I HEREBY give notice that the number of votes recorded upon the taking of the poll on the 8th instant, for and against the proposal of the Council of the City of Wellington to borrow, by way of special loan (within the meaning of “The Local Bodies’ Loans Act, 1908”), the sum of £33,000 for construction of tramway to Wadestown, including purchase of lands necessary therefor, and interest and charges for the first year, was as follows: For the proposal, 189; against the proposal, 17.

I therefore declare the proposal to be carried.

AFRICA.

EAST COAST.—COMORO ISLANDS.—MAYOTTA ISLAND.—BANDELI PASS.—REAR RANGE BEACON CHANGED.—The French Government has given notice that a pyramidal beacon, 26 ft. high, having the face fronting the channel covered with slats and painted white, has been established on the promontory southward of Iloni Bay, Mayotta Island, as a rear beacon for the range leading through Bandeli Pass. This beacon will replace the rear beacon of the Amano Point range.

EAST COAST.—INNAMBAN BAY.—BURRA POINT LIGHT.—ARC OF VISIBILITY.—The master of the German steamer “Admiral” reports that on 5th August, 1909, Burra Point light, Innamban Bay, east coast of Africa, was visible on the bearing N. 18° W.

It is presumed that the arc of visibility of the light has been increased 15°.

Approx. position: Lat. 23° 45′ S., long. 35° 33′ E.

SOUTH COAST.—CAPE AGULHAS.—ROCK TO SOUTHWARD.—Mr. James Houghton, master of the British steamer “Invertay,” reports that at 8 a.m. on 19th July, 1908, his vessel, drawing 23 ft., struck an uncharted pinnacle rock, located about 3 miles S. 6° W. from Cape Agulhas Lighthouse, south coast of Africa. At the time of striking the weather was fine and clear, with a light north-east breeze and moderate ground swell.

A piece of the rock, which pierced the double bottom abreast the foremast, was broken off and remained in the tank.

Approx. position: Lat. 34° 52′ 40″ S., long. 20° 00′ 15″ E.

BAY OF BENGAL.

RANGOON RIVER.—DEVIL’S HOLE LIGHTS CHANGED IN POSITION.—The Government of Bengal has given notice that on 22nd July, 1909, the position of Devil’s Hole lights, Rangoon River, would be changed so that when in line the lights will bear N. 15° E.

Approximate position of rear light: Lat. 16° 39′ 00″ N., long. 96° 15′ 52″ E.

BRITISH COLUMBIA.

VANCOUVER ISLAND.—CARMANAH LIGHT-STATION.—CHANGE IN FOG-ALARM.—Referring to Notice to Mariners No. 15 (745) of 1909, the Canadian Government has given further notice that on 1st October, 1909, the steam fog-horn heretofore maintained at Carmanah Light-station, south-west coast of Vancouver Island, would be replaced by a diaphone, operated by compressed air, to sound 1 group of 3 blasts every minute—thus, blast 2 seconds, silent interval 2 seconds, blast 2 seconds, silent interval 2 seconds, blast 2 seconds, silent interval 50 seconds. The fog-alarm building is a square wooden structure, painted white, erected on the site of the old building in front of and below the lighthouse. The horn is elevated 127 ft. above high water.

Approx. position: Lat. 48° 36′ 25″ N., long. 124° 45′ 55″ W.

VANCOUVER ISLAND.—QUATSINO SOUND.—ENTRANCE ISLAND.—NEW LIGHT ESTABLISHED.—The Canadian Government has given notice that on 1st October, 1909, the light heretofore shown from a 31-day Wigham lamp on the south-eastern end of Entrance Island, Quatsino Sound, would be replaced by a light shown from a new lighthouse, erected
